Process Followed

• Co-authors agree to update ISGOTT 5th Edition during 2017


– Terms of Reference agreed by co-authors February 2018
• Some 600+ comments received from member organisations
– Amendments and enhancements suggested included updates to;
• changes to regulations and standards
• OCIMF/industry best practice guidance documents; e.g. MTMSA, SIRE
• new equipment and changes in technology
• Safety management best practice updates; e.g. risk assessment, permits
to work, enclosed space entry and ship/shore safety checklist.
– New major revision items proposed included Human Factors
• Technical working groups established to manage reviews;
– Steering Group oversight through;
• Primary Working Group and
• Tanker Work Group and Tanker/Terminal Interface Work Group
– Total 54 ICS and OCIMF participants and 1 IAPH Member
• 30 member companies
• 2 Project Advisors (1 OCIMF & 1 ICS)
• Secretariat and Publications support inc.3 Technical writers

Progress So Far

• February 2018 to May 2019


– Total of 7 technical workgroup sessions held for each
– Circa 75 F2F meeting days for all technical workgroups
– All comments provided at start have been considered
– Revised text prepared and peer reviewed by WG’s
• Transition from technical working groups to Review Group
– After WG07 meetings, opportunity for reorganisation to expedite
review of technical draft text
– Created more focussed work stream for review of draft text
– Review Group;
• Consisted of 22 participants from all co-authors and WG’s
• Review Group met twice for 5 days; Houston (June) and London (July)
• At end of July RG handed over reviewed draft to Publications teams
• Publication editorial review timetable remains challenging
– Delivery of ISGOTT6 draft to publications team for late summer 2019
• PTC and ICS Marine Committee approval target October 2019
• Requires completion of technical reviews of ISGOTT6 draft by July 2019

Terms of Reference
• Review and confirm target audiences, with particular consideration
to the publications scope
• Update list of relevant references to ISO standards and regulations
including but not limited to SOLAS, MARPOL etc
• Correct known anomalies within ISGOTT5 utilising input from data
held by the co-authors
• Make recommendations on layout of the document based on target
audience inc. content handling e.g. electronic/portable
• Enhance guidance on safety management processes e.g. Risk
Assessment, PTW and MoC.
• Enhance guidance on Human Factors processes to assess safety
critical tasks and measures to protect workforce
• Create opportunity for technological advances and guidance on the
evaluation and selection of emerging or alternative technologies
that will enhance the safety philosophy
