INTRODUCTION
Federal Government Employees Housing Authority (erstwhile Foundation), an organization established in 1989 under
auspices of Ministry of Housing and Works, has been transformed into an authority through FGEHA Act 2020.
Mandate of FGEHA is to plan and develop housing schemes for serving and retired Federal Government Employees and other
speci ed groups.
Since inception, the authority has provided thousands of plots/housing units/apartments to all segments of Government
Servants in Islamabad, Karachi & Peshawar.
Section 3(4) of FGEHA Act, 2020 declares FGEHA as a local authority in speci ed areas with the responsibility of providing all
public services and facilities and grant all approvals for building plans, engineering designs, completion certi cates etc. The
speci ed areas include sectors G-12, G-13, G-14, G-15, F-12, F-14, F-15 and any other sectors/areas allocated by the Federal
Government or acquired by the authority for accomplishment of its mandate.
Sectors G-13 & G-14 are situated at the prime location in Islamabad close to new Islamabad airport, Peshawar Road, Rawalpindi
and proposed route of Rawalpindi/ Islamabad Ring Road; hence termed as the Gateway to Islamabad. The prime location of
these sectors enhances their value and signi cance from commercial perspective; as these sectors would be the new business
hub of the Capital. The fast pace of development and efficient provision of essential public services and facilities have made
these sectors the most sought after commercial hubs in the capital city.
FGEHA intends to auction a plot for petrol station which is situated in the Mauve area of sector G-14 on the main Sri-Nagar
Highway sector.

PREAMBLE
1. For the real estate developers living in Pakistan and abroad, Islamabad is one of the most inviting spots for investment.
There are numerous prospects for safe and secure investment in Commercial plots located in the sectors of G-13 & G-14
Islamabad reserved for various speci ed purposes.
2. A fast-track one-window facility is available to facilitate dues deposit, Possession Procedure, building Plan approval and
to address the related issues of the potential clients.
3. Plot reserved for petrol station located in Mauve area G-14, Islamabad is being offered for allotment on leasehold right
basis for a term of 33 years extendable for another two terms of 33 years each, on standard terms and conditions

Eligibility
1. The auction is open to all Pakistani nationals, whether residing in-land or abroad. Companies/ rms and societies
registered in Pakistan under the relevant laws can also participate in the auction. Foreign nationals and companies can
participate in the auction with the prior permission from the Ministry of Interior, Government of Pakistan.
2. Token money for the plot will be Rs. 10,000,000/- (Rs. Ten Million)
3. The person(s) participating in the auction are required to obtain tokens (Annexure-D) by providing Pay Order of 10 (ten)
million for the said plot from the Assistant Director (Revenue), present at the auction venue on the auction date, upon
ful lling the prescribed requirements as per Annexure-A and submitting the application at Annexure-B of this Brochure.
Tokens will also be available at the auction venue and can be purchased before the start of auction.
4. Token used in successful bids shall be adjusted in the rst installment and therefore cannot be used in subsequent bids.
All unsuccessful tokens will be refunded to the token holder.
5. If a person intends to participate in the auction on behalf of another person, company, rm or society, he/she will have to
submit a special power of attorney at the time of purchase of token, as per specimen at Annexure-C or a sealed
(embossed) resolution or authorization from the company, rm or society authorizing him/her to participate in the
auction on its behalf along with a copy of certi cate of incorporation or registration from SECP.

SCOPE
1. Site / location of the plot shall not be changed on any ground whatsoever at any stage. The bidder shall be bound to
satisfy himself about the location, ground position and surroundings of the plot and no claim at a subsequent stage
shall be entertained in this regard as the plots are auctioned on “AS IS WHERE IS ” basis. Moreover, the payment of
premium of the plot is neither subject to infrastructure development nor subject to delivery of possession because the
successful bidder shall have no claim in relation to the plot till the payment of 100% premium and Government taxes.
2. The premium will be charged according to actual size of the plot as determined at the time of handing over of
possession. In case of the substantial variation in the size of the plot, the successful bidder will, however, have the
option to retain or surrender the plot and claim refund of the amount without any deduction / markup or compensation
under special circumstances within 30 days. After 30 days, usual deduction @ 10% of total premium of the plot shall be
forfeited.
3. The Auction Committee reserves the right to withdraw the plot from the auction without assigning any reason
thereof.
4. The Auction Committee also reserves the right to reject any bid without assigning any reason thereof.
5. The Auction Committee/FGEHA management reserves the right to disqualify any bidder after announcement and
proper recording of the proceedings.
6. Auction results shall not be nal unless approved by the Executive Board of Federal Government Employees Housing
Authority and the highest bid at auction shall not per se accrue any right in favour of the bidder. The approval of the
bid would be further subject to payment of applicable taxes, duties or surcharge by the bidder that are levied on such
auction under the prevalent law and non-payment of such taxes / duties or surcharges, etc., within the speci ed period
shall result in cancellation of the accepted bid.
7. The Executive Board will decide acceptance or rejection of the bid and in case of rejection FGEHA shall refund the
token within 15 days (excluding holidays) after the decision of the Board.

