This specification has been prepared on behalf of the Electricity Suppliers Liaison Committee (ESLC) and
has been approved by it for use by supply authorities.

This specification has been produced in order to rationalize and achieve maximum standardization of the
use of insulators.

Certain electrical and mechanical characteristics are fixed in order to achieve standardization. For those
parameters which can be varied, the preferred values are quoted.

SPECIFICATION

Medium voltage insulators

Preferred requirements for applications in the Electricity Supply Industry

1 Scope
1.1 This specification covers the technical requirements for post and long rod medium-voltage insulators
for use on overhead power lines with a nominal voltage of 11 kV, 22 kV and 33 kV.

1.2 This specification covers class A insulators in accordance with SABS IEC 60383-1.

NOTE Details of the purchaser’s specific requirements will be given in schedule A of an enquiry document
(see annex C and D).

2 Normative references

3 Terms, definitions and abbreviated terms
For the purpose of this specification, the following terms, definitions and abbreviations apply:

3.1 Terms and definitions

3.1.1 arcing distance: The shortest distance in air external to the insulator between the metallic parts
which normally have the operating voltage between them (IEC Dictionary).

3.1.2 capless line post insulator: A rigid insulator that consists of one or more insulating parts with
metal insert, and intended to be mounted rigidly on a supporting structure by means of a spindle.

NOTE The definition for capless line post insulators differs from one in IEC 60383-1: this definition is applicable to a line post
insulator without a cast iron cap.

3.1.3 capped line post insulator: A rigid insulator that consists of one or more insulating parts with
metal base and sometimes a cap intended to be mounted rigidly on a supporting structure with the metal
base attached by means of a stud or one or several bolts.

3.1.4 certified test report: A certificate that gives evidence of compliance with requirements given in
the specification where testing for these requirements was carried out by a recognized authority.

3.1.5 class A insulator: An insulator or insulator unit in which the length of the shortest puncture path
through solid insulating material is at least equal to half the arcing distance.

NOTE An example of a class A insulator is a long rod insulator with external fittings.

3.1.6 composite insulator: An insulator that consists of at least two insulating parts, a core part and
a housing part equipped with fittings.

NOTE A Composite insulator, for example, can consist either of individual shed mounted on the core, with or without an
intermediate sheath, or alternatively, of a housing directly moulded or cast in one or several pieces on to the core.

3.1.7 connecting length: The physical length of the insulator or insulator string measured between
its attachment points at either end.

3.1.8 core (of a composite insulator): The internal insulating part of a composite insulator designed
to ensure the mechanical characteristics. The core usually consists of glass fibres which are positioned
in a resin-based matrix.

3.1.9 creepage distance: The shortest distance or sum of the shortest distances measured along the
contours of the external surfaces of the insulating parts between those parts of an insulator which
normally have the operating voltage between them.

3.1.10 dry lightning impulse withstand voltage: The lightning impulse voltage which the insulator
withstands dry, under the prescribed conditions of test.

3.1.11 housing: The external insulating part of the insulator that also provides the necessary creepage
distance.

3.1.12 insulator: A device that provides both electrical insulation and mechanical linkage between a
live conductor and an earthed structure.

3.1.13 mechanical failing load: The maximum load reached when a string insulator unit or a rigid
insulator is tested under the prescribed conditions of test.

NOTE Mechanical failing load is commonly used in connection with glass or with porcelain insulators.

3.1.14 specified mechanical load: The load specified by the manufacturer which is used for
mechanical tests and forms the basis for the selection of insulators.

NOTE Specified mechanical load is commonly used in connection with composite insulators.

3.1.15 ultimate tensile strength: The highest load applied to a metal in the course of a tensile test,
divided by the original cross-sectional area.

3.1.16 wet power-frequency withstand voltage: The power-frequency voltage which the insulator
withstands wet, under the prescribed conditions of test.

3.2 Abbreviations

3.2.1 MFL: Mechanical failing load.

3.2.2 ntph: Refers to normal temperature (20 º C), normal pressure (101,3 kPa) and normal humidity
(11 gH2O/m3).

3.2.3 SML: Specified mechanical load.

3.2.4 Um: System highest voltage.

3.2.5 UTS: Ultimate tensile strength

4 Requirements

4.1 General

The insulators shall be designed, manufactured and tested as specified.

This specification is not restricted to any specific insulating material, however users shall ensure that the
different insulation materials are optimally applied.

The manufacturer shall have access to the engineering facilities necessary to provide a technical service,
information and advice related to the products under consideration and for after-sales service.

