The employee was identified as Michael Beichler and his employment with Baltimore County reportedly ended on February 19, 2022. On 6/20/2022, I was forwarded an email originating from D'Andrea Walker which included dates and times that Mr. Beichler was observed to be inside the facility. The email also contained security camera footage related to the incident. D’Andrea Walker is the Acting Director of Public Works for Baltimore County. See below link tothe video. His name appears several times in a Baltimore Sun article dated 6/14/2022 which outlines a Baltimore County Inspector General investigation into a private solid waste transfer site being granted to a private operator after he held a fundraiser for the County Executive. ‘The article indicated that the complainant shared their allegation with the Baltimore Sum however, they “tequested anonymity because they feared retaliation”. Director Walker advised me that Michael Beichler was the former Bureau Chief of Solid Waste and one of her subordinates. Beichler submitted his resignation and left Baltimore County Government employment effective February 11°, 2022. His card allowing electronic access to ‘county facilities was deactivated at that time. Jn March of 2022, he was observed in an area of the Central Acceptance Facility tha isnot open tothe public. “Employees of the facility were notified by the new Bureau Chief (Anthony Russell that Beichler was no longer ‘an employee and should not be allowed in areas where county residents are not permitted, consistent with agency policy. ‘On May of 2022, employees working the evening shit atthe Central Acceptance Facility observed Beichler in office areas ofthe building that are not open to the public. These employees reported this to their manager, ‘Anthony Russel. A review of the sites security video showed what appears to be Beichler’s vehicle on the parking lot on 5/2/2022 and 5/5/2022. ‘The 5/02/2022 video also shows a subject, who employees identified as Beichler, leaving the facility with what appears to be « large nuraber of documents at 1917 hours. Director Walker advised that Beichler parked in an area of the property which has limited surveillance coverage and likely entered through an open garage bay door. This door would have been left open as employees were ‘working in the area. It should be noted that the facility has a reduced staffing working the night shift and that is likely why Beichler came to the facility at this time of day. Beichler did not have permission to enter the facility at that time and was not authorized to remove aay property. ‘This incident occurred at the Contral Acceptance Facility located at 201 W. (On 7/522 Det. Westfall was requested to investigate a possible burglary/theft at a Baltimore County facility by a former upper tier employee. ‘The following information was forwarded/received by Det. Westfall: On 5/2/22 at 1752hrs. and 5/5/22, 180Sbrs. three Baltimore County employees (mechanics) observed former Bureau Chief of Solid Waste Management Michael Russell Beichler m/w 3/16/59 in the lobby of the Central Acceptance Facility (CAP) located at 201 W. Warren Rd. Cockeysville, Md. 21030. Mr. Beichler resigned in February 2022 from Baltimore County which revoked his access to the facility. ‘The employees observed Mr. Bechler using the office copy machine and having documents/paperwork in his possession. Itis believed that the employees did not confront Mr. Beichler because he was their former boss. ‘The employees notified the new Bureau Chief, Nicholas Rodricks, about the incidents, It was believed that Mr. Beichler had illegally entered the building and possible taken county property. Intelligence case number 22-027 was initiated. Det. Westfall was forwarded/received the facility’s surveillance footage of the incidents. The footage rovealed that on 5/2/22 at 1752hrs. a purple/burgundy Honda Ridgeline pickup with a moon roof and five pointed star tire rims pulled onto the property and drove to the rear of the building towards the garage bay Goors which is out of the sight of the camera. At 1917hrs. a white male subject wearing a dark hat, dark t- shirt, and blue jeans is captured on the surveillance camera exiting the main office door carrying what appears to be a cardboard box filled with paperwork/files. The subject walked towards the back of the building where the bay doors ate located and where the Honda Ridgeline had driven to earlier. At 1919hrs, the Honda Ridgeline was captured leaving from bebind the building where the subject had just walked to, At 1920brs. the Honda is captured leaving the property ‘On 5/5/22 at 180Shrs. the surveillance camera captured the same Honda Ridgeline enter the property and dive out of sight behind the building where the garage bay doors are located. At 1853hrs. the Honda was ‘captured leaving from behind the building and driving off the property. No one was captured on the ‘surveillance camera(s) entering ot leaving the building. The surveillance footage was attached to the electronic Intelligence file #22-1027. Det. Westfall was notified about news articles in the Baltimore Brew and Baltimore Sun related to Baltimore County Solid Waste Management, a private solid waste management company, public officials, and 1 possible Inspector General investigation. Westfall contacted the Acting Deputy Director of Public Works, Anthony Russell after being advised that he would be the point of contact for the investigation. ‘Mr. Russell was aware of the incidents but directed the