MODE OF AUCTION
1. The Auction shall be conducted through open bidding. The bid will be offered in terms of rupees per square yard, which
will form basis to calculate total premium of the plot /site. Each bid will be raised by bidders by multiples of Rs. 3,000/- per
sq. yard. The bid start price will be informed for the plot at the time of auction.
2. The bid will be expressed loudly/ openly with show of token number.
3. Provisional acceptance of the bid shall be issued in the name of person(s) in whose name token was issued.
4. Pay order deposited in advance by the participants will be released after the auction dates to unsuccessful bidder(s) from
the DDO Finance wing, FGEHA, G-10/4, Islamabad.
5. The Authority reserves the right to alter / amend the order for auction of plots.

DISCOUNT & OTHER BENEFITS
1. 10% Discount on lump sum full payment with in 30 calendar days of bid acceptance.
2. Approval of building plans will be granted after payment of 1st Installment in due time.
3. FGEHA shall grant approval of plan, design, engineering design, completion etc. on fast
track basis.

MODE OF PAYMENT
1. Consequent upon Executive Board's decision to be communicated through “Provisional Bid Acceptance Letter”
(Annexure-F), the successful bidder shall deposit 25% of the total amount of premium after adjusting the token money
along-with proof of payment of applicable taxes (on the total amount of bid) within thirty (30) calendar days. Upon expiry
of this period, the bid offer shall stand automatically cancelled and the token money shall be forfeited. However,
intimation to this effect will be made to the bidder through an official letter.
2. Remaining 75% of the premium shall be payable in three quarterly installments as given below:-
I. 1st Installment (25% of the premium) within four months after submission of initial 25% premium;
II. 2nd installment (25% of the premium) within eight months after submission of initial 25% premium;
III. 3rd installment (25% of the premium) within twelve months after submission of initial 25% premium;
Note:
Hence, the total time limit for submission of 100 % payment would be 13 months from the issuance of provisional bid
acceptance letter. In case of failure to pay the due installment and /or applicable taxes within the given time period, the
acceptance of bid shall stand withdrawn and 10% of the total premium shall be forfeited. However, intimation to this
effect will be made to the bidder through an official letter.
3. After acceptance of the bid, the allottee shall submit an undertaking on judicial stamp paper of Rs. 100/-. (Specimen
available at Annexure-E).
4. On receipt of full amount of premium and all applicable taxes etc. within the speci ed time, the allotment letter will be
issued as per Annexure-G containing detailed terms and conditions of allotment. Upon issuance of allotment letter, the
allottee will be required to take over possession of the plot within 30 days, failing which the possession shall be deemed
to have been taken over by him.
5. In addition to the premium, Annual Ground Rent (AGR) shall be payable without demand, in advance, in the rst month of
every year, at the prescribed rate. The rate of AGR in respect of all the plots shall be increased by 15% after every three
years or as determined by the FGEHA Board from time to time.
6. All payments shall be made through Bank Drafts / Pay Orders / Deposits-at-Call in favour of “FGE Housing Authority,
Islamabad”. Bank charges on transactions of out-station bank drafts will be borne by the bidder / allottee.
7. Allottee(s) are liable to pay all taxes like Advance Tax, CVT and/or others as may be applicable and thereafter submit proof
to the Authority within the prescribed time alongwith premium, failing which acceptance of bid letter shall be
withdrawn.

Other Conditions
1. Subject to payment of full premium and other dues, the leasehold rights in the plots are transferable on payment of
“Transfer Fee” as xed by the Authority from time to time.
2. Non-conforming use of the site or building shall render the defaulter liable to pay such penalties as are prescribed in the
prevalent laws, rules and regulations, and may also result in cancellation of the allotment as well.
3. FGEHA shall not be responsible for any loss / damages to the allottees in case any unauthorized service line is laid by any
agency other than FGEHA.
4. In the event of cancellation or surrender of the plot for whatever reason, the deposited amount of premium shall be
refunded after forfeiture of 10% of the total premium of the plot.
5. The decision of Authority shall be nal regarding: auction, acceptance or rejection of bid, forfeiture of token money, 10%
of total premium deduction or any other matter in relation to auction / allotment of plots etc.
6. The correspondence shall be at the address indicated by the bidder / attorney and it will be his/her responsibility to
communicate any change in address to the Authority. If the successful bidder does not receive any intimation from the
Authority within 15 days, he himself shall have to contact the Authority to inquire about the status of his/her bid.
7. The bidder will be deemed to have read and accepted the terms and conditions enumerated in this brochure and the
Annexures and would be bound by these conditions.

