REORGANIZATION OF THE BARANGAY COUNCIL FOR THE PROTECTION OF CHILDREN


(BCPC)

WHEREAS, Article 86-87 of PD 603, otherwise known as the child and Youth
Welfare code and DILG MC 2021-039 mandates the organization of the Barangay
Council for the Protection of Children;

WHEREAS, its objective is to formulate plans and implement programs,


development and services for children and youth;

WHEREAS, the Council shall serve as a mechanism for child protection,


development and participation and serve as an institution in the implementation and
monitoring of projects;

NOW THEREFORE, I _______________________________, Punong Barangay of

in me by law, do hereby order;

Section 1. Reorganization and Composition of the Barangay Council for the


Protection of Children. Pursuant to PD 603 and DILG MC 2021-039, there is hereby
reorganized a “Barangay Council for the Protection of Children” to be composed of the

Section 2. Duties and Functions of the Barangay Council for the Protection of
Children, the BCPC shall have the following duties and responsibilities:

1. Establish and maintain an updated and disaggregated database on


children within the barangay;
2. Prepare an Annual Work and Financial Plan and Barangay Executive Order
creating Barangay Council for Protection of Children;
3. Make recommendations to the barangay on policies and PPAs relative to
the promotion of the rights and welfare of children for inclusion in the
comprehensive and annual development plan of the Barangay;
4. Perform functions related to its mandate as provided by national laws and
policies concerning the protection, intervention, assistance, and other
interference necessary to promote the rights and needs of children-in-
conflict with the law, children-at-risk, and children in need of special
protection;
5. Document the barangay’s PPAs and accomplishments on children;
6. Coordinate its efforts with the concerned barangay officials as well as the
higher level LGU exercising jurisdiction over it;
7. Conduct of advocacy activities on the promotion and protection of the
rights and welfare of children including the development of information,
education and advocacy materials; and
8. Organize the necessary documents needed by concerned IMTF.

Section 3. BCPC Secretariat. Barangay Secretary shall serve as the BCPC Secretariat.

Section 4. BCPC Secretariat’s Functions. BCPC Secretariat shall perform following


functions;
1. Coordinate with BCPC members;
2. Prepare agenda for the BCPC;
3. Prepare minutes of the BCPC meeting;
4. Follow-through action points and agreements from BCPC meetings;
5. Consolidate AWFP of various members related to BCPC plans;
6. Maintain and update relevant data / information / documents of the
council;
7. Prepare accomplishment report of the BCPC; and
8. Monitor services and programs related to BCPC.

Section 5. Meetings. The BCPC shall meet at every quarter or as the need arises.

Section 6. This Order shall take effect immediately.
