Republic ofthe Philippines Department of Health OFFICE OF THE SECRETARY CY 2023 Measles - Rubella & Oral Polio Vaccines Supplemental Immunization Activity 24 April 2023 ADVISORY No. 8 ing of the CY 2023 Supplemental Immunization Activity (SIA) through the Synchronized Electronic Immunization Repository (SEIR) This advisory is being issued to guide the encoding of data using SEIR during the MR OPV SIA on May 1-31, 2023. ALL holders of vaccination accounts are expected to encode vaccination data guided by the following: General SEIR Guidelines: 1. All users shall use the live SEIR website (htips:/seir.doh.yov.ph) during the SIA campaign, a. The training sites _—_huips:/hutps://uhmistrn2,doh.gov.ph/seir/ and hhttpsu/seir-training doh.gov.ph) will be inaccessible starting April 25, 2023, 8:00 AM. b. Data from the simultaneous encoding days will be completely wiped from the system on April 28, 2023, 5:00 PM. 2. Regional data managers shall ensure that all Municipal Health Offices (MHO) and City Health Offices (CHO) have active SEIR accounts. 3. MHOs and CHOs shall ensure that all vaccination teams have vaccinator accounts, Please note that vaccinator accounts are automatically activated once created. 4, Holders of vaccinator accounts that will use ODK (android only) are linked to their SEIR accounts via the provided QR code or through the manual setup identified in the SEIR portal. Instructions on the resetting of ODK accounts are detailed in the next section. SEIR ODK Re-Setup Guidelines: For LGUs and users that selected ODK as their method of submission Please follow the following steps prior to the actual conduct of the Supplemental Immunization Activity on May 2, 2023: 1. Delete all previously downloaded ODK applications which are installed in the mobile devices (android only) that will be used for the SIA 2. Redownload the ODK in the google play store. 3. Open your vaccinator profile account and scan the QR Code to syne your ODK to that account. (Please see SEIR User Guide) 4, Download the MR-bOPV form afier successful syncing. Alll required fields shall be filled out when using any of the encoding methods available in SEIR (ODK, Linelist upload, SEIR Interface) 2. Encoding of dates shall be accomplished taking note of the following: a. The date of vaccination/administration must reflect the actual date when the child received the vaccine/supplement and NOT the date of encoding. b. The date of deferral must reflect the actual date when the child was deferred in receiving the vaccine/supplement and NOT the date of encoding. ¢. Due to the early release of Advisory 1, containing the Open Data Kit Encoding Form, the additional reasons for deferral and refusal were not included in the printed forms. The final reasons for deferral and refusal are included in Annex A. Vaccinators must WRITE DOWN the reason on the form in case these are not included in the printed form, for the reference of the encoders. These final reasons for deferral and refusal are already reflected in all SEIR encoding platforms 4. The date of next visit (in case of a deferral) shall reflect the estimated date when the child will be visited for vaccination. It must not be limited to 7 days from the date of deferral. Further guidelines are enumerated under each particular vaccine/supplement. e. The date of refusal must reflect the actual date when the child’s parents/guardians refused the vaccine/supplement and NOT the date of encoding. 3. For LGUs that conducted vaccinations during your respective SIA Launch prior to May 1, 2023, ensure that the date of vaccination/deferral/refusal reflects the actual date. These must ONLY BE SUBMITTED on May 1, 2023, and will be reflected for the accomplishment on May 1, 2023 Bivalent Oral Polio Vaccine (bOPV) Guidelines: 1. For LGUs identified as priority areas to provide bOPV SIA dose, encode bOPV vaccination data under the bOPV section (ODK, SEIR Interface), or select bOPV for the linelist. 2. For non-priority LGUs using ODK and SEIR Interface, encode bOPV vaccination data under the bOPV section (ODK, SEIR Interface) a. Reason for Deferral must be: Vaccine not available on-site (ODK, SEIR Interface) b. The date of next visit must be the same as the date of deferral, for the data ‘management to completely identify that these sites are non-priority sites for bOPV. 3. For non-priority LGUs using linelist upload, bOPV vaccination data can be excluded from the linelist. Measles Rubella Vaccine (MR) Guidelines: 1. For children eligible to receive the MR Vaccine, encode MR vaccination data under the MR section (ODK, SEIR Interface), or select MR for the linclist 2. For children that are ineligible to receive the MR Vaccine, select the action: DEFER. a. A child will be deemed ineligible to receive the MR vaccine if the child is less than.9 months of age. b, Reason for Deferral should be: Child not eligible to receive the vaccine/supplement (ODK, SEIR Interface) OR Child not eligible to receive the vaccine/supplement_12 (Linelist template) ¢. The vaccinator should identify the date when the child will be eligible for the MR vaccination, (ie., if the child’s birthdate is April 1, 2023, date of next visit should be on December 1, 2023) and encode the date of next visit accordingly. Vitamin A Supplement Guidelines: 1. For children eligible (6-59 months old) to receive the Vitamin A supplement, encode Vitamin A supplement administration under the Vitamin A section (ODK, SEIR Interface), or select Vitamin A for the linelist 2. For children that are ineligible to receive the Vitamin A supplement, select the action: DEFER. a. Incligibility must be due to the following: i. Child is less than 6 months of age b. Reason for Deferral must be: Child not eligible to receive the vaccine/supplement (ODK, SEIR Interface) OR Child not eligible to receive the vaccine/supplement_12 (Linelist template) c. The date of next visit shall be the same as the date of deferral, for the data management to completely identify that these children are not eligible for Vitamin A supplement. Post- Encoding 1, Identify the problems/ glitches encountered during the encoding proper 2. Report the problems/glitches encountered to the corresponding regional support teams through the following channels: a. SEIR support ticket (htips://seir doh. gov.ph/contactus) b, Email to seir@doh,gov.ph using the prescribed email template (Annex B) c. Designated viber groups (SEIR VG with CHDs) SEIR Regional Support Counterparts Composed of National Immunization Program (NIPs), Regional Epidemiological Surveillance Units (RESUs) and Information Communications Technology Units (ICTUs) 1. Coordinate with the Regional Support Workstream and consultants in implementing the capacity buildings activities and trainings; 2. Receive necessary SEIR training from resource persons outside the DOH and liaise the provision of other trainings needed by the LGUs through counterparts with other agencies; 3. Ensure completeness of submission of the validated data within the different LGUs through monitoring metrics of the Field Implementation Coordination Team; 4. Conduct groundwork monitoring for their respective region, record results in the monitoring metrics developed by the Regional Support Workstream; and 5. Attend to concems and provide clarifications of the FICT on data submissions and actively participate in data reconciliation meetings; 6. Establish Operational Centers and dedicate personnel to serve as the front line contact/focals and SEIR level 0 support of the LGUs, Rural Health Units; and other identified reporting units that shall receive and resolve issues pertaining to Accounts. Endorse/escalate unresolved issues to the Level support following the SEIR Levels of Support and SEIR Escalation Matrix in Annex C and D. For any concerns or issues related to this advisory, you may coordinate with the Epidemiology Bureau (EB) and Knowledge Management Information Technology Service (KMITS) through the channels identified above.
