WHEREAS, cultural property is the product of the different traditions and of the spiritual
achievements of the past and thus is an essential element in the personality of the people of the
‘community;
WHEREAS, it is indispensable to preserve it 3s much as possible, according to its
historical and artistic importance, so that the significance and message of the cultural property
becomes a part of the spirit of people from where they gain consciousness of their own sense of
identity;
WHEREAS, it is the duty of the government to ensure the protection and the
preservation ofthe cultural heritage endangered by public and private works;
NOW THEREFORE, upon motion of Hon. Belinda N. Rodriguez seconded by Hon.
Romeo P. Alarde, be it,
RESOLVED, as it is hereby resolved, to enact the following:

AN ORDINANCE DECLARING THE BOGO PUBLIC PLAZA AND ITS SURROUNDING
ENVIRONS AS HERITAGE SITES

Be it ordained by the Sangguniang Panlungsod of the City of Bogo in session assembled that:

‘Section 2. Definition of Terms. As used in this ordinance the following terms shall
mean:
2.1 Heritage square- _covers the stretch along A. Pedroza Street turning right
to Sor Dorotea Rubio Street, turning right to J. Almirante St, turing right to V. Dela Vita Street,
{tuming left to San Vicente Street, turning right to R, Ferman St. unti it intersects with A. Pedroza

‘Section 3. Declaration. The Heritage Square and its surrounding environs as defined
herein are hereby declared as heritage sites and structures of the City of Bogo.
Section 4. Historical Significance. The Heritage Square is the oldest settled
institutional-residential neighborhoods in the early 1900s. It illustrates the lifestyle of the period.
Large homes are architecturally fashionable as they are comfortably useful. Among the old
‘ancestral residences of notable Bogohanons from the families of Femans, Martinezes, Verallos
‘and Pedranos are well preserved through time.
‘The Bogo Public Plaza, seated at the heart of the Heritage Square Plaza, is the site of
the first and only parochial church in Bogo until the fires of World War II razed the edifice into
ashes. The church was re-built in Bungtod when the fot in the Plaza was taken back by the
government in view of the principle of separation of church and state,
Likewise, the plaza is home to Bogo's Open-air Museum which showcases the early
agricultural industry of the town.
San Vicente Street, where the Old Municipal Building is situated, is the oldest street in
Bogo. it is the assembly place of Bogohanons joyously waiting for the coming of Victoriano
Dela Vira on the night of May 26, 1898 from his appointment in Cebu as the first Mayor of Bogo.
He was met triumphantly with the image of the patron saint, San Vicente Ferrer, revered in
procession until the break of dawn on May 27, 1898. The history is commemorated every year
thereafter as the Town's Fiesta. Since then, Bogo celebrates two fiestas, one historic and one
religious falling on the Feast of St. Vincent Ferrer on the 5” of April.
‘The Old Municipal Building is the residential domicile of Don Gregorio Sanchez who
donated his property to become the seat of government when Bogo gained independence from
Bantayan Island in 1900,
Built in early 1930s, the Northern Cebu Institute, now Northern Cebu Colleges, is the
first and only private high school in the northern part of Cebu. In the earlier part of 1942 there
Used to stand a garrison during the Japanese occupation.
‘The Flash Elorde Stadium which was then the stage for cultural events and at the same
time an arena for sporting events and various communal activities, now cited as Gabriel “Flash”
Elorde Community Stage stands beside the Bogo Public Library and Museum, now an imposing
structure within the Bogo Public Plaza.
Section 5. Preservation and Management. The Heritage Square and such other
sites and structures deciared as such by the City of Bogo shall be preserved and managed in a
manner provided in an ordinance for the purpose.
Section 6. Effectivity. This ordinance shall take effect immediately upon approval.
