DEVELOPMENT OF INCOME TAX IN INDIA AND
THE UNITED STATES (FROM 1860 TO 2024).
Prof. Archie Parnell is an American Attorney. He has previously worked
with the U.S. Department of Justice (Tax Division) and the U.S. House
of Representatives (Ways and Means Committee). Thereafter, he
worked with Exxon Corporation with its European and Asia-Pacific tax
departments, and also headed the latter. He subsequently joined
Goldman Sachs, where he headed its tax function in Asia and
eventually became its Global Head of Tax Policy. He has previously
been Chair of the American Chamber's Tax Committee as well as the
Capital Markets Tax Committee of Asia. He has been a member of the
Board of Review (Tax Appeals) in Hong Kong and OECD's Business and
SPEAKER Investment Advisory Committee, wherein he also served as Vice Chair.
PROF. ARCHIE PARNELL He taught international tax law at the University of South Carolina and
has regularly spoken at several conferences. He spoke at the Hong
Distinguished Visiting Faculty of Law Kong Branch meeting of the International Fiscal Association (IFA) on
Jindal Global Law School. the History of International Taxation in the U.S.
