1.0 Background

The Busia County Public Service Board is established under Section 57 of the
County Governments Act 2012.

Busia County Public Service Board is responsible for managing and coordinating the human
resource functions of the County Government of Busia. As part of its strategic management
process, the Board developed a five-year strategic plan covering the period 2018-2022.
However, to ensure alignment with emerging priorities and changing dynamics, there is a
need to review the existing plan and make necessary revisions.

The purpose of this engagement is to assess the effectiveness and relevance of the current
strategic plan, identify gaps and areas for improvement, and develop a revised strategic plan
to guide the Board's activities for the next planning cycle.

1.1 Board Intent

Provide efficient and effective professional services for the realization of Busia County and
national development goals through competitive recruitment, planning, developing and
managing human capital.

1.2 Board Mandate


The mandate of the Board is out in Article 235 of the Constitution of Kenya and elaborated in
Sections 55 through to 77 of The County Government Act, 2012. It entails provision of
competent human resource, promotion of good governance and ensuring efficiency and
effectiveness in the provision of quality services in the public service as underpinned in
Article 232 the Constitution.

1. Establish and abolish offices in the county public service.


2. Appoint persons to hold or act in offices of the county public service including in the
Boards of cities and urban areas within the county and to confirm appointments;
3. Exercise disciplinary control over, and remove, persons holding or acting in those
offices as provided for under this Part;
4. Prepare regular reports for submission to the county assembly on the execution of the
functions of the Board;
5. Promote in the county public service the values and principles referred to in Articles
10 and 232;
6. Evaluate and report to the county assembly on the extent to which the values and
principles referred to in Articles 10 and 232 are complied with in the county public
service;
7. Advise the county government on human resource management and development;
8. Advise county government on implementation and monitoring of the national
performance Management system in counties;
9. Make recommendations to the Salaries and Remuneration Commission, on behalf of
the county government, on the remuneration, pensions and gratuities for county public
service employees.

1.3 Rationale and Objectives for Review of the Strategic Plan

Busia County Public Service Board is responsible for managing and coordinating the human
resource functions of the County Government of Busia. As part of its strategic management

However, to ensure alignment with emerging priorities and changing dynamics, there is a
need to review the existing plan and make necessary revisions.

1.4 Objectives of the Strategic Plan

The purpose of this engagement is to assess the effectiveness and relevance of the current
strategic plan, identify gaps and areas for improvement, and develop a revised strategic plan
to guide the Board's activities for the next planning cycle.

1.5 Scope of the Assignment


As consultants, we will be responsible for the following tasks, which will also form the scope
of our work:
1. Conducting a comprehensive review of the Strategic Plan 2018-2022, and provide
recommendations for its enhancement.
2. Conduct an initial assessment of the current strategic plan, including its objectives,
goals, and performance indicators.
3. Conduct a situational analysis to identify internal and external factors influencing the
achievement of the strategic plan's objectives.
4. Review the performance of the strategic plan against set targets and identify any
deviations or gaps.
5. Conduct stakeholder consultations, including interviews and focus group discussions,
to gather input and feedback on the current strategic plan.
6. Benchmark against best practices in strategic planning and performance management
in public service organizations.
7. Develop a revised strategic plan, including updated goals, objectives, and key
performance indicators.
8. Provide recommendations for monitoring and evaluation mechanisms to track the
implementation and progress of the revised strategic plan.
9. Prepare a detailed implementation plan, including timelines, resource requirements,
and responsibilities for executing the revised strategic plan.

1.6 Methodology

The Consultant will carry out the strategic plan development process using a highly
consultative and participatory approach. The following shall be carried out comprehensively
for sufficient information to enable development of the strategic plan.

i) Desk reviews/Documentary sources.


ii) Assessment through the use of SWOT, PESTEL, Stakeholder analysis and any other
relevant model.
iii) Best practice reviews and benchmarking.
iv) Data collection tools such as Interviews, Interview guides, observation, discussions, use
of questionnaires and any other relevant tool as per the circumstances
v) Stakeholder’s survey
vi) Stakeholders’ discussion workshops

1.7 Specific Tasks


The specific Terms of Reference (TOR) for the consultant are as follows: -

i) Hold preliminary meetings and briefing with the Client and Key stakeholders
ii) Develop detailed work plan for development and finalization of the strategic plan,
together with proposed outline for the strategic plan.
iii) Prepare an inception plan to guide the strategic planning process
iv) Conduct desk review of all relevant documents in preparing for the first strategic
planning workshop.
v) Conduct realistic situation analysis, external and internal to the Constituency.
vi) Formulate strategic direction for developing the Constituency to include Vision,
Mission, Core Values, Goals, identified priorities, Key Results Areas (KRAs) and
outputs and impacts, strategic objectives and resultant strategies and key activities for
each strategic objective.
vii) Hold stakeholders’ workshop as input into the strategic planning process.
viii) Develop a realistic and flexible implementation matrix, including action plans
and operating matrix.
ix) Develop Monitoring and Implementation Framework.
x) Develop draft strategic plan document and communicate it to the stakeholders.
xi) Hold second stakeholder workshop to discuss the draft strategic plan.
xii) Prepare final strategic plan incorporating comments from stakeholders’ workshop.
xiii) To Submit the Final Report.
xiv) Facilitate Strategic Plan dissemination seminar.

