Some adopt a view that authorities should invest public funds in social services
and infrastructure, instead of the arts. I agree with this proposal.

Firstly, it is important to note that distributing national budget to social

services and infrastructure is contributing to enhancement of living quality. 2.
Today, studies have pointed to the fact that although it is invisible, human
requirements for materials are constantly increasing. 3. Therefore, it will be a
grave mistake to neglect that Law-makers should prioritize ( place ahead) the
development of public facilities to satisfy the gradually increasing needs of
citizens. 4 For example, because of easy access of formal education, the demand to
visit public libraries at present time is higher than that in the past. 5 This
example is the illustration of the fact that Legislators should sponsor projects
(which are) related to public services and facilities in order to meet the ever-
increasing demands of modern citizens.

Secondly, the counter-argument raised by objectors is that the investment in

the arts is equally important , because they can cater the tastes for
psychological rewards or relieving stress. This argument could be true to some
extent; however, it is incomplete. What they fail to take into account is the fact
that private sector has met this requirement productively. In fact, musical and
movie industry has developed in leaps and bounds with huge funds from entrepreneurs
without the active involvement of governments.
In conclusion, governments should place social services and public facilities
ahead, rather than arts for reasons mentioned above.
