No. 138 series of 2021 and its Implementing Rules and Regulations (IRR) mandating the “full devolution of certain functions of the executive branch to local governments, creation of a committee on devolution, and for other purposes”. Part of the DPWH DTP strategy is to capacitate the Local Government Units (LGUs) with knowledge and skills on different activities in project development cycle such as planning, design, procurement, project implementation and contract management, project supervision and quality assurance in project implementation, and monitoring and evaluation. Moreover, the DPWH also aims to enable the LGUs to undertake their initiatives that are responsive to the needs of their constituents and for them to be ready to assume the devolved Programs, Activities, and Projects (PAPs). In this regard, the DPWH will implement the first batch of the Pilot Conduct of the Capacity Building of LGUs (Planning and Design Modules) in selected pilot regions such as the National Capital Region (NCR), Cordillera Administrative Region (CAR), Region VII and Region XI. The Capacity Building of LGUs will be conducted simultaneously in the said regions following the schedule below: Module Date of Implementation ] Planning Module ‘August 14 - 30, 2023 | Design Module September 11 - 25, 2023 | In view of this, we are respectfully asking for your assistance to identify two (2) participants per Provincial and City government in the said regions who will attend the said Capacity Building intervention of the DPWH.
