CHAPTER I

Introduction

In today’s educational setting, the significance of efficient Student Government

Management Information Systems (SGMIS) is essential for promoting transparency

and streamlining governance processes within schools. Student government

operations frequently face difficulty in manual attendance monitoring, unclear budget

oversight, and burdensome paperwork for documentation and reporting. This capstone

project aims to tackle these challenges by developing a Student Government

Management Information System with contemporary technological solutions.

The system will automate attendance tracking, simplify budget management,

and digitize reporting procedures, making governance more transparent and efficient.

With the implementation of this system, schools can expect to see enhanced

accountability in budget allocation, and a reduction in administrative burdens

associated with manual processes. This capstone project is dedicated to creating a

Student Government Management Information System that make use of modern

technological solutions. By automating tasks and improving accessibility to information,

the proposed system aims to enhance the efficiency and transparency of student

government operations.

1.1 Background of the Study

1.2 Objectives of the Study

The purpose of this study was to develop a Student Government Management

Information System.

Specifically, this study aimed to:

1. Design and develop a Student Government Management Information System the

following technical features:

a. Attendance monitoring through geo-fencing technology;

b. transparency of budget;

c. storage and liquidation reports and receipt; and

d. reminders of memorandum

2. Testing the functionality of the aforementioned features.

3. Test the usability of the system in terms of:

a. system usefulness;

b. information quality;

c. interface quality; and

d. overall usability.

4. Develop the user’s manual of the system.

1.3 Scope and Limitation

The focus of this study is to develop a Student Government Management

Information System at CHMSU-Talisay. The proposed system aims to address

challenges in student government operations by automating attendance tracking,

simplifying budget management, and digitizing reporting procedures. Specifically, it will

include features such as geo-fencing technology for attendance monitoring,

transparent budget management, storage of liquidation reports and receipts, as well as

reminders of memorandum. The outcomes of this project are expected to benefit the

Federation of University Student Government (FUSG), CHMSU University Student

Government (C-USG Talisay), and Accelerated Clubs and Organizations by enhancing

transparency, accountability, and efficiency within student governance processes.

1.4 Significance of the Study

The study will be beneficial to the following:

Federation of University Student Government (FUSG). The result of this study is

beneficial to CHMSU in terms of enhancing transparency and accountability within the

student government, fostering trust and collaboration among members, and ultimately

improving the overall effectiveness of student governance.

CHMSU University Student Government (C-USG Talisay). The result of this study is

beneficial to CHMSU in terms of simplifying administrative processes With improved

access to budget information, attendance records, and reminders, C-USG Talisay can

effectively engage with students, address their concerns, and promote a more

inclusive and participatory campus environment.

Accelerated Clubs and Organizations. The result of this study is beneficial to

CHMSU in terms of facilitating better communication and coordination between student

organizations and the university administration. With features like budget transparency

and storage of liquidation reports, these groups can operate more efficiently, allocate

resources effectively
1.5 Definition of Terms

The researchers defined the following terms operationally for better

understanding of the study.

Accurate Attendance Monitoring. In this study, this term refers to the precise tracking

and recording of student attendance using Geo-fencing technology. It ensures that

attendance records are reliable and comprehensive, enabling efficient management of

student participation in various activities and events.

Transparency of Budget. In this study, this term refers to clear visibility and

accessibility of financial allocations and expenditures. It ensures that all stakeholders

have insight into how funds are allocated and utilized within the student government

organization. This feature enhances the efficiency and effectiveness of financial

management within the student government organization.

Storage of Liquidation Reports and Receipts. In this study, this term refers to the

organized retention of documentation related to financial transactions. It involves

securely storing records such as liquidation reports and receipts, ensuring their

accessibility for reference purposes.

Reminder of Memorandum. In this study, this term refers to the timely notifications and

reminders regarding important memos. It ensures that students stay informed about

important announcements.
