1. List of Goods and Related Services
The purpose of the List of Goods and Related Service (LGRS) is to briefly describe and
specify the quantity of each of the Goods and Related Services that the Purchaser
requires the Bidder to include in its Bid. As a part of the Schedule of Supply, the LGRS
constitutes a Contract document and, therefore, it will become a part of the Contract.

The Bidder is to note that the Goods and Related Services are not grouped in lots.

The related services shall comprise provision and commissioning of new AIS
installations, relocating some existing AIS installations, and upgrading other AIS
installations, including application software, supply of required spare parts (to
belisted), a maintenance plan for a 10-year period, and the provision of training and
manual documentation for the Purchaser's personnel.
2. Delivery and Completion Schedule
The purpose of the Delivery and Completion Schedule (DCS) is to specify the delivery Responsibility of Local Partner.

for each of the Related Services as listed in the LGRS. The DCS, as part of the Schedule
of Supply, constitutes a Contract document and, therefore will become a part of the

3. Technical Specifications
3.1. General
This document serves as the Terms of Reference (TOR) for the project to expand and
replace Automatic Identification System (AIS) Base Stations in Papua New Guinea
(PNG) and to integrate the display of all sites at the Vessel Monitoring Centre (VMC) in
Port Moresby (POM). The base stations will be installed both at new sites and at sites
with existing base stations. The project is sponsored by the Maritime and Waterways
Safety Project (MWSP) who is executing the project for the National Maritime Safety
Agency (NMSA). The MWSP is seeking a turnkey solution for the procurement of
allequipment, installation, traiing and integration in NMSA's WMC. The resulting
system shall provide typical VMC functions for PNG and enabled it to effectively
administer a National AIS network, monitor all classes of AIS transmitting devices, and
leverage AIS to enhance the safety and security of maritime users within PNG waters.
Included in this document are the operaitonal and technical requirements that the AIS
base stations, network, computer processing equipment, software, and operator
display equipment which must be met. The document includes and allows for optional
sections that include equipment, funcitons or upgrades that go beyond the minimum
requirements.
3.2. Purpose and Background
The AIS network is required to provide the National VMC with real time information of
all AIS users within PNG. The AIS Network is requred to provide PNG Search and
Rescue and Security Forces with a Common Operation Picture of the nation's maritime
domain. The system will provide a regional situational awareness tool through the use
of coastal and inland AIS base stations along with the integration of AIS satellite data,
a maritime-based geographic display system, andtelecommunications network to
form a common operational picture, thereby increasing efficiency in response,
increasing productivity in planning, and optimizing use of PNG assets in response to
safety and security issues within the maritime domain. The AIS network must enable
both the collection of data and the communication from the mariner to the VMC and
the VMC to the mariner via the AIS network.

The existing AIS sites are being replaced due to obselescence of the installed base
stations. They are no longer supported by the manufacturer and no longer comply
with current AIS International Standards. The existing AIS monitoring system fails to
correctly display AIS data received from remote sites, lacks functionality of modern
AIS control systems, and is operating on hardware that is approaching the end of their
useful life.
The overall project purpose is to procure and implement a state-of-the-market,
internet protocol (IP) based solution that is highly-reliable, sustainable, configurable,
scalable, and easily integratable with additional sites as additional regions are
designated for monitoring via AIS.
The long-term vision is to enable the sharing of information with responders at
multiple levels as well as international agencies that have a stake in mariime areas.
The installaed system must be configurable for a diverse grouå of users in a broad
range of situations where the shared information contributes to accurate
understanding of the state of the nationalmaritime domain including but not limited
to vessels in destress and vessels that potentially pose athreat to the safety of other
vessels or the environment through anomalous operation. These anomalies mustr be
readily detected and displayed to the operator for proper threat or consequence
assessment; response determination; and establishment of effective remediation
activities.
3.3 Period of Performance
The time for completion of the supply, installation, commissioning and training of the
AIS Works is described in Section 8 - Special Conditions of Contract.
3.4. Solicitation Objectives
Defined goals at the time of this TOR include:
Provide AIS base stations, network equipment, installation, training, integration with
telecommunication systems, and Systems Operational Verification Tests (SOVT). At
most sites, infrastructure will be provided by Telikom PNG a national
telecommunications and cell service provider. However, several sites require
infrastructure enhancements such as equipment shelter, racks, electrical supply and
telecommunications enhancements to properly operate the installed equipment.
Provide monitoring capability at the VMC. Information provided by the AIS network
shall be timely, consistent, intuitive, comprehensive, and accurate, adaptable and
accessible, map or chart-based geographic displays, tabular-based data displays, and
built on a sustainable foundation.
Reliably transmit and receive data related to vessel distress calls or marine safety
information messages.
Enhance awareness of the marine area surrounding the AIS base stations by making
visible AIS information and by providing means for agencies to contribute data either
by data feeds from systems or by human manual inputs.
Detect and display all vessels entering protected marine areas with special emphasis
on fishing vessels illegally entering those areas.
Enhance the prevention of illegal and prohibited activities, protection of
environmental resources, and optimal use of response resources.
Enhance the marine domain awareness of operators, training and operational
exercises, and management of emergent events with an information framework that
provides relevant information to the VMC.
Rnable data analysis of vessel activity by providing reports of system data such as
vessel information and vessel activity reports.
Facilitate decision making by reducing phone calls and enhancing information sharing
through automated, visual or alerts that provide each decision maker the ability to
filter and retrieve data quickly and efficiently.

