THE NEW VISION TO MOVE AHEAD

Whenever we look behind to see what we have achieved since 1947 to until date.
We get only frustration. We get irregularity, irresponsibility, corruption in every aspect of
life. Starting from Health and medical to Defence to Education, etc. that makes us frustrated.
A big question mark hangs out in front of us (?). It says, “Is there any way out of it?” Can
any one answer this question? From top to bottom the whole system of the society,
including politics, is in wrong hands.

No body have such a power that he/she can change this present situation into better one.
Moreover we do not have any full proof way to think about it also. Rather to say we do not
have the solution to the asked big question. That is why we are always blaming each other,
and try to hide own faults.

We know that we all collectively make our surrounding a society. By changing ourselves we
can change the whole society. But where powerful, people like leaders, Govt. big officials,
are not willing to change the scenario because of their own personal interest. We common
people cannot put a big impact on the society. Other hand they will stand against this change
with their all power they got. People more than 80% in our country don’t know why they
give vote and elect Govt.

Most of them are illiterate, and are kept like that so that they don’t demand any
thing. Others are literate but they know that their demands will not be fulfilled. No
complains will do for them. And trying to get the rightful things also can make their file hell.
So, nobody tries to oppose against them. They say “what will be the difference; if we change
the govt. in election all of them are corrupted. The situation will remain the same.” So, there
is no way out. But, hold on, I think I have a way to look ahead in this matter.

The way is to SWOP. Swop the word means variant of swap. Swap we all know is to change
for the better one. Now, the change with a definite different characteristic can get the
different characterised better option. This is called as swop. But when I started thinking
about this concept of SWOP it was not at all a word for me. It was an abbreviation. S-Socio
W-Welfare, O-Oriented, P-Professionalism.

This concept says that “people who are Professionals (dedicated to their profession), have
natural instinct to do social welfare, without any discrimination of religion, cast, sex and
wealth. The same they do in his/her own level through their professional abilities must get
the power to handle this society.” This concept believes in having faith in great examples and
Idols rather than Idealism written in books.

This concept says have faith on good person than having faith on any group of people
under any symbol.
This concept can be applied in various aspects of life.

I am just explaining how SWOP can be applied in Politics.

SWOP and POLITICS

SWOP says persons with the quality of Socio Welfare Oriented Professionalism only have the
right to participate in election. Only they can hold the highest post for each department. Though all
of them having same quality of SWOP will compete amongst each other, they must have
difference in knowledge, in different field of work. So SWOP gives a whole formula to build an
election procedure.

THE SWOP ELECTION PROCEDURE:

1. Election type: presidential Democratic Election.
• Post Oriented Election.
• No Interim Election.
2. Technological Advancement of Election
• Advancing EBMs
• Digital Voting System. (Internet).
• Electronic Counting (Web 2.0 Server Technologies)
3. Number of time for Participation.
• Two times for Central Govt.
• Three Times for State Govt.
• Five Times in Local Municipal Election.
4. Proof of Eligibility to compete for relative posts.
• Each candidate for Central govt. election must have at list 10 years experience in related
field. With the SWOP quality in track record while working.
• Each candidate for State govt. election must have at list 5 years experience in related field.
With the SWOP quality in track record while working.
• Each candidate for Local govt. election must have at list 3 years experience in related field.
With the SWOP quality in track record while working.
• This eligibility will be proven through cross examining the documents available and
investigating their working life with SWOP in mind.
5. Eligibility Post wise.
• Prime Minister: The person competing for the post of Prime Minister must be a HR MBA
and must have 10 years at least after getting this Certification.
• Foreign Minister: The person competing for the post of Foreign Minister must be a
International Business/Public Relations (International) MBA or Human psychology
specialist and must have 10 years at least after getting this Certification.
• Other Ministers: Same for other ministries, each of them must have highest qualification in
their respective related area and must have 10 years at least after getting this Certification.
*If any body can not posses the highest qualification then each level of qualification will be compensated
by adding 2years more experience in their portfolio.
FORMATION OF GOVERNMENT:

1. Cabinet Formation:
• Each ministry will have same number of MPs under them as many states are their in
country including central territories.
• No of votes to each person will decide who will be member of cabinet for govt. .
• All of the other Members with 2nd Highest Vote getter for the post of ministries will sit in
opposition.
• All the cabinet members will have to leave all obligations behind whichever from the related
organisation behind to support him. And will be accountable only to Indian Citizens and
Law of INDIA. (As now Lokshabha Speakers do).

2. Defaulters.
• Member or ministers who are not able to keep their SWOP quality intact and found with
corruption or crime will be called defaulters.
• Levels of defaulting will when low, the post holder have to sit in opposition and next highest
vote getter from the same sit will be part of Govt.
• Increase in level of defaulting will lead to action of law.
3. Home and Defence Ministry.
• Home Ministry will now come under a committee of Judges of Supreme Court and
President of India.
• In states Judges will be replaced with High court judges and president with governors.

PRESIDENT’S ELECTION:
1. Election Procedure: Presidential Democratic.
2. To choose from : Since prescient will be head of all armed forces, he/she will be chosen from
ex-military servicemen/ because he/she will examine the bills passed from Lokshabha can be from
ex-Judge of supreme court.
3. Who will elect : All the employees of defence and law board will elect president of India.
4. If anytime war like situation comes: The above said committee will decide what to do.

Some Cause and Events

1. If somehow any minister or the prim-minister failed to hold their SWOP quality then
the 2nd highest vote getter will take the responsibility.
2. Same rule can be followed for precedent’s case also.
3. All other posts like MPs and MLAs will act like the same.
4. This process will run until 5 years for Parliament and 6years for Precedent.
5. The defaulter will not be able to stand for next election.
6. When their will be election for Parliament in country, the work of govt. will be
monitored by precedent’s committee exception of parliament representatives.
7. Election will be conducted under observation of Precedent.

Now you people think, how to establish it in reality. No body was able to find a way to see positive changes
in system. I am giving an option. After you get this option, you may also come out with many more options.
The establishment and transformation of words into work is the main thing, which can give relief. That will
not be ease. But thinking the task is impossible will not be the solution after all” impossible itself says I
am Possible.”