detectives to the new Bureau Chief of Solid Waste Management, Nicholas Rodricks 5/2/90 SINMNININE Mr. Russell also directed the detectives to the CAF Plant Manager, John Jones IIIMIEEENININNIN for assistance they may need at the facility, ‘On 7/6/22 at approximately 1235hrs. Sgt. Miller and Det. Westfall called Nicholes Rodricks on speaker phone and identified themselves and ofthe reason forthe call. Mr. Rodrieis advised that he was aware ofthe Incidents, Mr. Rodricks stated that Mr. Beichler used to be his boss. When Mr. Beichler retired Mr. Rodricks took his position as Bureau Chief, Mr. Rodsicks slated that he was notified that three employees at CAF had “ing photo copies maultiple times after he retired, Mr. Rodricks indicated ‘seen Mr. Beichler in the building maki that there would be no reason for Mr. Beichler to be in the building. Mr. Rodricks advised that the garage bay dloors are left open while the mechanics are working and itis probably how Mr. Beichler gained access to the building, Mr. Rodricks was asked if he had knowledge about anything missing from CAF in which he replied that he did not. Mr, Rodricks advised that safety, trash transfer, safety, and financial type documents were Kept at CAF. These documents were kept in an open room in the building and not monitered by surveillance cameras, He added that most of the documentation was stored electronically. Mr. Rodricks was asked if he knew what type of vehicle Mr. Beichler drove and he replied that he drove a purple/ourgundy Honda pickup truck. ‘The detectives requested the names of the employees who witnessed Mr. Beichler atthe facility and if he could have someone verify the correct time/date stamp for the surveillance footage. The detectives also requested permission, which was granted, to go to CAF to get the layout ofthe facility (intecior and exterior) ‘nd see where the copier and file room are located. Later in the day Mr. Rodricks provided Det. Westfall with the employee’ incidents, They are as followed: On 7/6/22 at 1227hrs. 5 information who witnessed the Cody Gervais m/w ‘Shown - m/w 10/31/93 Michael Federline m/w 7/19/89 Mr. Rodricks also confirmed that the time/date stamp on the surveillance footage was accurate to that of the actual time by having Mr, Jones check the system/computer time, Daylight savings time did not affect the true time of the recordings. On 7/7/22 at 104Shrs. Det. Westfall responded to CAF and met with the Plant Manager, Mr, John Jones. Mr. Jones took Det. Westfall around the exterior and interior of the building. Det. Westfall saw the main office entrance and the garage bay doors. Mr. Jones showed Det. Westfall the only copy machine in the building (Canon ImageRunner DX model# C3730%) which is in the main lobby by the door. Mr, Jones then took Det, Westfall to the fle room. The file room was in a different section of the building which is accessed by akey or passcode. The actual file room is not locked and is open to rest of that section of the building, Writer; Detective Mike Westfall #4282 ep Page2of ‘The files wore contained in white cardboard boxes and clear plastic containers, None of the boxes appeared to be disturbed or missing. Det, Westfall asked Mr. Jones if was familiar with the incidents and Mr. Beichler, Mr. Jones stated that he ‘was familiar with both. Mr, Jones said that he was not a big fan of Mr. Beichler. He explained that Mr. Beichler did not have an official office at CAF but would come to the building during the day and evening all the time. Mr. Beichler took over a small unused office and would make conference calls there or meet with subjects like Mr. Jack Haden of Baltimore Recycling Center before he retired. Mr, Jones did not understand why Mr. Beichler would meet with Mr. Haden at CAF during the evening when his actual office was in ‘Towson. Mr. Jones was not fond of Mr. Beichler because he attempted to perform his, Mr. Jones, job function, Mr. Jones said he had to address this issue to stick up for/validate his own position. Mr. Jones also believed that Mr. Beichler was probably racist and left because he did not want to work for Director D’Andres ‘Walker because she was a black woman. Det, Westfall asked if Mr. Jones had seen Mr. Beichler since he retired. Mr. Jones stated that he had multiple times. Mr. Beichler would just walk into his office to say hello and ask what was happening there, Mr. Beichler would claim that he was in the neighborliood and just wanted to stop in, Mr, Jones thought that to be odd, Det. Westfall asked Mr. Jones how he thought Mr. Beichler was able to gain access into the building, Mr. Jones explained that the bay doors are always open wile the mechanics are working so he can ‘walk into the building. Mr. Jones added that there are doors that need keys to acoess the rest of the building like the main lobby and file room. A lot of times the mechanics would jam something in them to keep the doors from locking so that they didn’t have to pull out a key every time they needed to go inside. Mr. Jones ‘was asked if he discovered anything missing or cut of place after Mr. Beichler’s entries. Mr. Jones stated that he had not. Mr. Jones stated that after the news article in the Baltimore Brew he bas not seen Mr. Beichler at CAP. Mr, Jones stated that he was aware of the news articles and possible IG investigation and be believed ‘that Mr. Beichler was the “whistle blower”. Mr. Jones stated that he probably trying to get Director Walker in ‘rouble so he could come beck. Mr. Jones was not able