3.5. Minimum Qualifications


A proposer must meet or exceed these minimum qualifications as set out in Section 3
of the Bidding Documents, and will be asked to demonstrate these in the proposal. In
the event the proposer does not clearly demonstrate that it meets the minimum
qualificaitons the proposal may be rejected.

Bidder has documented experioence in VMC or other Command & Control Systems in
the Maritime Domain;
Bidder has technology experience in information management and assurance; and
Bidder has a minimum of 7 years of experience in the above fields.
3.6. Scope of Work
The bidder must provide a turnkey operational system, conduct installation, Responsibiilty of Local Partner.
integration, operational testing and training for the NMSA or its designated
representatives, who may be government officials, civilian employees, law
enforcement or military members, contract employees, contractors or any other
representatve the NMSA may choose to designate. This includes but is not limited to
ensuring all leased telecommunications circuits are operational, tested, and of
sufficient bandwidth to support full operations. The Bidder will provide solutions that
will maximize the capability of the installed equipment and provide solutions that will
minimize costs.
The bid shall be organized in a format to highlight compliance with the requirements
contained in this document. This TOR includes both minimum requirements and
optional products and services. All submitted TORs must provide quotes for the
minimum requirements in order to qualify for screening and selection. Optional
products and services will be considered and must be present as line items allowing
any or all to be awarded or rejected.
3.7. System Concept
The overall system shall comply with the architecture defined by International
Association of Marine Aids to Navigation and Lighthouse Authorities (IALA) for
Common Shore-Based System Architecture (CSSA). The figure below is extracted from
IALA Guideline 1114 and summarizes the architecture:

The system will be comprised of Data Collection in the form of the AIS Service, User
Interactive Services providing the users a Situation Awareness display, a Value-added
Data processing and Storage service, and Gateway Service to enable Data Exchange
and collaboration with Neighboring Systems. The system must be capable of handling
additional services as those are added in the future.
3.7.1. Operational Concept

The Physical Shore Stations will be located at commercial telecommunications sites
listed in Appendix 1 and described in detail in Appendix 2. Most sites have the
necessary space, basic telecommunications service, and electrical power service for
the AIS equipment. Potental bidders are advices to carefully review Appendices 1 and
2 as there are different requirements at each site. Sites may require supplemental
electrical power system in the form of solar panels, battery banks, controllers,
inverters, depending on the offered equipment's consumption. Attention is called to
infrastructure improvements required such as new equipment shelter for the
installation of the PSS at Parau and equipment cabinets at Bali Island. See Appendix 2
for additional requirements. Tower space is available at each site. Appendices 1 and 2
provide the details of each site and further describe those sites requireing
infrastructure enhancement to properly house and operate the PSS, Lightning
protection, grounding, and bonding in compliance with Standards and Guidelines for
Communication Sites should be installed. The sites shall be connected back to the
VMC by highly reliable and reasonable priced leased circuits.
3.7.2. Technology Architecture
The VMC architecture consists of the following sub-systems;
- Surveillance
- Communications and Networking
- Information Management
- Data Processing and Analysis
- Customizable System and Track Data Reports
- Correlation and Data Fusion
Appendix 6 includes diagrams and mockup drawings of VMC to be delivered.
3.7.3. Design Principles
The VMC system shall be designed and established to suit the operation of the VMC
supervisor and operator. Additionally, it will support key decision makers with timely
data analysis capability and report generation and delivery. The bidder shall be
responsible for all costs of delivery, installation, testing, integration and training,
including any known site preparation costs for their proposed system. While all of
information provided in this TOR represents our best effort to make it as accurate as
possible, it is to be noted that the bidder takes their own risk in utilizing the provided
information in any activity required in carrying out this project.
The following design principles shall be considered and clearly stated in the submitted
proposal.
3.7.3.1. Functionality
- The system shall provide a "high level" of functionality both in its own right and in Yes

