NHAI largely depends on services of consultancy firms for preparation of Feasibility Reports/ Detailed Project Reports so as to form the basis of works contract. Hence, it is inevitable to ensure that all the aspects of the Project Highway are correctly covered in the DPR as poor planning at DPR stage often leads to time & cost overruns. & While the focus is on reducing cost of construction by bringing in efficiency without compromising on the quality, negligence during the pre-construction/ DPR stage may affect the national exchequer adversely in terms of Change of Scopes/ Variations which are mostly identified during the project execution. 3. Despite the explicit guidelines & contractual provisions in place, several deficiencies have been observed in the services of consultancy firms which includes, but not limited to, the following: i) Poor physical survey of proposed/ existing ROW (ii) Deficiencies in land acquisition in terms of missing/ extra plots (iti) Exclusion of various assets of proposed land to be acquired (iv) Incorrect assessment of forest land & trees resulting into delay in obtaining their clearances (v) Lack of public consultation with local residents/ authorities (vi) Inadequate design of drainage system along the Highway (vii) Negligence in detailed hydrological studies resulting in incorrect design of cross drainage structures (viii) Improper utility relocation plan, particularly with respect to sub-surface utilities (ix) Incorrect. sub-soil/ geotechnical investigations leading to wrong designs of Structures/ Pavements (x) Incorrect preparation of Plan and Profile and poor data collection with respect to Highest Flood Level (HFL) (xi) Poor preparation of physical inventory of cross drainage structures (xii) Retention of distressed/ inappropriate structures due to poor condition assessment (xiii) Inadequate geometric design jeopardizing Road Safety Issues (xiv) Improper Project Facilities (xv) New/ alternative/ unconventional technologies are not considered (xvi) Selection of unsuitable toll plaza location and necessity of re-designing toll lanes in view of electronic toll collection 4 Contd to Pg-2 4, In view of above, it has been decided to adopt the following procedure for peer review of the DPRs. 0) (i) (iii) (iv) wv) (vi) (vii) Eligibility: Retired government officers of the rank of Chief Engineer or equivalent and above with minimum 10 year experience in Highway/ Bridges, provided there is no conflict of interest with the DPR consultancy firm. A certificate to this extent may be obtained from the retired officers. The terms of reference of peer reviewers is specified in Annex-A. The entrustment of DPRs for peer review to the retired officers will be assigned by Member (Proj.) through concerned CGM (T). Not more than two DPR packages ill be awarded to one person at a time for Peer Review. The retired officers settled near the project reach may be preferred for the assignment. Though request for empanetment will be invited through NHAI website on the continuing basis i.e. without any time limit, a list of officers retired from different central/ state government departments is identified & given in Annex-B. ‘A formal consent on the terms may be obtained prior to assigning the DPR to the retired officers for peer review. The officer undertaking the peer review shall also certify that he was not associated with the preparation of DPR & has no conflict of interest with the DPR consultancy firm. ‘One DPR package is expected to be reviewed in 15 days’ time (including site inspection with PD and discussion as necessary with concerned CGM/ GM at HQ of NHAI, New Delhi for which prior permission from concerned CGM shall be obtained). Inordinate delay or delay beyond 30 days will result in no future work being entrusted to the Officer. For Peer Review of one DPR package (irrespective of the length), a consolidated remuneration of Rs.1,00,000/- + TA/ DA (against proper vouchers) as per entitlement of CGMs of NHAI can be given. Taxes, if any, will be paid by NHAI 5, Henceforth, DPRs for those packages which are already completed and bids are yet to be invited shall necessarily be referred for peer review to the officers listed at Annex-B or empanelled subsequently. 6. PS to Chairman Hindi Division- for translation in Hindi (i) (ii) (ii) (iv) 7) (vi) (vii) (viii) (ix) &) Annex-A ‘Terms of Reference for retired officers for peer review of DPRs The reviewers to check that all relevant project aspects (i.e. functional & technical requirements including value engineering, quality & safety aspects etc.) are incorporated in the DPR proposed by the consultants. Various aspects including proposed alignment, land schedules, adequacy of drains, design, sources of materials, project costs (civil works, utility shifting etc.) shall be verified by the reviewers. The peer reviewers shall ensure their availability during the presentation by the DPR consultant to concerned Member at NHAI HQ. To review the utilities relocation plans for its adequacy in consultation with the authorities concerned & verify the methodology of implementation. The peers to authenticate that all design parameters adopted by the consultants such as traffic data, hydraulic design data, topographical data, geotechnical data, geometric data etc. are in order and suitable for the package concerned. The requirement of road safety, the necessity for felling of trees, the local consultations had by DPR Consultants (with a view to identifying the needs/ expectations of the people regarding underpasses/ realignment etc. keeping in view the codal requirements) etc. may also be reviewed DPR should be faithful to site conditions, availability of materials, and capable of translation on the ground. Survey control points on ground should be established physically and securely and in sufficient numbers to allow accurate and convenient setting out of works. Hydraulic design parameters should be based on correct data and field survey. Sub-soil investigation for design of structures, sub-grade soil and material investigations for design of pavements should be accurate and reliable and in sufficient detail. The information should be tabulated and also represented graphically in a form that is capable of being checked and verified. Due account should be taken of any environment restrictions. DPR should identify the potential sources of materials like quarry sites, borrow areas, establish their quality and recommend their use on the basis of techno- economic principles. It shall be preferred that locally available materials are utilized in the proposed project. Correct details of all physical features and obstructions, structures, railway lines, canal/river crossing, water mains, sewers, gas/oil pipes, trees, plantations, electric and telecommunication lines etc. which affect the proposal should be marked to an accuracy / tolerance consistent with their likely interference. The pavement design should take due account of the characteristics of materials to be used in various courses, and the variability of their properties. The report should also forecast, in terms of time and traffic, the deterioration levels at various stages of pavement life, and suggest the required maintenance strategy. Drawings for ROBs/ RUBs should be based on clearance by and approval of concerned Railway authorities. In case of bridges, the final design should be based on approval of General Arrangement Drawing (GAD) and alignment plan by NHAI, to be given after consideration of alternatives bringing out their cost effectiveness and ease of construction. The description of items in Bill of Quantities should be consistent with the drawings and specifications, and all should lend themselves to harmonious and unambiguous interpretation. Besides the quantities of various items of work, BOQ should also give the quantities of major materials like, cement, steel and bitumen likely to be required for the work in order to arrive at their reliable percentages, required to be given in the Price Adjustment Formula.