4.2 Insulation materials


Although not included in the scope of SABS IEC 61109, resins shall comply with the relevant
requirements of SABS IEC 61109 and SABS IEC 60383-1. Porcelain shall comply with the requirements
of SABS IEC 60383-1. All rubbers shall comply with the requirements of SABS IEC 61109. Test
certification is required for all the clauses in SABS IEC 61109 and SABS IEC 60383-1 applicable to the
products being offered. Due to the nature of the insulator manufacturing process, the manufacturer shall
provide a comprehensive quality control procedure which is actively applied to ensure that the products
consistently comply with requirements of the design specifications and are void free. Insulation materials
required shall be specified in schedule A (see annex C and annex D).
Suitably dimensioned silicon rubber or porcelain insulators shall be used in very heavy polluted zones.

4.3 Creepage distance
4.3.1 The minimum specific creepage distances required in the four pollution zones in South Africa,
defined in accordance with the pollution levels in SABS IEC 60815, are given in table 1:

4.3.2 The required specific creepage distance shall be specified in schedule A.

4.4 General electrical and mechanical requirements

All insulators shall comply with the electrical and mechanical requirements specified in table 2.

4.5 Shed designs

Sheds shall have an open aerodynamic profile. Insulator shed profiles shall be designed in accordance
with SABS IEC 60815.

The shed shall be strong enough to withstand reasonable handling stresses. In the case of non-ceramic
and non-resin insulators the sheds shall maintain their shape during handling, storage and in-service
operation.

4.6 Split pins

Split pins shall be of an acceptable intrinsically corrosion resistant material. Split pins of the hump- back
or the saddle-back type shall be manufactured from 304 or 316 stainless steel. The required stainless
steel type material for split pins shall be specified in schedule A. The nominal diameter of all split pin
holes for clevis pins shall be 6 mm ± 0,2 mm. The hole shall be made through the diameter (centrally) of
the clevis pin. The pull-out force required to remove a hump-back split pin from the hole shall exceed 15
N. For split pins used in live-line work, the push-in force required shall be a maximum force not exceeding
60 N. The open end of the hump-back split pin shall insert into the split pin hole without the need to
compress the pin.

4.7 Post insulators

4.7.1 General

4.7.1.1 The insulators shall be of a material with suitable electrical, mechanical and environmental
properties. All insulators offered shall comply with the relevant parts of SABS IEC 60383-1 and
SABS IEC 61109.

4.7.1.2 Insulators shall be suitable for mounting in the vertical and horizontal planes.

4.7.1.3 Insulators shall have an F-neck insulator top (see figure B.1).

4.7.1.4 Post insulators shall be a maximum length of 440 mm, and the length will be specified in
schedule B (see annex C and annex D).

4.7.1.5 Capless insulators shall have an M20 oversized insert, that accepts a rod or spindle insert of up
to 50 mm. The length of thread at the insert shall be a minimum of 55 mm +10 mm.

4.7.1.6 The insert thread shall be of size M20 x 2,5 - 6H and shall allow a screw nut of M20,38 after
galvanizing to be fitted.

4.7.1.7 The threads shall be so coated with a corrosion inhibitor and sealed with a removable cap or plug
that the threads cannot become corroded or the grease contaminated by sand or other foreign matter.
The outer surface of the insert shall be galvanized.

4.7.1.8 When tested in accordance with 5.2, the insulator insert and spindle shall withstand a torgue of
up to 50 Nm, without any visible visibly sign of deformation of the screw threads at the insert.

4.7.2 Insulator spindle requirements

4.7.2.1 The yield stress of the insulator spindle material shall exceed 280 MPa.

4.7.2.2 Ductility of the material at 20 º C shall be sufficient to provide a minimum elongation, including the
fracture, of 12 % of the length of the final product.

4.7.2.3 The flow stress of the selected materials in the final product shall be less than 1 000 MPa.
Flow stress is equal to ½(yield stress + UTS).

4.7.2.4 If manufactured from a ferrous material, an insulator spindle shall be hot-dip galvanized in
accordance with SABS ISO 1461.

4.7.2.5 In the case of capless insulators, all male threads in ferrous material shall be threaded to a M20
x 2,5-6G thread before galvanizing and in the case of capped insulators, the spindle shall be M20 after
galvanizing.

4.7.2.6 If stainless steel is used, it shall be of a grade, condition or design which is not susceptible to
stress-corrosion cracking. The grade or the type of material (or both) shall be stated in schedule B
(see annex C and annex D).

