TEC should collect the: technical literature/technical specifications from the GSO 1 (Comms), Office of Chief Signal Officer (Office of CSO). b. TEC should not communicate directly with the suppliers un clarifications required should be sought from the GSO 1 (Comms), O1 any circumstances. Any of CSO. c. TEC should consider following factors: (1) Quality standard and the suitability of the equipment. (2) Delivery period as mentioned in supplier's offer. (3) Any complaints or recommendations on the same equipment supplied previously by the quoted supplier. (4) | Warranty period and conditions. (5) Details of mait jenance, repair and. service facilities availability. (6) Details ‘of the organizations/institutions which are currently using the same equipment supplied by the quoted supplier 1 RESTRICTEDRESTRICTED d FEC should evaluate on technical specifications and other general details of the Bids and attached tabulated comprehensive evaluation chart ‘ TEC should cover all offers including alternate offers quoted by the suppliers. f. TEC should verify any of the specifications of the equipment required in comparison with the specification, If any minor or major deviation observed it should be mentioned at the remarks column, In addition to the tabulated comprehensive evaluation chart, the TEC should always fill the *C’ form provided for the evaluation. h, When Request of Proposal (ROP) for general items/components where technical specifications are not included, the TEC should garry out a study of the gffers submitted by the suppliers in order to recommend the items in the Schedule accordingly i, ‘TEC should mention the ‘Degree of Conformity’ as-shown below in respect of main offers, alternate offers including relevant accessories connected to the items as indicated in ROP: (1) Tender conforms to specifications. (2) Tender falls short of specifications marginally and may be considered by the ‘Tender Board. Reasons must be stated. (3) Tender falls short of specifications substantially and offer should be rejected. Reasons must be stated. j. Any clarifications if necessary should be made io GSO 1 (Comms), Office of CSO before..20.... December 2023. 4, TEC should maintain confidentiality of its process during the evaluation and even after submitting the TEC report to the Office of CSO. Such information relevant to the subject should not be divulged to unauthorized personnel. 5. The documents mentioned at Para 2 should be returned along with the TEC report which prepared on AFA 21 in triplicate under confidential cover to reach the Office of CSO on or before -.2T...
