2 Overview
The Linear Predictive Coding with Regular Pulse Excitation (LPC-RPE codec) algorithm
is adopted in GSM system. As a basic coding scheme in GSM, the Full Rate (FR) speech
coding uses a coding rate of 13 kbits/s in the transcoder.
This feature and the following features form a GSM speech coding algorithm set. A call
can adopt only one of these coding schemes at a specific moment, but may switch
among them in a calling flow.
3 Technical Description
During call setup, the Base Station Controller (BSC) receives from the Mobile Switching
Center (MSC) an “Assignment Request”, which contains the speech version supported
by current MSC. Then BSC decides whether to adopt FR speech coding in this call based
on local resources such as Abis or A Interface resources and TC resources. FR speech
coding is adopted only when EFR or AMR speech coding is unavailable. If EFR or AMR
speech coding is unavailable, an FR call setup procedure is initiated as shown in 错误!

calls, an FR call is established; otherwise, the call setup fails.

3 BSC decides whether to adopt FR speech coding in this call based on local
resources; if so, BSC sends a “Channel Activation” message to BTS, informing that
current channel mode is FR speech version 1. Upon receiving the message, BTS
returns a “Channel Activation Ack” message in response.
4 Upon receiving the “Channel Activation Ack” message from BTS, BSC sends an
“Assignment Command” message to MS, informing that current channel mode is FR
speech version 1.
5 BSC returns an “Assignment Complete” message to MSC, and the FR call setup
completes.

6 Engineering Guide
FR Speech Codec does not involve adjustment of iBSC or BTS hardware configuration.
FR speech codec features better speech quality and user experience compared with HR.
This function does not affect the capacity of iBSC and BTS.
