On behalf of the Oversight Agencies of the Grassroots Participatory Budgeting (GPS) program, we would lite to extend our appreciation for the continued participation in and support forthe program. 2. Wewish to also inform you that there has been 2 reduction in the budget cap approved in the 2015 National Budget. When the national budget was being finalited by the Executive, there was insufficient fiscal space to provide for al identified national government prioviies., ‘Many programs, including GP®, were unable to receive their proposed increase in funding as the Executive decided to first fund the requirements of the expansion of national infrastructure, education, health and sodal protection programs. 3. While there was close to 2 one billion pesos increase in the total GPB budget, it was insufficient to cover for the previously provided budget cap since the number of local ‘governments participating in the program increased from 1,200 to clase to 2,600. The Dbudget caps for each local government was thus reduced by P2.5 milion and if any local government sil had 3 budget cap of more than P30 million, it was reduced to P20 milion. 4 Given the tight deadline we faced in subsmiting the budget to Congress, we were no longer able to consult the LPRATs as to which specific projec/s would absorb the budget reduction ‘The budget reduction was thus made in the agency where your Local Poverty Reduction Action Team (LPRAT) allocated the biggest budget. We recognize that this isnot the ideal Way in determining how to handle the budget reduetion, but circumstances prevented us {rom doing otherwise. [Ra RONCONIN HAT. GEN. S.ANOST.MAEACARANG, MARIA LPR 50 10, ‘Thank you for your understandi ‘To give the LPRAT's some flexibility in determining which project would be affected by the budget cut, several projects under one agency were grouped together 2: various projects. ‘The budget cut was then made to various projects, which would then allow you to {determine the allocation ofthe budget for various projects among the projects under It. However, in some cases, because the LPRAT only submitted one project or because their Projeets were dispersed among many agencies, we were unable to cluster projects into \Verious Projects. Under such circumstances, OBM had to decide the project which would absorb the reduction in the budget. ‘Congress has given us until September 19 to submit the final ist of projects without various, projects. All LPRATs must then determine the allocation of the funding for Various Projects ‘and inform the DILG regional office. LPRATs must accomplish the following: Reconvene the LPRAT and determine how the budget for Vatious Projects would be distributed among the projects identified under it |b. Submit the reallocation of the budget under Various Projects to the DILG regional office on or before September 19, 2014 using the attached form © No project may be replaced except for those labeled as project to be determined/identified 9. The submission must be signed by the mayor and the three CSO signatories. ‘This deadline is not extendable. Failure to submit by this deadline will mean that the ‘Executive or Congress will determine the allocation ofthe budget on your behalf Im turn, the DILG regional office shall encode into the file we provided to them the reallocated budgets under Various Projeets. Deadline for submission will be on or before September 23, 2014.
