Ref: 1. RFCT LARR Act, 2013 (Act No.30/2013). 2. Commissioner, R&R Re.No.824/CRR/B/2017, dt.26-12-2017. The Commissioner, R&R, Water Resources Department, Vijayawada welcomed the HoDs/Deputees of the State Level Line Departments for the first Convergence Meeting held on 30.12.2017 at 11.00 AM at Old CM Camp Office, Vijayawada, Chaired by Sri. M.Jagannadham, IAS Addl.Secretary, O/o the CCLA & Spl.Chief Secretary, Government of Andhra Pradesh. The Commissioner, R&R informed that the Joint Collector, West Godavari District is the Project Administrator for implementation of R&R Plans/Schemes in West Godavari District and the Project Officer, ITDA, Rampachodavaram is the Project Administrator in East Godavari District of Polavaram Irrigation Project. The R&R Plans/Schemes prepared by them are monitored and supervised by the Commissioner, R&R as per the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation & Resettlement Act, 2013 The Commissioner, R&R also informed that the Hon’ble Chief Minister directed the Commissioner, R&R to hold meeting with State Level Heads of Departments2 to augment Plans/Schemes of R&R for infrastructure development at R&R centers. Further informed that 764 Project Displaced Families in East Godavar. District and 2581 Project Displaced Families in West Godavari District have been shifted to the respective R&R centers by providing necessary infrastructure facilities in those centers as per provisions of the Act. Also informed that 15 Housing Colonies (one is under tender stage) in East Godavari District and 31 Housing Colonies in West Godavari District are in progress. The Commissioner, R&R requested the Joint Collector, West Godavari District and the P.O. ITDA, Rampachodavaram, East Godavari District to furnish the list of R&R centers already completed and the list of R&R centers under progress with No.of PDFs to be resettled in each R&R center to the Line Departments in the Districts. The P.O. ITDA, Rampachodavaram & Project Administrator, Polavaram Irrigation Project, East Godavari District informed that 15 R&R centers are proposed for commencement of construction from 15-01-2018 with the targeted date of completion on 30.09.2018. The Joint Collector, West Godavari informed that 31 R&R centres are proposed for construction of houses for resettlement of 11288 PDFs of Polavaram Mandal & Division, and Kukunoor Division of West Godavari District and requested to extend their cooperation for augmentation of R&R Schemes/Plans for providing better infrastructure. Soil testing in farmers fields Micro nutrient distribution based on soil test results Fer lizers availability through E-Pos All types of Seeds distribution through Bio-Metric Subsidy seed distrib Green manure seed distribution Farm Mechanization, Farm implements Custom hiring centres Tractors and Mini tractors 10. Micro irrigation, drip and sprinkle 11.Crop loans to farmers 12. Crop loan to tenants farmers based on CDC (Cultivation Certificate) 13. Crop Insurance for both loany farmers and non loany farmers 14, Demonstration plots like C.R.K.S. Polambadi ete (Chandranna Rythu Kshetralu) 15.Polam Pilustondi, Exposure visits to farmers. After detailed discussions with’ the remaining HoDs/Deputees of State Level Departments, the following actions are suggested: 1. The R&R centers where infrastructure development is completed and PDFs are resettled (Annexure-II{a) & II(b}) are to be notified as Gram Panchayats as required under the Andhra Pradesh Gram Panchayat Act 1994 for taking up development under their regular budget. In this regard, the proposals required are to be initiated at Mandal level and submitted to the Commissioner, Panchayat Raj & Rural Development, Vijayawada through the District Collector (Panchayat) concerned for issuing necessary notifications. Action: i) Joint Collector, West Godavari District ii) PO, ITDA, RCVM, East Godavari District. iii) District Collector, East Godavari District 2. In respect of R&R:centres where tenders are finalized, (Annexure-IIl(a) & III (b)) the details of layouts, Infrastructure proposed to be developed, shall be sent to the State Level/District Level officers for tie up of their Schemes/Plans to provide better public amenities. In this regard, the District Collectors may conduct convergence meetings at District level by inviting the District level officers for tieing up Schemes/ Plans.i) District Collector, East Godavari ii) District Collector, West Godavari. 3. A Committee headed by Tribal Welfare Department may be constituted to resolve issues of individuals rights and community rights of Tribals under the ROFR Act before their resettlement.