4.7.2.7 The spindle head of a capless insulator shall be of length 35 mm and the spindle head of a
capped insulator shall be of length 20 mm.

4.7.2.8 If a spindle fails a design test, the component may not be retested until the client or the
purchaser (or both) has (have) approved the design modifications.

4.7.2.9 When tested in accordance with 5.4.1, the spindles shall withstand a load of 1,6 kN without
undergoing permanent deformation after the removal of the load.

4.7.2.10 When tested in accordance with 5.4.2, samples submitted for testing shall be rejected if:

a) the thread of the nut or the spindle strips.

b) he nut or spindle shows any defects after the application of a load equal to 10,5 kN; or

c) the spindle breaks when a load of up to 10,5 kN is applied.

4.7.2.11 Samples tested in accordance with 5.4.3 shall comply with the accepted criteria of
a minimum Charpy V-notch energy of 8 J at –10 ºC.

4.8 Ceramic long rod insulators

4.8.1 Ceramic long rod insulators shall be of glazed porcelain and shall comply with the requirements of
SABS IEC 60383-2; and

4.8.2 The end fittings shall be manufactured from spheroidal graphite or malleable cast iron galvanized to
comply with SABS ISO 1461, as specified in schedule B.(see annex C and Annex D).

4.9 Composite long rod insulators

4.9.1 Composite long rod insulators shall be designed, manufactured and tested in accordance with
SABS IEC 61109, as agreed upon between the purchaser and the manufacturer or supplier.(or both)
Natural ageing tests may be accepted as an alternative to the ageing tests given in annex C of
SABS IEC 61109.

4.9.2 The long rod core shall comply with the requirements of SABS IEC 61109. The fibres shall be of at
least an electrical grade.

NOTE Insulators manufactured from resins with no core will be considered.

4.9.3 The insulation material that covers the core and forms the sheds shall be of thickness at least
2,5 mm. In the case of 11 kV and 22 kV insulators. In the case of a 33 kV insulator, the insulation
material shall be 3 mm thick.

4.9.4 The insulator design shall ensure that the core is totally sealed. No part of the core shall be
exposed during normal handling and use.

4.9.5 The end fittings shall be manufactured from forged steel or spheroidal graphite or malleable cast
iron galvanized to comply with the requirements of SABS ISO 1461, as specified in schedule B.

4.9.6 The flash lines that are formed when the housing of insulators are moulded shall not act as
catchment areas for pollutants.

4.10 Drawings

Design drawings of an insulator shall clearly show the following information:

a) dimensions and tolerances, including dimensions of threaded inserts (if applicable);

b) material description, mass and fabrication details;

c) supplier’s catalogue numbers; and

5 Tests

5.1 General

All tests shall be carried out in accordance with SABS IEC 60383-1 or SABS IEC 61109.

Sample and routine test certificates shall be retained by the supplier or manufacturer for at least five
years, and shall be available for inspection.

The test certificate shall be easily traced by reference to the insulator markings.

Resin long rod insulators shall comply with requirements of SABS IEC 61109 except for 5.4.

5.2 Torque test (post insulators)

5.2.1 If specified by the purchaser, post insulators shall be torque tested.

5.2.2 Carry out a torque test in accordance with the sample test procedure given in
SABS IEC 60383. Post insulators shall be torque tested with a suitable spindle. Subject the spindle
torque of 50 Nm relative to the insulator. Remove the spindle and inspect the insulator insert and the
spindle for any visible sign of deformation of the screw threads at the insert. Check for compliance with
4.7.1.8.

5.3 Spindle design test

5.3.1 Design test

Each design test, if successfully completed, shall be performed once. Submit a minimum of five samples
for qualifying design tests. Submit a copy of the test certificate that shows the results of the design test
to the client.

5.3.2 Visual and dimensional tests

The client or his representative shall visually inspect all spindles to be tested to verify compliance to the
specification with regard to design, dimensions, fit, thread size and alignment.

5.3.3 Acceptance criteria

Deem the spindle to have passed when lie compliance test if they comply with the specified design
requirements. If any sample fails the visual or the dimensional test (or both), submit five new samples for
testing.

5.4 Strength and deformation tests

5.4.1 Bending test

Use the bending test assembly, as illustrated in figure B.2. Subject samples to a bending test. Apply
loads in a manner simulating service conditions. See figures B.2 and B.3 for the assembly of spindles
during testing. Check for compliance with 4.7.2.9.

