Training Standards M e Tools
TRAINING STANDARDS
Standard 1. The training program is responsive to the participants’ needs and is aligned to
agency’s strategic direction (VMV) and policies.
Quality Principles:
- The training program is anchored on competency – based assessment of development
needs which should consider various assessment modes (refer to T and D Planning
Subsystem) such as self-assessment , validation observation and interview, performance
indicators (RPMS), etc.
- The training program meets the personnel development requirements of the agency
consistent with its mission-vision, mandate and strategic direction and priorities based on
the plan for professional development (IPPD, SPPD, MPPD) OF THE OFFICES.
Standard 2. The training program promotes inclusiveness and equity and is developed based on sound
learning and development principles
Quality Principles:
- The training program promotes equity and indusiveness
- Training design and methodologies and based on adult pedagogy
- The activities and content are logically sequenced and are aligned to the goals and
objectives of the program.
- The training resource package/s (session guide, presentation materials, presentation videos,
readings/support training materials, manuals, etc) is/are complete and comprehensive.
- The program identifies how learning can be assessed and applied in the work area.
Standard 3. The training program has management structure that identifies accountabilities and
responsibilities.
Quality Principles:
- The management structure delineates roles and responsibilities. At the minimum, the
management structure shall include the following:
1. Program Manager – Oversees the entire program, coordinates all efforts
2. Training Manager – focuses on actual training to ensure that the
program is implemented as planned.
3. Logistics Officer - plans and secures logistics to support the training
4. Welfare Officer – ensures that provisions for health, wellness, security
are taken cared of.
5. Finance Officer – oversees the efficient allocation of funds and timely
release as well as documentation for liquidation
6. M and E Coordinator – implements M and E activities and prepares
report
7. Trainers – delivers the training
8. Documenters/Secretariat
- Specific persons are assigned to perform tasks and responsibilities
- Persons assigned to specific task and responsibilities are chosen based on set qualifications.

Standard 4. The training logistical arrangements ensure that participants’ learning is maximized
Quality Principles:
- The venue selected has met the requirements in terms of facilities, workspace, amenities
(comfort rooms, internet connectivity, provision for emergencies), security and safety,
accessibility
- The accommodation has met the requirements in terms of capacity, amenities (comfort
rooms, internet connectivity, provision for emergencies) security and safety, accessibility to
the training venue if separate from the venue.
- Food provision has met the requirements in terms of quantity, quality, diet requirements od
participants, etc.
- The training materials are available, adequate for all participants, relevant to the needs of
the participants, usable in their work areas
- The training support materials are available, adequate for needs of the participants and the
management staff.
Standard 5. The training program is delivered efficiently and effectively with competent management
staff and facilitators/trainers.
Quality Principles:
- The management staff and trainers are selected based on a set of criteria and requirements
of the training program
- The planned activities are conducted as scheduled and are facilitated well
- The participants’ enlistment/registration process as well as attendance monitoring is
systematic
- The class size is set at a manageable level
- The participants are engaged in activities that provide opportunities to maximize learning
and demonstrate what they have learned
- The training program is ICT-supported where feasible
Standard 6. The training has an M and E mechanism to ensure that the learners’ and agency’s
requirements of the training program.
Quality Principles:
- The M and E tools are consistent with the framework and standards
- The M and E work responsibilities are indicated
- The M and E data are gathered and processed immediately
- The M and E results are used to inform improvement efforts and policy decisions
The developed QAME tools encompass the three phases of the training program. They also capture the
standards and quality principles that have been articulated in this document.
The tools attempt to provide indicators for certain standards, which may correspond to one or more
standards.
1. Coverage
The training program standards and tools shall be applied to
a. Trainings proposed and conducted by DepEd at all levels
b. Accreditation of Trainings submitted by non-DepEd Learning Service Providers (LSPs)
c. Certification of Trainings attended by DepEd personnel for purpose of promotion and
reclassification and other relevant personnel action

Learning Service Providers may also apply for institutional accreditation. An accredited LSP may
be allowed to conduct its training program without having to submit the full training proposal.
Instead a training brief may be required. The evaluation of LSP shall look at the following:
a. Organizational Personality – Recognized by SEC, Recognition in the Industry
b. Organizational Structure and Manpower including Pool of Trainers- Adequate and Expertise
in line with the program thrusts
c. Financial Standing
d. Facilities (Physical Infrastructure)
e. List of relevant trainings conducted
f. Other Requirements
The LSP should obtain a rating of at least 80% in order to be given accreditation. This
accreditation shall be valid for two years effective the issuance of certificate of accreditation.
After two years, the LSP should submit itself for renewal of accreditation.
The certificate of accreditation may be revoked by DepEd when upon investigation, the LSP has
clearly violated the terms of the accreditation. Grounds of revocation include but not limited to:
- Excessive fees (10% above authorized government rate)
- Failure to submit Training Program Completion Report 1 month after the conduct of the
training.
- Failure to comply with NEAP training standards
- Consistently low evaluation results.
5. Certification of Training
Trainings attended by DepEd personnel may be certified by the appropriate office for purpose of
promotion, reclassification and similar personnel action and for other related purposes.
Attendance to training can be considered for certification if it meets the following criteria:
1. The training program has been accredited by the appropriate DepEd Office
2. The participants has implemented an action plan as workplace application of
learning
3. The implementation of the action plan was monitored by the appropriate office
4. The implementation of the action plan and its impact was evaluated by the
appropriate office
