1. Be informed that the following BFP Uniform Committee Resolutions have been
approved, as attached:
a) BFP UC Resolution No. 001
“Amendment of the BFP Logo, Coat of Arms, BFP National Patch,
Pins and Buttons, Flags and Star Ranks Standards, Cap Device,
Chevrons, Shoulder Boards and Loops and Buckle”
b) BFP UC Resolution No. 002
“Amendment of the BFP Ball Cap for the Tactical or Delta Uniform”
¢) BFP UC No. 003
“Revised Design of Bush Jacket, Pants and Skirt for Officers and
General Office Attire (GOA) for Non-Officer Ranks (NORs)”
d) BFP UC No. 004
“Activity/inner Shirt as an Amendment to the Previously Approved
Activity Shirt”
e) BFP UC No. 005
“Non-Uniformed Personnel (NUP) Uniform”
2. In view hereof, you are directed to adhere and comply with the new/amended
designs and specifications and guidelines as detailed in the above-mentioned resolutions.
Full implementation shall be in effect by 01 January 2017.

RESOLUTION NO, 004
‘A RESOLUTION FORMALLY RECOMMENDING TO THE CHIEF, BFP, THE
APPROVAL FOR THE AMENDMENT OF THE BFP LOGO, COAT OF ARMS, BFP
NATIONAL PATCH, PINS AND BUTTONS, FLAGS AND STAR RANKS
STANDARDS, CAP DEVICE, CHEVRONS, SHOULDER BOARDS AND LOOPS AND
BUCKLE
WHEREAS, by virtue of Bureau Order No. GOM No. 2015-070 dated 02 October
2015, the BFP Uniform Committee has been reconstituted as the sole body designated
to conduct researches, develop designs and formulate policies on BFP Uniforms
including its insignias, badge and other accoutrements to be worn by the uniformed
personnel of the Bureau of Fire Protection (BFP);
WHEREAS, the BFP Uniform Committee upon the guidance of the Chief, BFP,
commits to improve the image of the agency by developing the new BFP Logo, coat of
arms, BFP national patch, pins and buttons, flags and star ranks standards, cap device,
chevrons, shoulder boards and loops and buckle in sync with the mission and goals of
the agency towards modernization.
WHEREAS, SUPT RANDOLPH V BIDES presented the proposed designs and
specifications for the new BFP Logo, coat of arms, BFP national patch, pins and
buttons, flags and star ranks standards, cap device, chevrons, shoulder boards and
loops and buckle to the members of the committee and was subsequently approved by
the Chairman, SSUPT CARLITO B OCENA;
WHEREAS, the specifications, designs and symbols for the new BFP Logo, coat
of arms, BFP national patch, pins and buttons, flags and star ranks standards, cap
device, chevrons, shoulder boards and loops and buckle, are hereby presented as
follows;
WHEREAS, the logo and coat of arms and shall consist of the firefighters’ Malta
Cross, an international symbol for firefighters that signifies endless SERVICE, selfless
COURAGE and HONOR (also presented in the Official Seal ofthe BFP). The rays shall
have representations essential to the fire service; Helmet and trumpet shall be on the
upper ray which signifies dedication in fire prevention and suppression thereby giving
alarm in times of emergency; the Star of life placed at the right side ray represents a
life saving agency that provides emergency medical care services; the Fire Code &
Magnifying glass at the lower ray signifies the law which the BFP enforces without
favour and consideration. It also represents continuous Fire Safety Education and
conduct thorough investigation on fire occurrences and giving appropriate penalties to
those who violate. The Crossed (tied) axe and eight rings at the left side ray
represent the search and rescue services which symbolize teamwork and coordination
with other agencies. The Red, Yellow, White and Blue Diamond signify the
FP Uniform Committee Wo 001 iy 1[Page 9and Blue Diamond signify the Hazardous Material Response and Management team of
the BFP. The centre of the Malta Cross is the image of Lapu-Lapu which signifies
bravery, leadership and heroism; the BFP pillars connect the 4 main tasks of the
organization being strengthened by the middle pillar, the good governance; and the 18
laurel leaves symbolizes honour and represent the 18 regions of the Philippines and;
the Philippine Flag colours in a circle represents Nationalism;
WHEREAS, the BFP coat of arms and BFP logo has 3 STARS representing the
Philippines’ three (3) major islands: Luzon, Visayas and Mindanao; the text BUREAU
OF FIRE PROTECTION holds the name of the agency while Save Lives and
Properties underneath is the motto of the BFP; and the text PHILIPPINES represents
nationalism, international Identity, and the home of the best firefighters;
WHEREAS, the colour red represents leadership; for dedication’ trustworthiness;
navy blue! light blue is for service; ash gray is for selflessness; and green for triumph;

BFP the new designs and specifications of the new BFP Logo, coat of arms, BFP
national patch, pins and buttons, flags and star ranks standards, cap device, chevrons,
shoulder boards and loops and buckle, and to amend the same at the National
Historical Institute (NHI);
WHEREFORE, the Committee Resolves, as it is hereby RESOLVED, that based
on the aforecited discussions, the BFP Uniform Committee strongly recommends for the
approval and implementation of the new BFP Logo, coat of arms, BFP national patch,
pins and buttons, flags and star ranks standards, cap device, chevrons, shoulder boards
and loops and buckle.