5.4.2 Testing of threads

Assemble a sample nut on the threaded spindle in accordance with figure B.3, and apply a load equal to
10,5 kN axially with the spindle. Check for compliance with 4.7.2.10

5.4.3 Charpy V-notch impact test

Test samples of ferrous material taken from the finished product for Charpy V-notch energy in accordance
with the method in ASTM A-370. Check for compliance with 4.7.2.11.

5.5 Galvanizing test

Suppliers shall submit test certificates that show the results of tests and inspections required by
SABS ISO 1461.

5.6 Sample test

Carry out dimensional test on a sample of size as specified in SABS IEC 60383-1.

6 Marking and packing

6.1 Marking

Each insulator shall be indelibly marked with the following information:

a) the manufacturer’s name or logo (or both);


b) the product code;
c) the strength of the insulator; and
d) the batch identification.

The batch identification may be displayed on a permanently fixed pigeon ring type label if this suits the
manufacturing process which shall be fixed on the earth end fitting. In the case of porcelain insulators,
the markings shall be a transfer that is fired into the glaze of the top shed.

6.2 Packing

6.2.1 Insulators shall be protectively packed for safe handling and transport. The packaging shall protect
the insulator from the reasonable handling that can be expected from the point of despatch to the point of
construction.

6.2.2 The packaging shall not disintegrate due to wetting and drying that can occur during the line
construction.

6.2.3 If insulators are packed in boxes or crates on pallets, the gross weight of the pallets shall not
exceed 1 800 kg.

6.2.4 Pallets shall be suitable for handling by forklift trucks, capable of two-way entry and reversible.

6.2.5 All boxes, pallets and containers shall be numbered consecutively from one upwards and it is
recommended that the marking be in accordance with the following example:

Guide to purchasers on preparing an enquiry

A.1 General

Model forms are given in annex C and annex D to provide the purchaser with a convenient aid to
purchasing. The use of these forms is intended to obviate the need for preparing a detailed technical
specification.

The purchaser need only specify compliance with this specification, provide the tenderer with details of
any particular requirements, and set out the information required from the tenderer, as indicated below.

A.2 Schedules

A.2.1 General

The model form in annex C and annex D provides the purchaser with examples of a schedule A and a
schedule B. In his enquiry document, the purchaser should provide his own schedule A and schedule B,
based on these examples.

A.2.2 Schedule A

Schedule A lists the requirements to be specified by the purchaser in enquiries and orders. These
requirements include references to the relevant subclauses in this specification, to assist him compiling
the schedules.

Where the text of any referenced standard stipulates that the purchaser shall indicate his requirements,
these requirements should also be specified in schedule A. The purchaser should set out his particular
requirements and choices in his own schedule A.

A.2.3 Schedule B

The purchaser should draw up his own schedule B (based on the schedule B in the model form) and
request the tenderer to fill in this schedule. By doing this, the tenderer will be stating compliance with
this specification and will provide the information the purchaser has requested.

NOTE 1 Where this specification allows the purchaser to make a choice, the examples of schedule A (in the model forms in
annex C and annex D) lists the preferred items, values and quantities. In the interests of standardization, purchasers are
encouraged not to deviate from these preferences.

NOTE 2 When preparing his own schedule A and schedule B from the examples in the model forms in annex C and annex D,
the purchaser need include only the items he considers to be relevant or necessary.

NOTE 3 These schedules, when completed, become normative annexes to the enquiry specification.

A.3 Commercial conditions

A purchaser will furthermore need to indicate the commercial conditions applicable and draw up a price
schedule. Requirements for delivery, storage, packing and marking should be included in this part of the
enquiry.

A.4 Quality assurance

This specification does not cover the purchaser’s possible requirements in respect of quality assurance,
quality control, inspections, etc., since each purchaser needs to consider the criticality of the application
of each component's own policy towards these matters, etc. Purchasers are referred to SABS ISO
9001:2000 for guidance.

A.5 Testing

Attention should be paid to the subject of testing. An accredited laboratory should carry out tests, and
tenderers should be requested to provide assurances in this regard.

A.6 Revisions of standards used as normative references

This specification, as has been indicated, is based on a set of defined standards, which may have been
revised or amended. Most purchasers would probably, in principle, wish to employ the latest standards.
The recommended approach to this question is to secure an undertaking from a supplier to review the
latest versions and amendments and to incorporate these where possible and agreeable to both parties.
A blanket commitment to work to the ‘latest’ versions of standards creates legal difficulties of
interpretation and risks for both parties and should be properly assessed. This invariably cannot be done
in the time available.
