1. Background And Need For Redesigning of Website


There has been a long felt need for comprehensive guidelines for development and
management of Govt. Websites given that the government departments are increasingly using
website as a tool for interface with the citizens.

1.1 Background
India’s digital penetration has increased tremendously in past few years. Internet on mobile
phones, websites and mobile apps are becoming widely used media for delivery of services across
the country. Realising this, the Indian Government has also laid emphasis on delivery of services
through various online channels. As of today, there are more than 8000 Government websites in
India and hundreds of official mobile apps. A close look at these websites and apps reveal that most
of the important government entities have already established their presence on the internet.
However, these websites and apps follow different Technology Standards, Design Layouts,
Navigation Architecture, or, in simple terms, different look and feel as well as functionality. This
invariably requires a common citizen to familiarize himself/herself with the functionality of each
individual website which results in a lot of inconvenience, thus defeating the very purpose of these
websites and apps

1.2 What is Compliance with GIGW


Compliance with GIGW ensures that a website is user-centric, usable, & universally accessible
at all stages: starting from launch, continuing during its operations &maintenance.
GIGW promotes standards that are broadly placed in three categories: advisory, mandatory,
& voluntary. Mandatory standards are the minimum criteria that every website MUST meet;
advisory standards are the guidelines that websites SHOULD endeavor to comply with; & voluntary
standards are those which websites MAY adopt based on their discretion.
GIGW Compliance matrix provides a checklist of 115 mandatory guidelines/checkpoints.
Majority of these checkpoints relate to the front end of the website (accessibility, identity, content,
and design) while others relate to backend policies, processes and plans to enable better
management of websites. These 115 checkpoints are exhaustive and cover all the possible scenarios
that may apply to the entire universe of government websites. There may be few government
websites to which each of the 115 checkpoints may be applicable. A majority of government

websites may be such that while most of the 115 checkpoints would apply, some checkpoints may
not be applicable.

1.3 Basics of GIGW (Guidelines for Indian Government Websites)


These Guidelines have been framed with an objective to make the Indian Government
Websites conform to the essential pre-requisites of UUU trilogy i.e. Usable, User-Centric and
Universally Accessible. They also form the basis for obtaining Website Quality Certification from
STQC (Standardization Testing Quality Certification) an organization of Department of Information
Technology, Government of India. These Guidelines are based on International Standards including
ISO 23026, W3C’s Web Content Accessibility Guidelines, Disability Act of India as well as Information
Technology Act of India. Under the National Portal India project, all government departments have
to mandatorily re – design, refurbish and maintain their website according to guidelines framed by
Government of India (GIGW). These guidelines and some of the essential features a website should
have are:

1.4 Need for Redesigning of Website


Websites are an ideal way of Government departments to disseminate information to a large
number of citizens. It is also a convenient way to make delivery of departmental services available to
the public anytime and anywhere. As per the directions from Government of India, it is desired that

the State Government Departments and other entities falling within the jurisdiction of the State
Government, should create and maintain a website as per the standard guidelines defined by
Government of India and other International Agencies.

1.5 CMS (Content Management System)


A Content Management System (CMS) is the software used for
creating and managing website content. It is used to manage and
control a large, dynamic collection of content on a
website/portal (HTML documents and their associated
documents and files). CMS facilitates content creation, content
control, editing, and many essential content maintenance
functions. Usually the software provides interface where users
with little or no knowledge of programming languages and
markup languages can create and manage content with relative
ease of use.
A wide variety of CMS solutions are available right from customized CMS to enterprise class CMS
software available commercially as well as in free domain. Ease of use, support for a variety of
content, automated templates, content workflow management are some of the features to be looked
into in CMS software. For small scale websites, developers could also develop website specific CMS
solutions, as it may turn out to be cost effective in many instances.

1.6 Security Audit through CERT-IN


The Indian Computer Emergency Response Team (CERT-In) is
a national initiative to tackle emerging challenges in the area of
information security and country level security risks and
vulnerabilities incidents as and when they happen.
In its effort to create a qualified panel of Security Auditing organization, Cert-In has adopted
stringent process to evaluate the participants. This is to verify the participating organizations
technical knowledge and skill to perform an Information security audit. The certification process
involves online practical test and conducting real world Vulnerability Assessment and Penetration
testing on a web-server hosted by CERT-In.

1.7 Website quality certification from STQC as per GIGW


Websites and portals have emerged as the front end for Government
initiatives and companies to deliver a wide variety of information and
services to its customers and citizens. Customers and citizens have high

expectations regarding security, privacy of personal data and accuracy of
information. It is therefore vital to ensure that the management of your
website is carried out in a planned and professional manner, ensuring
effective communication and delivery of services.
STQC has developed a Website Quality Certification Scheme based upon National and
International Standards / Best practices. The certification in scheme aims to help in hardening of
websites from wide range of Security threats, increasing accessibility, assuring commitment to
services and ensuring compliance to the requirements of Guidelines for Indian
Government Websites (GIGW) developed by National Informatics Centre (NIC) and adopted by
Department of Administrative Reforms and Public Grievances (DARPG), Government of India.