I Shall deposit amount with the authorized branches of the Banks, duties and/or
charges, if any, levied and payable on such transactions and submit receipts to the
FGEHA within I year in case of commercial plot. In case of non-payment of the bid
and taxes, etc., within time period after acceptance of the Bid, the acceptance of the
bid will stand withdrawn and 10% of the total bid of the plot / apartment shall stand
forfeited.
Any representation against any decision of FGEHA exclusively shall lie with the
Executive Board of FGEHA. I shall not call in question any of the decisions of
FGEHA in any other forum without prior representation before Executive Board.
Failure to honor the solemn undertaking may entail forfeiture of all dues paid to the
FGEHA and cancellation of plot forthwith.

2. In pursuance of the decision of the Executive Board of FGEHA taken in its


meeting held on you are hereby informed that your bid has been accepted.
You are, therefore, advised to the balance amount of the bid alongwith advance tax and
Capital value tax at proscribed rates and as per schedule of payment attached herewith.

3. In case of non-payment of balance amount within stipulated period, the


acceptance of the bid shall stand automatically withdrawn and 10% of the total bid price of
the plot shall be forfeited. Only on the receipt of full amount of bid and taxes within the
specified time, the allotment letter will be issued containing detailed terms and conditions of
allotment as given in the brochure.

4. All payments shall be made through Bank Drafts / Pay Orders in favour of Federal
Government Employees Housing Authority, Bank charges on transactions of outstanding
drafts will be borne by the allottee.

5. This is only provisional acceptance of bid and does not entitled you to any
proprietary rights and deposited amounts can be forfeited on default of any scheduled
payments or in case of any concealment of facts.

Dear Sir
Dear Sir / Madam / M/s

I am to inform you that since you have paid the total bid and have also deposited the
advance tax, the FGEHA has been pleased to allot you plot No. Mauve Area G-14,
Islamabad measuring sq. yards, more or less, subject to actual measurement at the time of
handing over its possession on the following terms and condition, namely:-
1. The plot will be leased for a period of 33 years extendable for another two terms of 33
years each, on standard terms and conditions applicable at the time of each renewal of lease.
2. The plot is meant for construction of ...........building in conformity with the planning
parameters given at pagc............ in the brochure to construct maximum two Storey Tuck
Shop / Snack & Coffee Shop, Tyre Shop / Service Station
3. Possession of the plot will be taken by you within 30 days of receipt of this letter i.e.
by................... failing which the possession will be deemed to have been taken over by you.
4. The actual amount payable by you on account of bid of the plot shall be determined on demarcation and actual
measurement of the plot by the FGEHA's Surveyor at the time of handing over possession.
5. If at the time of handing over possession, the plot is found to measure more or less than the area advertised, adjustment
would be made; however, the rate of bid, per sqyd, will remain unchanged.
6. In addition to the bid, Annual Ground Rent at the prescribed rates will be charged from the date of possession, or
assumed possession, payable in the rst week of every year in advance (whether formally demanded or not). The rate of
AGR shall be increased by 15% after every three years or as prescribed.
7. Water charges for construction purpose (upto the date of completion or assumed date of completion) will be charged at
the prescribed rate
8. Within one month from the date of possession or assumed date of possession, the FGEHA will, if so desired by you,
execute an agreement to lease out the plot in question in your favour and get the same registered at your cost.
9. Charges on delayed payment would be levied at the prescribed rates on all types of delayed payments.
10. No additional charges or compensation shall be payable by the FGEHA on any amount that would have remained with it.
11. All payments shall be made through Bank Drafts/ Pay Orders in favour of the FGEHA.
12. If for any reason where there is no fault of FGEHA, you decide to surrender the plot, the FGEHA shall accept such surrender
by forfeiting 10% of the total bid of the plot.
13. Within six months from the date of possession or proposed date of possession you shall start construction in accordance
with the plans / drawings of the proposed building, approved by the FGEHA; and complete the construction in all
respects, within a period of 3 years from the date of this letter, t for occupation and use in substantial workman-like
manner with good and sound material of the respective kinds, strictly in accordance with the provisions of relevant
Islamabad Building and Zoning regulations, standards and instructions as may be in force during the course of
construction. Failure to complete the functioning of the building within the stipulated time may render allotment liable
to be cancelled, in which event 10% of the total bid of the plot shall be forfeited in favour of the FGEHA. No compensation
etc. shall be paid for the structure thereon.
Provided that the Executive Board may for good and sufficient cause to be shown in writing allow you extension in the
construction period by imposing extension surcharge at the rate as may be xed by the FGEHA from time to time. No
application for extension of construction period shall be entertained unless the same is submitted at least six months
before the expiry of the period.

