AN ORDER REORGANIZING THE MUNICIPAL COMMITTEE ON ANTI-

TRAFFICKING – VIOLNCE AGAINST WOMEN AND THEIR CHILDREN (MCAT-
VAWC) COMMITTEE OF THE MUNICIPALITY OF MAPUN AND ESTABLISHING
OTHER INSTITUTIONS PERTAINING THERETO;

WHEREAS, Section I, Article XIII of the 1987 Constitution provides that the Local
Government Units shall, within the jurisdiction, give the highest priority to the enactment of
measures that protect and enhance the rights of all people to human dignity among others;

WHEREAS, in response to the above-cited constitutional provision, the enactment of Republic

Act 9262 otherwise known as “Anti-Violence against Women and their Children” and Republic
Act 9208 also known as “Anti-Trafficking in Person Act” were done primarily to promote
human dignity, protect the people, particularly the women and their children, from violence and
exploitation, eliminate trafficking in persons, mitigate pressures for involuntary migrations and
servitude of persons, and protection of women and their children from violence or threats to their
safety and security;

WHEREAS, the Inter-Agency Council (IAC) for Trafficking and Violence against Women and
their Children were created at the National Level to address human trafficking and VAWC, and
also, to serve as coordinating and monitoring bodies on Anti-VAWC and Traffic initiatives;

WHEREAS, there is a need to establish functional parallel structure and system at the Local
Level in order to monitor and oversee the implementation of provisions of RA 9262, RA 9208
and other related laws and policies;

WHEREAS, the Department of Interior and Local Government (DILG), Department of Social
Welfare and Development (DSWD), Department of Justice (DOJ) have issued Joint
Memorandum Circular No. 2010-01 directing all Local Government Units and other entities
concerned to create Local Committee on Anti-Trafficking and Violence against Women and their
Children (LCAT-VAWC) to take the lead in the implementation of the program;

NOW, THEREFORE, I, HON. SURAIDA F. MUKSIN, Municipal Mayor of Mapun,

Province of Tawi-Tawi do hereby ordain the reorganization of the Municipal Committee on
Anti-Trafficking – Violence against Women and their Children (MCAT-VAWC) identifies as
follows;

Section 1 – Composition – The Municipal Peace and Order Council of Mapun, Tawi-Tawi shall
be composed of the following;

Section 2 – Duties and Responsibilities – The Municipal Committee on Anti-Trafficking –

Violence against Women and their Children (MCAT-VAWC);

a) Institute Policies and programs to protect women and children who are victims of
trafficking and violence (formulate local ordinances and resolutions);
b) Create and establish systems on surveillance, investigation, and rescue to ensure effective
and efficient coordination;
c) Undertake information education, and advocacy campaign against trafficking in person
and violence against women and children;
d) Monitor and oversee the strict implementation of RA 9262, RA 920, and other related
laws for the protection of women and children, and of the Local Committee on Anti-
Trafficking and Violence against Women and their Children (LCAT-VAWC) national
plan of action, and;
e) Implement the programs and activities as stated in the national plan of action.

Section 3 – MCAT-VAWC Secretariat – there is hereby created an MCAT-VAWC Secretariat to

be composed of the following;

Section 4 – Roles and Functions of the Secretariats – The MCAT-VAWC Secretariat shall
regularly perform the following roles and functions;

a. Assist the Chairman in the conduct of the MCAT-VAWC Meeting;

b. Provide technical assistance in the performance of the administrative and technical task of
the MCAT-VAWC;
c. Recommends and prepare MCAT-VAWC Meeting agenda and other similar documents
needed in the conduct of the MCAT-VAWC meeting;
d. Prepare resolutions and minutes of the meeting of the council;
e. Prepare, Monitor and submit Semestral MCAT-VAWC Accomplishments to the National
Committee on Anti-Trafficking – Violence against Women and their Children (NCAT-
VAWC) Plan of Action through PCAT-VAWC;
 f. Prepare, Monitor and submit Quarterly MCAT-VAWC Accomplishments to the National
Committee on Anti-Trafficking – Violence against Women and their Children (NCAT-
VAWC) Plan of Action through PCAT-VAWC;
g. Provide technical support or assistance to activities related to Municipal Committee on
Anti-Trafficking – Violence against Women and their Children (MCAT-VAWC)
situation in the Municipality;
h. Perform other functions as may be assigned by the council.

Section 5 – Institutional Arrangement and Coordinating Procedures – The IACP for MCAT-
VAWC shall be guided by the Section 4 of the DILG-DSWD-DOJ Joint Memorandum Circular
No. 2010-1 dated 18 October 2010, which provides creation of Municipal Committee on Anti-
Trafficking and Violence against Women and their Children (MCAT-VAWC);

Section 6 – Effectivity – This Executive Order shall take effect immediately.
