Subject : Updating of Municipal Ordinance No. 2017-181, An Ordinance
Regulating the Sale, Manufacture, Distribution and Use of Firecrackers and Other
Pyrotechnic Devices in this Municipality and Prohibiting the sale of Firecrackers
and Other Pyrotechnic Devices to Children, Imposing Penalties Thereto and for
Other Purposes

The Presiding Officer:

The Committee on Rules, Committee on Children and Committee on Peace and Order have conducted a
thorough study and review of Municipal Ordinance No. 2017-181 entitled An Ordinance Regulating the
Sale, Manufacture, Distribution and Use of Firecrackers and Other Pyrotechnic Devices in this Municipality
and Prohibiting the Sale of Firecrackers and Other Pyrotechnic Devices to Children, Imposing Penalties
Thereto and for Other Purposes.

The joint Committee has come up with the following findings:

1. That, the Municipality of Anao has an existing Ordinance Regulating the Sale, Manufacture,
Distribution and Use of Firecrackers and Other Pyrotechnic Devices in this Municipality and
Prohibiting the Sale of Firecrackers and Other Pyrotechnic Devices to Children
2. That, firecrackers and other pyrotechnic devices have been a traditional part of celebrations and
festivities in the Municipality of Anao. However, the use of these devices may result to injuries,
fatalities, and property damage. The indiscriminate use of firecrackers has also caused noise
pollution, which affects the health and well-being of the residents, particularly those with special
needs.
3. That, included in the provisions of the existing Ordinance is the list of allowed firecrackers and
other pyrotechnic devices only.
4. That, since the passage of the existing Ordinance, there have been updates issued by concerned
authorities, such as the PNP, on the list of prohibited, regulated and allowed firecrackers and other
pyrotechnic devices.
RECOMMENDATION:
In view of the above Findings, it is hereby recommended by the joint Committee on Rules, Committee on
Children and Committee on Peace and Order to update Municipal Ordinance No. 2017-181 and include the
updated list of prohibited, regulated and allowed firecrackers and other pyrotechnic devices as it will be a
vital step in ensuring the safety and well-being of the residents of the Municipality of Anao and will strike a
balance between the need to preserve cultural traditions and the responsibility to protect the public from the
risks and dangers associated with the use of firecrackers and other pyrotechnic devices. Attached and
form part of this Committee Report is the Updated List of Regulated, Prohibited and Allowed Firecrackers
and Other Pyrotechnic Devices.

Regulated Firecrackers and Pyrotechnic Devices. Regulated firecrackers and other pyrotechnic devices refer to explosive products that are
subject to specific regulations and restrictions due to their potential hazards. In general, regulated firecrackers and pyrotechnic devices are
those that possess a higher level of explosive power or have specific effects beyond producing noise and light such as the following:

 Baby Rocket - A firecracker with a stick so constructed that lighting of the wick will propel the whole thing to lift a few meters before
exploding. The firecracker is about 1 ½ inches in length and 3/8 in diameter while the stick is about a foot in length;
 Bawang - A firecracker larger than a triangulo with 1/3 teaspoon of powder packed in cardboard tied around with abaca strings and
wrapped in shape of garlic;
 El Diablo - Firecrackers tubular in shape about 1 ¼ inches in length and less than ¼ inch in diameter with a wick; also known as
“lebintador”;
 Judas’ Belt - A string of firecrackers consisting of either diablos or small triangulos that can number up to a hundred or thereabout
and culminating in large firecracker usually a bawang;
 Paper Caps - Minute amount of black powder spread in either small strips of paper on a small sheet used for children’s toy guns;
 Pulling of Strings - A firecracker consisting of a small tube about an inch and less than ¼ of an inch in diameter with strings on each
end. Pulling both strings will cause the firecracker to explode;
 Sky Rocket (Kwitis) - A large version of a baby rocket designed to be propelled to a height of forty (40) to fifty (50) feet before
exploding;
 Small “Triangulo” - A firecracker shaped like a triangle with powder content less than the bawang and usually wrapped in brown
paper measuring 2/4 inch length in its longest side;
 Other types of firecrackers that are not oversized, not overweight, and not imported.

Prohibited Firecrackers and Pyrotechnic Devices. The manufacture, sale, distribution and use of the following firecrackers and pyrotechnic
devices and other explosives that could endanger life and limb and their equivalent are hereby prohibited. Determination of what constitutes
prohibited firecrackers and pyrotechnic devices shall be vested with the Philippine National Police (PNP).