3.7.3.3. Reliability and Availability

3.7.4. Automatic Identification System (AIS)
The general performance is the performance of the system at large which consists of Yes

3.7.4.1. Scope of AIS Equipment
The Automatic Identification System (AIS) is intended to enhance safety of life at sea,
the safety and efficiency of navigation, and the protection of the marine environment.
In addition, AIS may contribute to maritime security.
For this purpose, the AIS system shall make it possible to monitor and track ships from
suitable equipped ships and shore stations by the exchanging of data, providing the
integration and display of AIS target and tracking information, positional data and geo
referenced data which will improve the quality of the information available to the
VMCO. AIS shall be a useful source of supplementary information to that derived from
other systems and other sensors.
AIS shall make mavigation safer by enhancing situational awareness and increase the
possibility of detecting other ships, even if they are behind an island in an archipelago.
AIS shall also solve the problem inherent with radars, by detecting smaller craft, fitted
with AIS, in sea and rain clutter.

3.7.4.3. Functional Requirements

3.7.4.4. Application

3.7.4.5 Objectives of AIS


AIS shall:

3.7.4.6. Equipment
The proposed AIS equipment must comply with the applicable controlling documents

3.7.4.7. The AIS Base Station

3.7.4.9.1. Operational Requirements
a) General requirements
The AIS service shall provide timely, relevant and accurate information to users to Yes
support the decision-making processes of the VMC. The AIS service may also support
operations by providing information to appropriate shore facilities. It provides
automatic vessel position reports and movement information as it is received at
remote sites throughout theservice area. In support of incident response, the AIS
service, in conjunction with the concerned authority, shall be able to provide
information about traffic and the corresponding situational information. Utilizing the
AIS service, the VMC will monitor safety and security zone boundaries that are
establlished in connection with an incident. The AIS service also provides information
to allied services to support their tasks.
b) AIS information needs for the VMC
Basic information needs for vessel tracking, SAR, and ports and waterway security
related missions are:
- Up-to-date knowledge regarding the route to be transited. Yes

Information is regularly managed by and disseminated across computer netwroks and
by other electronic means. This requires complex and powerful resources, data
processing and software. With the latest distributed computing technology, data can
be processed simultaneously on two or more computers that are communicating with
each other over a network. This arrangement is drastically more fault tolerant,
scalable, and more powerful than many combinations of stand-alone computer
systems. Various hardware and software architectures can be used for distributed
computing.
The 'Centralized database' architecture shall be used in the VMC system. It enables
distributed computing to be done without any form of direct inter-process
communication, by utilizing a shared database.
3.7.11.5. Data Filtering and Forwarding

period will include an update of software and firmware, it any, at no additional cost. It
there is a system failure during the warranty period, the Contractor will provide
remote support to local maintenance staff, if possible, at no additional cost. The
Contractor shall provide an estimate of annual maintenance costs and provide a
maintenance plan that covers annual maintenance requirements. The maintenance
plan should extend for 10 years. The Contractor shall monitor operation and provide
evaluation of the system for at least one year.

Upon successful completion of the SOVT, the AIS site's operational configuration will
be set, and with approval of NMSA the site will be fully commissioned.

Provide Initial Operations and Maintenance Training: Responsibility of Local Partner.