WHEREAS, by virtue of Bureau Order No. COM No. 2015-070 dated 02 October
2015, the BFP Uniform Committee has been reconstituted as the sole body designated
to conduct researches, develop designs and formulate policies on BFP Uniforms
including its insignias, badge and other accoutrements to be worn by the uniformed
personnel of the Bureau of Fire Protection (BFP);
WHEREAS, the BFP Uniform Committee upon the direction of its Chairman,
SUPT CARLITO B OCENA and guidance of the CHIEF, BFP, DIRECTOR ARIEL A
BARAYUGA, CEO VI intends to initiate a makeover of the BFP Ball Cap to be worn by
all Personnel when wearing the Tactical or DELTA Uniform;
WHEREAS, the new BFP Ball Cap has distinct appearance when wom by BFP
officers and personnel,
WHEREAS, the final proposal of the new BFP Ball Cap for the Tactical or Delta
Uniform was recommended based on several presentations made by SUPT
RANDOLPH V BIDES.
WHEREAS, the specifications and designs of the said BFP Ball Cap for the
‘Tactical or Delta Uniform are hereby presented as follows;

WHEREAS, the technical specifications illustrated above shall be the official
reference for the production of the BFP Ball Cap;
WHEREAS, the prescribed BFP Ball Cap shall be the head gear for the Tactical
or Delta Uniform and it shall be worn by all uniformed personnel assigned in the lined
uniistation/office nationwide during "Heightened Alert’ status or on the account of
national emergencies and other similar situations,
WHEREAS, the prescribed BFP Ball Cap must be obtained only from legitimate
supplier/s who shall first present their prototype product for the perusal, evaluation and
approval of the Committee before accreditation is granted;
WHEREAS, the Committee shall, in no case, declare any legitimate person or
entity as a "duly-accredited supplier” within the context of this resolution, without strictly
adhering to the specifications provided herein. Anything made not in conformity with the
specification is unprescribed.
WHEREAS, Revocation of the certificate of accreditation or blacklisting of
supplier/s as the case may be, shall be initiated by the committee without prejudice to
the filing of appropriate administrative charges against BFP officer/personnel who will
facilitate, accept and or distribute unprescribed BFP Ball Cap;
WHEREFORE, the Committee RESOLVES, as it is hereby RESOLVED, to
recommend to the Chief, BFP the approval of the amended BFP Ball Cap and its
subsequent inclusion in the existing sets of uniforms for all uniformed personnel of the
Bureau of Fire Protection (BFP).

A RESOLUTION RECOMMENDING FOR THE APPROVAL OF THE BUSH JACKET,
PANTS AND SKIRT FOR OFFICERS AND GENERAL OFFICE ATTIRE (GOA) FOR
NON-OFFICER RANKS (NORs) OF THE BUREAU OF FIRE PROTECTION
WHEREAS, by virtue of Bureau Order No. COM No. 2015-070 dated 02 October 2015,
the BFP Uniform Committee has been reconstituted as the sole body designated to conduct
researches, develop designs and formulate policies on BFP Uniforms including its insignias,
national patches, badge and other accoutrements to be worn by the uniformed personnel of
the Bureau of Fire Protection;
WHEREAS, being a uniformed organization where discipline is vital and judged, in part
by the manner in which BFP member wears a prescribed uniform. Therefore, a neat and well-
groomed appearance of a firefighter whether in or not in uniform, on or off duty is fundamental
to the organization and contributes to the building of its pride and image;
WHEREAS, the Uniform Committee, upon the guidance of the Chief, BFP, commits to
improve the image of the BFP personnel through its uniform. Hence, the Committee among its
many projects came up with a proposal for a revised design and technical specifications for
BFP Bush Jacket and Skirl/Pants for Officers and General Office Attire (GOA) for NORs;
WHEREAS, having a standard BFP Bush Jacket, Skirt and Pants for Officers and GOA
for NORs to be worn during all official business transactions of the BFP and during its regular
working days shall impose the authority of the agency in implementing and enforcing its laws
to its constituents with respect, honor and dignity;
WHEREAS, SUPT RANDOLPH V BIDES presented to the Chairman. SSUPT
CARLITO B OCENA and to the members of the Committee in one of its regular meetings, the
proposed revised design of the Bush Jacket and Skir/Pants for Officers and the GOA for
NORs uniforms discussing in detail its technical specifications and make, especially, its fabric,
color and the modifications from its prior designs;
WHEREAS, the Bush Jacket, Skirt/Pants for Officers and GOA for NOR uniforms shall
have its appearance and technical specifications as hereby proposed;
General Description:
The Bush Jacket, Skirt and Pants for BFP Officers and General Officer Attire (GOA) for
NOR shall be in midnight blue color. The pants for men and skirt for ladies shall have a black
satin piping on its sides as properly described in its specifications, to wit;