 Watusi - Usually reddish in color about 1 ½ inches in length and 1/10 inch in width usually ignited by friction to produce a dancing
movement and a crackling sound;
 Piccolo - A type of firecracker that emits a high-pitched whistling sound as it burns
 Poppop - A small novelty fireworks that are designed to make a popping or cracking sound when they are ignited. They are also
sometimes known as "snappers" or "bang snaps."
 Five Star - A type of firecracker made with a combination of explosive powders, which are tightly packed into paper or cardboard
tubes. When ignited, the powder mixture explodes, producing a loud bang and releasing a burst of colorful sparks.
 Pla-pla - A type of firecracker made with a mixture of gunpowder and other explosive materials, which are tightly packed into a
paper or cardboard tube. When ignited, the powder mixture explodes, producing a loud popping sound and releasing a burst of
colorful sparks.
 Lolo Thunder - A type firecracker made with a combination of explosive powders, which are tightly packed into a paper or cardboard
tube. When ignited, the powder mixture explodes, producing a loud bang and a burst of colorful sparks.
 Giant Bawang - A type of firecracker larger in size compared to regular firecrackers and produce a loud explosion when lit. They are
made with a combination of explosive powders, which are tightly packed into a paper or cardboard tube. When ignited, the powder
mixture explodes, producing a loud bang and a burst of colorful sparks.
 Giant Whistle Bomb - A type of firework that produces a loud, high-pitched whistling sound when ignited. They are similar to a
firecracker in appearance, but instead of a loud explosion, they create a prolonged whistle that can last for several seconds.
 Other types equivalent to the foregoing in explosive content.
 Atomic Bomb - A type of firecracker that is commonly sold in some areas. It is a larger firecracker that produces a loud explosion
when lit, similar to a small firework. It is made with a combination of explosive powders, which are tightly packed into a paper or
cardboard tube. When ignited, the powder mixture explodes, producing a loud bang and a burst of colorful sparks.
 Super Lolo - A type of firecracker that is commonly sold in the Philippines. It is a larger and more powerful version of the standard
"Lolo" firecracker
 Atomic Triangle - An atomic triangle firecracker is a type of firecracker that is designed to produce a loud explosion and a visually
appealing display when ignited. It gets its name from its distinctive triangular shape, resembling a small pyramid or cone.
 Goodbye Bading - A cylinder wrapped in paper packed with gunpowder with a powerful explosion.
 Large-size Judas Belt - Simply a larger version of this firecracker, with more sections and a louder explosion.
 Goodbye Philippines - A giant sized triangle-shaped firecracker which packs a powerful explosion.
 Goodbye Delima - a triangle-shaped firecracker which was sold in a blue wrapper. When ignited, it explodes, producing a loud bang.

 Bin Laden - A battery sized cylinder wrapped in colored paper and packed with gun powder.
 Hello Colombia - It is named after the mistaken beauty contest winner. A cylindrical in shape filled with gunpowder and produces a
loud bang when lit.
 Mother Rockets - A type of firework that consists of a large rocket-shaped casing with a long stick attached to the bottom. When lit,
the stick serves as a launch platform for the rocket, propelling it high into the air. Once it reaches its apex, the rocket typically
explodes, creating a colorful display of light and sound.
 Goodbye Napoles – A triangular shaped firecracker packed with gunpowder and produces a loud bang when lit.
 Coke-in-Can - A type of firework that is designed to look like a soda can. When lit, it emits a series of sparks and crackles, creating
a visual and auditory display. The sparks shoot out from the top of the can and the bottom, resembling the way soda can bubbles up
when opened.

 Super Yolanda - A cylindrical shaped wrapped in colored paper and packed with gunpowder and produces a loud bang when lit.
 Pillbox - A type of firework that is a small cylindrical tube that is filled with gunpowder and produces a loud bang when lit. Pillbox
fireworks are typically used as part of a larger firework display, or as a standalone firecracker. They are commonly used in
celebrations like New Year's Eve and Independence Day.

 Mother Rockets - A type of firework that consists of a large rocket-shaped casing with a long stick attached to the bottom. When lit,
the stick serves as a launch platform for the rocket, propelling it high into the air. Once it reaches its apex, the rocket typically
explodes, creating a colorful display of light and sound.
 Boga - It is a small cylindrical tube that is filled with gunpowder and produces a loud bang when lit. Bogas come in various sizes,
from small ones that fit in the palm of your hand to larger ones that require two hands to hold.
 Kwiton - The kwiton is a small, thin stick that is filled with gunpowder and emits a loud whistle sound when lit.
 Kabasi – A triangle-sized explosive twice the size of a Pla-pla.
 All overweight and oversized firecrackers and pyrotechnic devices (FCPD);

 All imported finished products;


 Other unlabelled locally made FCPD products;
 Other types of firecrackers with other brands/names equivalent to those that are prohibited.
 According to Republic Act 7183, firecrackers that have an explosive content of over 0.2 grams (or 1/3 teaspoon) are considered
illegal.

Firecrackers and Pyrotechnic Devices Allowed to be Sold and Used. The following firecrackers and pyrotechnic devices are allowed to be sold
and used in the Municipality of Anao.

 Butterfly - Butterfly-shaped pyrotechnic device designed to lift above ground while providing light;
 Fountain - A kind of sparkler conical in shape which is lighted on the ground and designated to provide various rising colors and
intermittent lights upon being ignited;
 Jumbo Regular and Special - A kind of sparkler similar to “fountain” but bigger size;
 Luces - Any of several kinds of sparklers;
 Mabuhay - Sparklers bunched into a bundle of a dozen pieces;
 Roman Candle - A sparkler similar to “fountain” but shaped like a big candle.
 Sparklers - Pyrotechnic devices usually made of black powder on a piece of wire or inside paper tube designed to light up and glow
igniting;
 Trompillo - A pyrotechnic device usually fastened at the center and designed to spin first clockwise and then counterclockwise and
provides various colored lights upon being ignited;
 Whistle Device - Any of the various kinds of firecrackers or pyrotechnic designed to either simply emit a whistle-like sound or
explode afterwards upon being ignited;
 Airwolf - A kind of sky rocket shaped like an airplane with a propeller to rise about forty (40) or fifty (50) feet and provide various
kinds of light while aloft;
 All kinds of pyrotechnic devices (Pailaw)
 Other types equivalent to the foregoing pyrotechnic devices
