In the spirit of unity, justice, and progress, we, the people of the Oceanic
Empire, recognizing the inherent dignity and equal rights of all
individuals, and desiring to establish a sovereign and prosperous nation
built on the principles of liberty, democracy, and sustainable
development, do hereby adopt and enact this Constitution for the
governance of our great and diverse nation.
Inspired by the vastness of our oceans and the richness of our cultural
heritage, we commit ourselves to fostering a society that values
inclusivity, respects diversity, and upholds the principles of social and
environmental responsibility.
TITLE II
NATIONAL GOVERNMENT
Sixth Article: The Oceanic Empire will be formed by a democratic
monarchy. The King will be the highest legal authority, followed by
the Prime Minister, second highest national authority, who will have
under their command the Ministers they deem appropriate.
Seventh Article: Legislative Function - The Legislative Function
will be conducted by the House of Representatives, which will be
formed by Representatives elected for a period of 3 months. It is
unicameral and its headquarters will be located in New Rotterdam.
Representatives will be elected under the following dispositions:
● One representative elected by each state, with an additional 5
representatives chosen based on merit by the King. These
chosen representatives will hold the same legislative authority as
elected representatives, and the allocation of such
representatives shall aim to be one per state.
● To be elected as Representative, each candidate must have been
part of the Oceanic Empire for at least 1 month.
● Each candidate can be indefinitely and consecutively reelected.
● Impeached members of the House will not be able to participate
in new elections for 2 periods.
Eighth Article: The House of Representatives will have the
following attributions:
● Inaugurate the Prime Minister elected under the last elections
called by the Electoral Council. The Inauguration Day will be
held on the 15th or 30th day of the month the elections were
executed.
● Impeach the Prime Minister and remove him/her from Office.
● Participate in the process of amending this Constitution.
● Create, modify or delete taxes and laws.
● Concede amnesties or pardons for political crimes or
humanitarian reasons with the favorable vote of at least ⅔ of
Representatives.
● Function as the second Power of the Nation, hence being able to
declare war on other States, with approval from the King.
● Transfer their powers to the Prime Minister in cases required by
this Constitution.
Ninth Article: The House of Representatives will be able to impeach
the Prime Minister with the request of at least ⅓ of Representatives,
including, but not limited to the following cases:
● Crimes against National Security.
● Treason
● Bribery and corruption.
● Severe political crisis and internal unrest.
Tenth Article: The House of Representatives will create, modify or
delete taxes and laws. Laws can only be about the economy, security,
regulatory processes, and electoral system. They will not be about
town or individual regulation.
New laws or Constitutional amendments can only be directly
proposed by the Prime Minister , Ministers and Representatives.
Citizens can also propose Laws modifications, although they will
need the following requirements: a) Written amendment or proposal;
b) Written support of 20% of the nation's population.
If they fulfill these requirements, the Project of Law will be sent to the House of
Representatives for it to be treated and voted on.

The Prime Minister will not be able to participate in the House of Represent
Sixteenth Article: These are the powers and duties of the Prime
Minister, in addition to those determined by law:
● Fulfill and enforce the Constitution, laws, international treaties,
and other legal norms within their competence.
● Present, at the time of their inauguration before the National
Assembly, the fundamental guidelines of policies and actions
they will develop during their term.
● Define the public policies of the Executive Function along with
the Monarch’s approval.
● Create, modify, and eliminate ministries.
● Propose the creation, modification and elimination of laws and
taxes. Send Law Projects to the House of Representatives.
● Call for general elections and popular consultations in cases the
Constitution requires.
● Exercise the Second highest authority over the military and
declare the State of Exception or declaration of war according to
what this Constitution stipulates.
● Request absolute power to the House of Representatives in case
of National security threats or State of Exception.

ELECTORAL COUNCIL

CONSTITUTIONAL REGULATIONS
Twenty-Seventh Article - Constitutional Locks: There will be
sections in this Constitution that will not be able to be amended unless
all the Government powers approve it with unanimity.
These will be the Constitutional locks:
● Articles: First, third, fourth, sixth, thirteenth, fifteenth, twenty-
third, twenty-seventh.
To modify these Constitutional locks, these requirements will be
fulfilled:
● Unanimity of the House of Representatives
● Approval of the King and Prime Minister.
● Approval of the Electoral Council lor.
● General Elections: >50% of favorable results.
TITLE VII
TRANSITIONAL POINTS
The breaking of the laws inside the penal code might result in
expulsion, suspension from Oceanic circles, and other consequences
the authorities or the minister of justice might want to take.