14. If for any reason FGEHA fails to hand over possession of the plot to you within three months after full payment of the price,
you will have the option to apply for surrender of the plot and claim refund of the paid amount without any deduction.
15. You shall permit and afford reasonable facility, at all reasonable time, to any officer of the FGEHA authorized in this behalf
to inspect plot and any building thereon at all stages.
16. If it is found at any time that the lease has been secured by you by giving false information to FGEHA, the allotment will be
withdrawn and the bid paid and structure raised thereon will be forfeited by the FGEHA and you will be liable to make
good any loss that may be sustained by the FGEHA on resale of the plot.
17. You shall make sure, before using or renting out the building/plot, that it is not used for any purpose other than the one
speci ed. Failure, on your part, will lead to cancellation of allotment.
18. In case of default/non-conforming use, the allotment/lease will be withdrawn and structure, if any on the plot, will be
con scated and no compensation will be paid.
19. In case of cancellation of allotment / lease, you may le an appeal before the Executive Board of the FGEHA within a
period of three months. In case of restoration of canceled plot for non-payments of FGEHA's dues, or for any other reason,
you will have to pay not only the outstanding dues, if any, but also the delayed payment charges (KIBOR plus two%)
thereon; and also the prescribed restoration fee within 30 days.
20. Transfer of plot will be subject to the policy of the FGEHA prevailing at the time of making request for transfer.
21. You shall not without the prior permission in writing of the FGEHA divide the plot or building or change its dimensions in
any manner whatsoever, nor shall you part with the possession of or let out the plot or any part thereof without the
authority's permission.
22. You shall intimate to the FGEHA any change in your address failing which any communication meant for you will be sent
at the last address available with the FGEHA. Under normal circumstances, a letter posted shall be deemed to have been
delivered at the address outside Islamabad in one-week time and in Islamabad within four days of the date of posting.
23. If in the opinion of the FGEHA, whose decision in this behalf shall be nal, topography of the plot so requires, the FGEHA
shall, at the time hereafter, have the right of passage and running of water and soil from the adjoining and neighboring
land and building, now or hereafter created thereon, through sewerage / drainage pipes and channels or any of them for
the purpose of exercising the said right of running of water and soil but without making any allowance or paying any
compensation to you for the exercise of such rights.

24. You shall comply with and abide by the rules, regulations, bye-laws, orders and directions that may be issued or given by
the FGEHA.
25. You shall be responsible to obtain requisite NOCs, from all relevant Government departments, necessary for building
&operating petrol stations.
26. You shall be responsible to ensure 100 percent compliance of all laws, rules /regulations and mandatory SOPs issued by the
Govt. departments, for safety and other purposes, applicable to petrol stations.
27. Failure to make full compliance of the above two conditions may render you liable to action by FGEHA which may include
cancellation of the allotment.
28. You shall not tap or use underground water except to the extent and in the manner as may, in writing, be permitted by the
FGEHA.
28. From the date you take over or deemed to have taken over possession of the plot, you shall pay all taxes, rates, and
royalties, if any, land revenue, assessment, duties, charges (including betterment and maintenance charges) and
impositions whatsoever, which are now chargeable or may hereafter be charged or imposed upon or be payable in
respect of the plot or site, any structure thereon or anything fastened thereto under any law, or order for the time being in
force.
29. The municipal services, such as water connectionetc, will be disconnected by the FGEHA in case you fail to pay property
tax and other dues of the FGEHA within the prescribed period.
30. In case of breach of anyone or more of the above-cited conditions and non-observance of the above-mentioned
obligations, the allotment will be liable to be withdrawn/cancelled after deducting 10% of the total bid of the plot.
31. Time will be the essence of contract in these terms and conditions.
32. These conditions are in addition to the provisions of law, rules and regulations, etc. of any competent authority that may
be applicable to the allotment of the subject plot and its subsequent use.
