4) Objectives of the Study/Survey:

The proposed study is intended to explore the feasibility for development of appropriate capacity HPP at Harpo
Nallah Roundu upstream of the proposed 34 MW HPP Harpo. . Enough discharge and head is available in the
Nallah for development of 03 MW or more capacity HPP however a detailed study is required to assess
generation capacity of the available site. This study is also intended to carryout topographic, geological and
social studies and proposes a technically and financially viable design of the project.

5) Scope and justification of Study/Survey (in terms of quantifiable items):

i. General Description and Justification

Gilgit Baltistan is being far off from National Grid facing severe shortage of electric power supply.
Presently power is generated by Micro and Small Hydro Power Plants on tributaries and sub tributaries of river
Indus and transmitted through 11 KV transmission line based on off- grid system. The electricity so generated is
lagging far behind the ever increasing demand. Thus Gilgit Baltistan is facing an increased shortfall in Power
Sector.

Hydro Power being renewable resource constitutes an attractive alternative which needs to be
exploited in a rational manner.

Keeping above in view, a feasibility study is intended on a potential site in Harpo Roundu for
development of an appropriate capacity hydropower.
Proposed study is intended to cover the following scope

I. The project is proposed to filter out available hydropower potential at proposed site at Harpo Roundu
which is situated at a distance of almost 80 km from main Skardu town. The proposed project will
provide power to meet acute shortage of electricity in Roundu and surplus electricity will be
transmitted to Skardu Town.
II. Beside detailed feasibility, the following results are expected from this study:
III. Detailed Design of civil structures and electromechanical components and finalization of procurement
documentations.
IV. Construction drawings and QA/QC documents which includes but not limited to listing of all applicable
codes, inspection and test plan, work methods, detailed schedules, welding procedures, testing
procedures etc.

SCOPE OF SERVICES

This section covers the professional services to be fulfilled by the consultant with due diligence
including discipline, quantum of inputs and methodology to achieve the aforementioned objectives. The
following listed tasks are part of the services, but these are not the final, the best of their judgment to complete
the assignment in the best interest of the project.

The scope of services is briefly described as under:-

(i) Detailed Topography

Detail topographic survey, topographic mapping, and selection of best suitable site for the project.

(ii) Geological Investigation

Detail geological survey with mapping of features such as rock weak zone, faults, folds, dips, hood &
drain etc. for the location of civil structures. Geotechnical experts must be engaged in this field investigation for
interpretation of test results and alteration of the investigation program.

(iii) Sub Surface Soil Investigation

It is most important that foundation conditions be tested though surface investigation. This must be
done by Odex method for sampling of the material and permeability testing. This is the most reliable and
satisfactory method for over burden drilling. At least 7 bore holes are to be drilled for the purpose. The drilling
should be performed to the rock surface or to 30 meter depth as minimum.

(iv) Rock Core Drilling

A few cores drilling in the rock to obtain information on rock condition for the tunnel and caverns,
particularly the size and characteristics of weak zones and also spacing of rock joints and fractures. Tests may
also be performed to obtain information on leakage properties in the rock.

(v) Sampling and Laboratory Tests

Sample should be taken from possible borrow areas and tested with respect to:-

 Grading
 Density
 Plastic properties
 Permeability
 Shear strength
In addition rock sample should be taken for testing of strength properties for rock fill support and
possible other construction purposes such as road material and concrete aggregates.

(vi) Hydrological Investigation

 Detail hydrological investigation of catchment area of the reservoir and measurement of minimum and
maximum flow by two reliable international methods supported by flow duration curve and hydro
graphs.
Beside detail feasibility the following results are expected from this study:-

 Chalking of development program
 Design of structure and finalization of procurement documentation
 Construction and completion of project with definite benefits
 Design of training program and providing trainings/Technology transfer

(Vii) Financial And Economic Analysis

The financial and economic viability of the project may be carried out on the comparison of the data
with a best alternative source internal financial rate of return (IFRR), internal economical rate of return (IEER),
net present value (NPV), benefit cost ratio (BCR) and cash flow study must be analyzed. Keeping in view the clear
development mechanism (CDM) component, annual phasing of physical work and financial requirement of the
project must be supported with a comprehensive schedule with bar, part, CPM charts.

(viii) Environmental Impact Study

Complete initial environmental examination impact assessment study, which should broadly include
collection of data, prediction of qualitative and quantitative impacts comparison of alternatives, evaluation of
preventive, mitigation and compensatory
Measures formulation of environmental management resettlement issues, monitoring management and framing
of recommendations etc.

(ix) Market Analysis

Present power supply system and its features magnitude of present load, load factor, types of load and
existence of unconnected land etc., growth of load in the next 15 years with daily, monthly and yearly load cures
and graphs. Transmission and distribution system may be designed on the basis of market data and seasonal
variations in the load.

(x) Compilation of Feasibility Report

After completion of the work as per scope, the consultant would prepare draft feasibility report and
submit to Gilgit-Baltistan Water and Power Kharmang for review and comments. After thorough examination of
the draft feasibility report and due consent of the competent authority, the BOQ may be printed.

(xi) Preliminary and detailed Design of Civil Structure , Mechanical and Electrical Design

Detailed design report of vital components e.g weir, reservoir, power house etc will be provided after
validating by 3rd party after mutual understanding.

(xii) Preparation of BOQ, Drawings

Well detailed BOQ, based on 2012 schedule of rated must be provided alongwith detailed construction
drawings and QA/QC documents.
