MOST IMMEDIATE (By Special Messenger) GOVERNMENT OF PAKISTAN PLANNING COMMISSION MINISTRY OF PLANNING, DEVELOPMENT & SPECIAL INITIATIVES (Transport & Communication Section) File No. 04 (647) PC / T & C 2022 Islamabad, the March 01, 2024 OFFICE MEMORANDUM Set tei Subject: Follow-up of the Decision of the Executive Committee of the National Economic Council (ECNEC): Criteria__and__ Provisions _in the ongoing Contracts, _August-2022 (Amended June-2023 — Modified: January-2024) ‘The Undersigned is directed to refer to the above captioned subject and to state that the ECNEC, during its meeting held on February 07, 2024, considered the Summary on the subject tilted: “Criteria_and_Provisions_in_the ongoing Contracts, August-2022 (Amended _June-2023-Modified: January-2024)" and took following decision vide Case No. ECNEC- 06 / 01 / 2024: The Executive Committee of the National Economic Council (ECNEC) considered the Summary, dated February 07, 2024, submitted by the Ministry of Planning, Development & Special Initiatives titled: “Criteria and Provisions in the ongoing Contracts, August-2022. (Amended ~—_‘June-2023- Modified: January-2024)” and approved the proposal / submission at Para # 09 of the Summary. Submission: The Standard Procedure and Formula Price Adjustment (SPFPA-2022) - Amended June-2023 is placed for consideration of the ECNEC, in light of the recommendations of the CDWP and Committee constituted by the CDWP. If the proposal is approved by the ECNEC, direction may also be issued to PEC to notify the Document as per the recommendations given at Para #0 9. Para # 09 of the Summary as under: In Compliance of the Central Development Working Party (CDWP) directions, a Consultative Meeting was held in the office of the Member-Infrastructure & Regional Connectivity, Planning Commission, on January 25, 2024, in advance, on the basis of the Drafi Minutes of the CDWP. The Committee recommended as under: a) Fixed vs Adjustable Cost Ratio recommended as 30:70 and Minimum Weightage of adjustable cost elements revised from NIL to 3%. b) Projects whose contracts have been signed before September-2022 will be considered under this document/determination. ©) Price Adjustment shall only be applicable to part of works executed after January 01, 2021) Document will not be applicable on contracts signed after September 30, 2022. €) Difference of Price Calculation will be process through concerned forum i.e Departmental Development Working Party (DDWP) / Central Development Working Party (CDWP) / Executive Committed of the National Economic Council (ECNEC). i 2.