to provide any proof for this belief and was only his opinion. Mr. Jones provided Det. Westfall with his business card and offered assist in the future, On 7/7/22 at 1159hrs. Det. Westfall responded to county employee Cody Gervais’ residence, Det. Westfall asked Mr. Gervais about Mr. Beichler being seen at CAF after he was retired. Mr. Gervais explained that he is ‘anew mechanic that works at CAF during the evening shift. A couple of times in May he saw a purplefburgundy Honda Ridgeline pull onto the parking lot and park near the bay doors. Te subject got out of the vehicle and approached Mr. Gervais in the garage. The subject identified himself as Michael Beichler ‘and said that he used to be an employee atthe facility. Mr. Beichler reportedly advised Mr. Gervais that he received permission from someone to come to the building to use the copy machine. Mr. Gervais could not remember the name of the person Mr. Beichler provided to him. Mr. Beichler was holding a file with papers init, Mr. Beichler showed Mr. Gervais an old looking Baltimore County ID card that had Mr. Beichler’s zname on it. Mr. Gervais advised that he was a new employee and believed Mr. Beichler was there under ‘authorized permission. Mr. Gervais agreed to let Mr. Beichler inside the building to make photocopies. Mr. Gervais used his own county ID card to allow Mr. Beichler access into the building. Mr. Gervais then went back to work in the garage. Mr. Gervais did not see Mr. Beichler exit the building on either occasion but did see him drive away in the Honda. Mr. Gervais stated that he could not remember how long Mr. Beichler was in the building when he came but that it was a lot longer than it would take to make some photocopies. ‘Mr. Gervais advised that the times that Mr. Beichler came to CAF that he, Mr, Gervais, let him into the Duilding to make copies, ‘Wolter; Detective Mike Westfall #4282 Det. Westfall showed Mr. Gervies an MVA photograph of Mr. Beichler to confirm that the person who he let in was ex-employee Michael Beichler. Mr. Gervias stated thet it looked like the subject but the person in the photo had a longer beard. On 7/7/22 at 1315hrs, Det. Westfall responded to county employee Shawn Novak's residence. Mr. Novak advised that he is employee as a mechanic at CAF and is assigned the evening shift. Sometime in May he was going into the building to change inthe locker room when he sew his old boss, Michael Beichler, making Photocopies. Mr. Beichler had a stack of papers with him during the time. Mr. Novak thought it was stange to see Mr. Beichler there since he had retired from the county. Mr. Novak didn’t say anything and walked away. Mr, Novak stated that he asked Mr. Gervais how Mr. Beichler got into the building and was told that he, Mr, Gervais, let him in, Mz. Novak would later report the incidents to his supervisors. ‘Mr. Novak explained that during his employment Mr. Beichler’s would come to CAF all the time during the day and evening even though his official office was not at CAF. Mr. Novak stated that Mr. Beichler regularly drove a burgundy Honda pickup truck. ‘Det. Westfall asked if Mr. Novak ever saw Mr. Beichler after bis retirement leaving with anything. Mr. ‘Novak stated he never saw Mr. Beichler leave because he was too busy working, ‘Det. Westfall showed Mr. Novak an MVA photo of Mr. Beichler just to confirm the person he saw making copies was him, Mr. Novak stated thatthe person inthe photo was Mr. Beichler and the person he saw in CAF making photocopies. On 7/7/22 at 1345hrs, Det. Westfull responded to county employee Michael Federline's residence. Mr. Federline stated that he was a mechanic at CAF who works the evening shift. Mr. Federline stated that Mr. BBeichler was his old boss and that he saw him multiple times in May after he had retired in CAP. Mr. Federline specifically remembered seeing Mr. Beichler in CAF on May 5 at around 1900hrs. because he referred to a text to his supervisor about it. Mr. Federline saw Mr, Beichler’s purple/burgundy Honda pickup ‘ruck in the lot and asked the other employees what he was doing there. Mr. Gervais advised that Mr. Beichler ‘was there to make photocopies and that he had let him into the building. Mr, Federline did not see Mr. Beichler come or leave with anything because he was working and did not notice his comings and goings. ‘Mr, Federline believes that employee Trevor Hunimel was also there during one of the incidents. On 7/13/22 at 1034hrs. Det, Westfall spoke with Trevor Hummel (Solid Waste Market Manager) about seeing Mr, Beichler at CAF. Mr. Hummel could not remember te date but said that after Mr. Beichler retired he cane to CAF during the dayshif, Mr, Hummel stated that Mr, Beichler came to his office to just say hello and sew how things were going at CAF. Mr, Hummel said it was a short conversation and Mr, Beichler left his office. Mr. Hummel stated that he did not see Mr. Beichler with any property on his person. Det. Westfall contacted the Forensic Services Section supervisor in reference to the procedure for ‘extracting evidence from the hard drive of the CAP copier. Det. Westfall provided the copiers make and todel to the supervisor. Forensic Services Section determined that that particular copier has an encrypted hard drive, It was recommended to contact OIT or Canon in order to bypass the encrypted hard drive. Sgt. Miller contacted OIT about the copier and request to bypass/de-encrypt the hard drive. Sgt. Miller was advised thatthe hard drive eneryption could not be bypassed.
