Further, this manual serves as reference materials when discussing the handling of ¥/P with project team and vendor at the start of job. SCOPE. This manual has been prepared for turn-key jobs, where information for vendors is contained in TEC engineering dravings for towers, tanks and heat exchangers, and in TEC data sheet for special equipment. However, this nenual should be applied vhere possible to jobs of other contract and ordering types. EXPLANATION This manual, as indicated in Attachment (1), divides the equipment into five grades, A,B,C,D and E, according to their importance. Next, the required V/P are identified and listed, and then TEC utilization purposes on each V/P are decided according to the equipment grades. Also, for vendor drawings, vhich contain much information, this manual describes their detailed items and shows where to check them and to vhat extent. The structure of each check point table and their utilization methods are explained hereunder. Table for Grading Checks Towers, tank and heat exchangers come in a large variety of types. Consequently, the extent of the check should depend on each equipment. To this end, the Table for Grading Checks has been set out in Attachment (1). Al equipment are divided into five grades, A,B,C,D and E, according to difficulty in design and fabrication and degree of importance in the project. Typical examples for each grade are shown in Attachment (1). The examples also show factors vhich require the check grade to rise by one step, and a circle is placed at item, to be upgraded. For reference, the standard man-hours required per item are indicated, an idea of the vork load. (To try to keep submissions to a miniaum) 3.3 Attachment (4) shows the contents included in the vendor's dravings, and mentions the check points in remark column. The extent of the check for each content is as follows according to equipment grades: © + Full check o + Spot check or review 4 + No check Blank: Appropriately determined by assigned engineer for job. (To try to keep checks to a minimum) 4. FUNCTIONS OF ENGINEERS FOR CHECKING 4.1 Function of Job Assigned Engineer (1) When the contract does not clearly specify documents to be submitted to client, such the documents should be determined after consulting with the project team. (2) Each equipment item should be graded according to the equipment list. At this time, the type of job contract (engineering alone or turn-key base), should be considered, and the policy determined by referring to this manual. (3) For document to be required by other than Vessel Section, lack or obscurity of necessary items and contents aust be avoided. This point should be conveyed clearly to the vendors. The form of all vendor documents to be submitted to client should be such as not to lower the clients image of TEC. (4) Checks are made mainly for grades A and Bi other grades are reviewed overall in terms of equipment functions. (5) The appropriate check points based on this manual should be notified to all checkers. Instructions on the periods for checks are also required. (6) ID checks should be determined on a necessity basis, and followed through. Interdepartaent (I.D.) checks are to be carried out as little as possible. (7) All documents to be returned must be signed, by Job AE. 4.2 Function of Assistant Engineer (1) Assistant Engineer should carry out checks on relevant dravings after notified of the equipment grades concerned by Assigned Engineer (AE). (2) Check the vendor prints in order of the followings. (a) A blue print and a reproducible are received from AE. (b) The check is done according to this manual and instructions from the AE, and there should be no unnecessary checks. (c) Assistant Engineer should assist any I.D. check. (d) After completing the check, the checker should explain his comments to the AE and ask vhether it is necessary to write them down on the documents to be returned. (e) Assistant Engineer prepares the documents to be returned. (f) Assistant Engineer assists filing the documents to be returned. (3) Refer to previous comments of TEC, and documents, dravings, etc. which are resubmitted. 5. POINTS FOR ATTENTION (1) This manual defines standard ork. Hence, when carrying out each job, the AE should establish specific requirements on the job (check items to be added or deleted on special equipment, parts, items, etc.) and obtain approval of the Section Chief. (3) Because TEC information to vendors greatly affects the quality of vendor prints, all the information from TEC should be selected so as to provide vendor vith suitable information (4) Where there is single vendor and there are many similar equipment, aan- hours are to be reduced by such measures as limiting the check to one item, whenever possible, and giving the other items rough checks only. (5) When heat exchangers information is given to vendor through data sheets or sketches, check the performance of heat exchangers.
