Republic of the Philippines BIDS AND AWARDS COMMITTEE (BAC) GOODS AND SERVICES City of Cebu COMMITTEE RESOLUTION WHEREAS, the DEPARTMENT OF GENERAL SERVICES (DGS) is authorized to procure 4 units Water Dispenser/Fountain with accessories os Der approved Purchase Request No. 21-08-0631 dated ‘August 12, 2021 with total Approved Budget for the Contract (ABC) in the amount of P 600,000.00 charged against Account Code 1061-300-5-07-99-990-01; WHEREAS, this Committee has adopted competitive Public Bidding as the General Mode of Procurement provided for in Section 10, Rule IV of the Implementing Rules and Regulations (IRR) of Republic Act [R.A.) 9184; WHEREAS, however, there ore circumstances where the conduct of open competitive bidding may not be the most economic and efficient method of procurement, like in cases of small value procurement of goods and services, which usually do not require ail the formalities of a bieding process, and instead should follow a more simplified procurement procedure for expediency ang efficiency; WHEREAS, the subject to the prior approval of the Head of the Procuring Entity. and whenever Justified by the conditions provided by the procurement law and in order to promote economy anc tfficiency, the procuring entity may resort fo any alternative methods of procurement under Rule XVI of the Revised IRR of RA 9184; WHEREAS, Section $3.9 is a method of small value procurement where the amount involved is One Million Pesos (P1,000,000.00) and below: Provided, however, that at least three proposals from ‘qualified suppliers is drawn to get the most advantageous price: WHEREAS, this committee finds Sec. 53.9 as more appropriateP.R.
