We are moving into Phase 3 of our response to Omicron from 11:59pm tonight. The rapid
increase in cases means most of us will self-manage Covid-19, including more use of rapid
antigen test (RATs). Red traffic light settings remain in place. As we prepare for the impact
in our communities our priority is the safety and well-being of our families and those we work
with.

The team at Clutha Development are available and will continue to provide you with support
and services, when you need us.

There are also Community Connectors available who are here to connect with people who
need to self-isolate and who may not be eligible for support from the Ministry of Social

Some key points for Phase 3

You should only get a COVID-19 test if you have symptoms, or you are a Household
Contact
If you test positive for COVID-19, you will need to isolate for 10 days.
If you live with someone who has tested positive for COVID-19, you are considered a
Household Contact and will need to isolate for 10 days. You must get a test on Day 3
and Day 10 of your isolation.
Critical workers who are Household Contacts will still be able to use RATs tests to
return to work, if they are fully vaccinated and do not have any COVID-19 symptoms.
They will need to return a negative RAT before they go to work.
Close Contacts no longer need to isolate. If you get a notification from your workplace,
school or through the NZ COVID Tracer app that you are a Close Contact, you should
monitor your symptoms for 10 days.
From Friday 25 February, if you are currently a Close Contact and are part way through
your isolation, you do not need to complete your 10 days isolation and you will be
permitted to leave.

COVID Support Payment


A new targeted COVID Support Payment will be made available for businesses struggling
with revenue during the Omicron outbreak.

Each COVID Support Payment will be $4000 per business plus $400 per full-time
employee, capped at 50 FTEs or $24,000.
It will be available on a fortnightly basis for 6 weeks, with 3 payments in total.
Applications for the first payment open on February 28, with payments starting from
March 1.
Businesses must show a 40 percent drop in revenue, in 7 consecutive days within the
6 weeks prior to the shift to Phase 2 of the Omicron response on February 15,
compared to 7 days after that date.

Changes to the Small Business Cashflow Scheme


Changes are also being made to the Small Business Cashflow Loans Scheme to increase
the amount of funding available to eligible businesses through the introduction of a ‘top up’
loan.

The top up loan will allow those firms that have already accessed a loan to draw down
an additional $10,000 with a new repayment period of 5 years and the first 2 years
being interest free.
Removal of the first 2 years of accrued base interest from all borrowers who have, or
will, take out a loan under the scheme. This change will mean interest will only start
accruing at the beginning of year 3.

Flexibility for tax payments


Government is extending the Commissioner of Inland Revenue’s ability to apply flexibility for
tax payment dates and terms to assist firms with cashflow pressures.

Any businesses struggling to pay tax because of the impacts of COVID should log on to
myIR to see if they can delay starting payments to a later date, or if any part of the tax could
be written off. IR can help with both GST and provisional tax due.

Leave Support Scheme - available to employers, including self-employed people, to help pay
their employees who have been advised to self-isolate because of COVID-19 and can’t work
at home during that period.

Short-term Absence Payment - available for businesses, including self-employed people, to


help pay their employees who cannot work from home while they wait for a COVID-19 test
result.

Ministry of Health - information on the processes to follow if an employee, customer or visitor


becomes a confirmed or probable COVID-19 case or an employee is identified as a contact
of a person with COVID-19.

Critical services registration - businesses and organisations can self-assess if they meet the
criteria for being critical. Use the online tool to see if you qualify and then you can make a
declaration by registering on the Close Contact Exemption Scheme Critical Services
Register.