1.8 Key Deliverables

The following are the expected deliverables;

1. Inception report detailing the proposed methodology, work plan, and timelines for the
review process.
2. Situational analysis report, including an assessment of internal and external factors
influencing the strategic plan.
3. Stakeholder consultation report summarizing the feedback received from
consultations.
4. Revised strategic plan document, incorporating updated goals, objectives, and key
performance indicators.
5. Monitoring and evaluation framework, including recommended mechanisms for
tracking the implementation and progress of the revised plan.
6. Implementation plan, outlining the activities, timelines, resource requirements, and
responsibilities for executing the revised strategic plan.
1.9 Duration

The estimated timeline for this consultancy is 30 days, starting from the contract signing date.
The consultant will provide a detailed work plan with key milestones and deliverable dates
within one week of the contract signing.

1.11 Responsibilities

The consultants shall;

i) Undertake desk review of primary and secondary materials and any other relevant
information during assignment.
ii) Adopt an appropriate methodology and develop tools for the assignment.
iii) Lead a secretariat, board and a joint stakeholders’ workshop
iv) Lead a management workshop(s) and agree with management on the content and
overall direction of the new strategic plan.
v) Facilitate workshop(s) sessions
vi) Prepare and submit quality reports to Busia Public Service Board.
vii) All information, data and reports obtained from the Client in the execution of the
services of the Consultant shall be properly reviewed and analyzed by the Consultant.
viii) The responsibility for the correctness of using such data shall rest with the
Consultant. All such information, data, and reports shall be treated as confidential and
returned to the Client upon completion of the assignment.
ix) The Consultant shall be responsible for analyses, interpretation, and conclusion made
from the data and information provided by the client.
x) The Consultant shall be responsible for arranging for all necessary office and living
accommodation, transportation, equipment and supplies, surveys, investigations,
materials testing, secretarial services, related to the performance of the works.
xi) The Consultant shall be responsible for the designing and printing of all reports,
drawings,

Busia Public Service Board Management shall:


i) Manage the contract on a day-to-day basis including processing of funds for
disbursement to the consultancy.
ii) Support in provision of required secondary data source(s) to the consultant.
iii) Facilitate the provision of venues for workshops/ working sessions
iv) Liaise with key stakeholders to facilitate Consultants’ activities.
v) Provide technical inputs where necessary and approval when required.
vi) Quality Assurance of the outputs of the consultancy through timely review of reports.
vii) Ensure free access to all sites and locations connected with the execution of the study;
viii) Provide the Consultant with any assistance as the Consultant may be entitled
to in accordance with the Terms of Reference;
ix) Provide the Consultant with all documents, data, any existing photographs and other
information pertaining to the exercise that are available with the
Government; and
x) Facilitate the issuance of work permits and entry pass for the Consultant’s
expatriate staff.
xi) In particular, the Client shall provide the following:
 All documents and reports pertaining to the consultancy available within the
Constituency at the Consultant’s request
 Staff to participate fully in the process
 Allow visits to the respective offices for data gathering.
 Letters of introduction to other relevant organizations.
 Provide transport logistics for the staff to training and consultative meeting
venues.

1.12 Copyright of the Report


The copyright (ownership) of the reports/documents at the end of the consultancy contract
will be vested in the Client.
1.13 TEAM CPMPOSITION AND PROFESSIONAL QUALIFICATION FOR THE
KEY EXPERTS

Lead Facilitator

The Facilitator has qualifications and extensive experience in strategic planning within the
public sector context, organizational development and systems strengthening. The chief
consultant/ facilitator is supported by diverse multidisciplinary team in order to achieve the
intended objective of the assignment.

The lead facilitator/consultant has the following profile:

1.13.1 Academic & Professional Qualifications

i) Holds a PhD in Business Administration, Strategic Management option from Jomo


Kenyatta University of Agriculture and Technology.
ii) Holds a Masters’ degree in Business Administration, Strategic Management option
from University of Nairobi.
iii) Holds a bachelor’s Degree in Accounting and Finance from Moi University.
iv) He is a Certified Human Resource practitioner (CHRP-K).
v) He is a Certified and practising Public Accountant (CPA-K).
vi) He is a Certified Secretary (CS-K)

1.13.2 Experience

i) Has over 10 years of experience in strategic planning and/or corporate planning.


ii) He has developed the NG-CDF Msambweni strategic plan (2017-2022).
iii) He has developed the NG-CDF Matuga strategic plan (2017-2022)
iv) He has played a pivotal role in developing the Kilifi Integrated Strategic Plan 2023-
2027.
v) Taught, trained and consulted in strategic management support for corporate
organizations, public universities and institutions and Boards.
