Powers and Functions of the PNP

1. Enforce all laws and ordinances relative to the


protection of lives and properties;

2. Maintain peace and order and take all necessary


steps to ensure public safety;

3. Investigate and prevent crimes, effect the arrest of


criminal offenders, bring offenders to justice and
assist in their prosecution;

4. Exercise the general powers to make arrest, search


and seizure in accordance with the Constitution and
pertinent laws;
5. Detain an arrested person for a period not beyond
what is prescribed by law, informing the person so
detained of all his rights under the constitution;
6. Issue licenses for the possession of firearms and
explosives in accordance with law;
7. Supervise and control the training and operations
of security agencies and issue license to operate
■ security agencies, and to security guards and and
private detectives, for the practice of their
professions; and
8. Perform such other duties and exercise all other
functions as may be provided by law.
National Bureau of Investigation
(NBI)
■ It had its origin in the Division of
Investigation (DI) of the department
of Justice (DOJ). Its formation was
included in the provisions of
Commonwealth Act No. 181, dated 1938.
Responsible for the conceptualization
and creation of the division were the
late President Manuel L. Quezon, the
late Chief Justice Jose Abad Santos,
and the late Secretary of Justice Jose
Yulo.
The organization, functions and objectives
were patterned after the Federal Bureau of
Investigation (FBI) of the United States of
America. In additional to its normal
investigation function, it was created
towards providing needed assistance to other
law enforcement agencies. On June 19, 1947,
Republic Act No. 157 created the NBI.
Republic Act No. 2678 dated 1960, expanded
further and reorganized the NBI by increasing
its personnel and creating additional
divisions and by establishing regional
offices.
Four (4) Services
of the National
Bureau of
Investigation
1. General Investigative Services

This is performed by the 13 Regional


offices together with 20 sub offices
organized under Deputy director in line
with the concept of decentralized
organization for the purposes of economy
and expediency and to ease the burden of
the workload and control of the NBI
Director.
2.Special Investigative Services

This office has immediate control and


supervision over the Domestics Intelligence
Division, Anti-Graft Division and the Missing
Persons division. Each division handles a
specialized type of investigation, thereby
relieving the General Investigation Services
of cases which are highly technical and
specialized in nature.
3. General Administrative
Services

This is concerned primarily with


administrative matters in the NBI
Logistics and Maintenance Division,
Training Division and Accounting
Division
4.Technical Services

This is charged with the operation of


the crime laboratory, the support
services for investigative activities
and other related investigative aids.
The Philippine Drug
Enforcement Agency (PDEA)
An agency created by the virtue of RA
9165 which was enacted into law on June
7, 2002 and signed into law by President
Gloria Macapagal Arroyo. It is a apart of
Executive Order No. 61, issued January
15, 1999, creating the National Drug
Enforcement and Prevention Coordinating
Center which is tasked to orchestrate and
consolidate all the government’s anti-
drug efforts.
PDEA serves as the Implementing arm of
the DDB, and is responsible for the
efficient and effective law enforcement
of all the provisions on any dangerous
drug and/or controlled precursor and
essential chemical as provided by the
comprehensive Drug Act of 2002.
Organizational Structure

The PDEA shall be headed by a Director General,


with the rank of Undersecretary, who shall be
responsible for the general administration and
management of the Agency. The Director General of the
PDEA shall be appointed by the President of the
Philippines and shall perform such other duties that
may assigned to him/her. He/she must possess adequate
knowledge, training and experience in the field of
dangerous drugs, and in any of the following fields:
law enforcement, law medicine, criminology, psychology
or social work.
The Director General of the PDEA shall be assisted in
the performance of his/her duties and responsibilities
by two (2) deputy director generals with the rank of
Assistant Secretary, one for Operation and the other one
for Administration. The two (2) deputy director generals
shall likewise be appointed by the President of the
Philippines upon the recommendation of the Board. The
two (2) deputy director general shall possess the same
qualifications as those of the Director General and the
two (2) deputy director generals shall receive the
compensation and salaries as prescribed by the law.