1.8 Standards
W3C and WCAG 2.0

Web Content Accessibility Guidelines (WCAG) is developed through


the W3C process in cooperation with individuals and organizations
around the world, with a goal of proving a single shared standard for

Web content accessibility that meets the needs of individuals, organizations, and
governments internationally. The WCAG documents explain how to make web content more
accessible to people with disabilities. Web "content" generally refers to the information in a web
page or web application, including:
 Natural information such as text, images, and sounds.
 Code or markup that defines structure, presentation, etc.
WCAG 2.0 is a stable, reference able technical standard. It has 12 guidelines that are
organized under 4 principles: perceivable, operable, understandable, and robust. For each guideline,
there are testable success criteria, which are at three levels: A, AA, and AAA.

1.10 Compliance points of GIGW (Guide Lines)
Compliance to these guidelines will make the websites accessible to persons with various
disabilities like low vision, deafness and hearing loss, learning disabilities, cognitive limitations,
limited movement, speech disabilities and combinations of these which may otherwise hinder access
to the web. Compliance with these guidelines ensures that any disabled person using a assistive
technology can easily navigate the website.

2. About the Prayagraj Development Authority


Established in 1974 under the Uttar Pradesh Urban Planning & Development Act 1973, ADA
has progressed from small beginnings to embrace an overreaching authority in the development
scenario of Allahabad. In consonance with the aspirations of modern India, ADA aims at coordinated
and planned development of a historical city: to enable Allahabad to achieve pride of place as the
worthy capital of the largest State of the country which has played a very important role in the
Freedom Struggle, to extend urban infrastructure to absorb the pressures of a rapidly changing
society, and to provide an environment which would enable the utmost satisfaction level of all
sections of its inhabitants.
To fulfill its role, the Authority seeks to coordinate in accordance with a comprehensive
Master Plan along with the work of various other agencies involved in the creation and extension of
urban infrastructure.

2.3 Proposed Solution

easy to understand for all the people including Persons with Disability and special attention has to
be taken to ensure that the website is Citizen Centric, User Friendly and Universally Accessible.

3. Tools & Technologies


Our technical team uses a variety of different tools depending on what part of the production
process they are involved in. These tools are updated over time by newer standards and software
but the principles behind them remain the same. Web graphic designers use vector and raster
graphics packages to create web-formatted imagery or design prototypes. Technologies used to
create websites include standardized mark-up, which can be hand-coded or generated. There is also
proprietary software based on plug-ins that bypasses the client’s browser versions. Other tools web
designers might use include markup validators and other testing tools for usability and accessibility
to ensure their web sites meet web accessibility guidelines.
We enable the client with latest web technology providing online users an interactive and fast
web service. We utilize following tools and technologies to successfully implement the requested

5. Assumptions & Constraints


5.1 Assumptions
 The client will provide all the contents (Formats used) required.
 The client will help us by providing support in clearing doubts as and when required by our
design and development team.
 Testing/Implementation will be done with the help of the client
 It is assumed that we will get prompt responses to any queries whenever required
 It is assumed the all the contents/data for the application will be in English/Hindi language
only.

 It is assumed that we will have to provide website services only and no hardware will be
supplied in this regard.
 It is assumed that the technical support services will be provided during the office time from
10 am to 6 pm, Monday to Saturday only.
5.2 Constraints
 Requirement of any services must be requested well before in time and be based on real
grounds to meet the deadlines.
 Mutual co-operation from both sides is must in the interest of the project
 Full support from the client is mandatory as and when required. It will not be possible to
meet the deadlines in absence of full support from the client.

6. Commercials
UPDESCO has analysed the requested requirements of Prayagraj Development Authority
Prayagraj for the Refurbishment/Revamping and Maintenance of the Website. Complete service
description document is attached to give detailed description of the services proposed by UPDESCO.

7. Terms and Conditions
1. The proposed solution will not support the addition of new requirements/ applications (add-on
of Modules or related Forms & Reports). In case, the client wishes to add new applications to the
existing list, then the developer will submit a separate proposal for the same. Any extra scope of
work other than mentioned in the Commercial Offer will be charged extra and will be quoted as
per the rates obtained through e-tendering.
2. Validity of Proposal: The proposal is valid for a period of 90 days from the date of submission if
both Parties do not sign the same within this period.
3. Payment Terms:
a. Designing and Development work will be start after receiving the work order with 100%
advance payment
b. Taxes will be charged extra as applicable.
4. Billing will be done on the basis of actual no. of pages designed.
Assistance, Maintenance and support for the management of software would be charged annual
in advance.
5. Our Key-Personnel are free to collect any information regarding this project.
6. Time commitment and cost factor may vary if there will be any delay from your side (after the
final Agreement).
7. The integration job would be done with the help of the client, so need all related support from
the client.
8. Payment will have to be made by Cheque, in the favor of UPDESCO payable at Lucknow. Also can
RTGS/NEFT on given bank account details as mentioned below:
