This works best with a fresh unmodded install of Skyrim SE

Play it, start a new character, get past Helgen
Now run Harbor and point it at your Skyrim folder
Once it runs its initial setup there will be a new folder in your skyrim install
called server
Open it up and drop that .dll from up there in the folder with server.exe
You will need to have that server running in the background for this to work right
Now we gotta connect to each other
Fire up hamachi and connect to the network "cteskyrim" with password "password"
This is important as we're going to use the IP address as our server name
Once you got hamachi connected hit play in Harbor and fire up Skyrim Together
If you did it right the main menu will have two dragons facing each other
Once in game press right control to open the server menu and click connect
Copy and paste the IPv4 address from hamachi into the server name slot
Now you should be connected together theoretically probably
