The lack of observation to monitor the teachers at UTVAM university which stablishes by
BIS model to introduce the English as second language in all the majors.

By the Coordinación General de Universidades Tecnológicas y Politécnicas Bilingues
Internacionales Sustentables document, the BIS model has to accomplishes the purpose,
mission, and vision to introduce the language, therefore, straighten the international policies
and surrounded a second language and sustainability education. The Bis model has the
purpose to the creation of a university where English would be taught to Higher University
Technicians so that they would acquire skills in a second language and be easily hired by
transnational companies located in that federal entity.
Policy objectives:
1. Accomplishes the purpose which stablishes the Coordinación General de
Universidades Tecnológicas y Politécnicas Bilingües Internacionales Sustentables:

 From the third semester onwards, all the subjects of the degree are taught in the
second language (English).
