“NAMBIKE NAKSHE”
TRUST & VERIFY SYSTEM – BBMP Town Planning

Under Brand Bengaluru initative a software has been developed and implemented by
BBMP to issue automated building plan approval (NAMBIKE NAKSHE) for residential
buildings up to 4 units on plots up to 50'x 80' feet under "Trust and Verify system". The
salient features are as follows.

1) Govt. vide order dated: 16.02.2024 has approved to sanction building Plan by BBMP up
to four residential units on plot with dimension up to 50'x 80’ Ft. under Trust & Verify
system.

2) Instead of the traditional process of sanctioning of building licence, it is an automated


system of sanctioning of building licence by Registered Engineers/Architects through an
automated online software.

3) After the implementation of the new system, applicants/citizens need not visit different
offices of BBMP for building plan approval.

4) Applicants / Citizens are required to upload site documents and building plans through
BBMP registered Engineer/Architect for Building Permissions by visiting BBMP website;

5) The Plot ownership documents/revenue documents, Guidance value of the plot, details
of approach road width to the site, present sital conditions, etc. are to be provided by the
Registered Engineer/Architect in the online software in the prescribed format.

6) The registered Engineer/Architect will have to carry out site inspection and document
verification at the stage of plan approval, then they have to prepare building plans
accordingly and upload the plans to BBMP online portal.

7) Application submitted by Registered Architect/Applicants shall be forwarded


electronically (online) to KSRSAC.

8) BBMPs online software is integrated with KSRSAC software to check with KSRSAC
data regarding details of buffers required for Nala (Primary, Secondary & Tertiary),
Lake/Kunte/Katte, HT Line, Heritage Buildings, Railway Boundary, Metro Railway
Boundary, Forest Boundary. Details will be automatically provided by KSRSAC.

9) Building plans uploaded in online software are automatically scrutinized in the Software
for compliance with Zonal Regulations and building bye-laws and detailed Scrutiny report
will be forwarded to Registered Engineer/Architect's Console.

10) The software automatically sends the automated fee payment challan to the
Applicant/Citizen and Engineer/Architect to pay the prescribed fee.

11) Applicants are given a maximum of 45 days to pay the fees to BBMP through online
payment gateway.

12) As soon as the fee is paid, the Provisional Building License and Plan in PDF format
will be sent to the Console of the Registered Engineer/Architect.

13) As soon as the provisional building plan is approved, the file will be automatically
forwarded to the concerned Ward Assistant Revenue Officer and Assistant Engineers /
Town Planners, they have to verify the documents and submit the report to the Zonal
Assistant Director, Town Planning within a week time.

14) After the provisional building plan approval, within 15 days after verification of the
Assistant Revenue Officer, Town Planner/Assistant Engineer and Assistant Director of
Town Planning of the Zonal Office of the BBMP, the final building licence and plan will
be issued with digital signature.

15) In case the Zonal Assistant Director does not approve the provisionally approved plan
within 15 days, the licence and plan will be treated as Deemed approved by the software
and final licence and plan will be issued.

16) In case the Zonal Assistant Director rejects the provisional licence without proper
reasons, the Registered Engineer/Architect are allowed to file an appeal against rejection to
the Zonal Joint Director.

17) In cases of automatic Deemed approval, disciplinary action will be initiated against
such officials for negligence.

18) Through this process “NAMBIKE NAKSHE” will be available to the Citizens.
