Introduction:
 Simon Commission was the Indian Statutory Commission,
which was the group of Seven Members Parliament under the
chairmanship of Sir John Simon.
 The Commission arrived in India in 1928 to study
constitutional reform in Britain’s largest and most important
possession.
o Reason For Sending The Simon Commission

The reason behind forming the commission earlier was the


Conservative Government’s fear of losing to the Labour Party
in the upcoming elections.
Since the Conservative Government did not want the Labour
Party to take over the British India, it constituted a commission
consisting of seven British MPs to study the constitutional
progress in British India as promised earlier.

o Boycott of Simon Commission

The Simon Commission was strongly opposed by the Indian


National Congress because there were no Indian
representatives. All its men were Englishmen. This was seen as
a deliberate insult to the self– respect of the Indians .

o Proposals of Nehru Report


There should be Federal form of government in India with
Residuary powers to be vested in Centre. There will be no
separate electorate for minorities. It claimed “since separate
electorate awakens communal sentiments therefore it should
be scrapped and joint electorate will be introduced”.

o Proposals of Quaid- e- Azam


Quaid- e- Azam presented his Fourteen Points as a
constitutional amendment strategy to protect the political and
democratic rights of Muslims community in self- ruling India.
Following are the points given by Quaid-e-Azam.
