FACT SHEET: Attacks on Public Media

The ideological takeover of public broadcasting has been a strategy and goal of conservative
institutions since at least the 1990s. Think tanks The Heritage Foundation and Manhattan
Institute and political actors including Heritage’s Mike Gonzalez and Manhattan’s Christopher
Rufo have long railed against public broadcasting, calling it “biased,” “woke,” “ propaganda.”

Key figures behind the attacks on public broadcasting

Conservative think tanks including The Heritage Foundation and The Manhattan Institute as
well as political actors such as Christopher Rufo have spearheaded recent attacks on public
broadcasting and NPR President and CEO Katherine Maher.

While The Heritage Foundation and The Manhattan Institute have a long history of attacking
public broadcasting, Rufo, a longtime anti-civil rights activist, has only recently shifted his
focus to Maher.

● THE HERITAGE FOUNDATION / MIKE GONZALEZ


○ Project 20251, a comprehensive transition plan organized by right-wing think tank
The Heritage Foundation to guide the next GOP presidential administration, and
The Heritage Foundation make it clear that a future Trump administration would
escalate the right’s decadeslong effort to ideologically defund and transform
public broadcasting networks. Donald Trump’s first administration already offered
a preview of a conservative takeover of public broadcasting, which included the
purging2 of veteran journalists and executives from Voice of America and other
broadcasters under authority of the U.S. Agency for Global Media.
○ Project 2025’s policy book, Mandate for Leadership: The Conservative
Promise, features a chapter by Heritage Foundation senior fellow Mike
Gonzalez advising a future Republican administration on how to defund “woke”

public media institutions like PBS and NPR, which are funded by the
Corporation for Public Broadcasting.3
■ Gonzalez, who has been calling on Congress to defund public media since
at least4 20175, claims that “all Republican presidents have recognized
that public funding of domestic broadcasts is a mistake” and that “the
next conservative President must” defund public media “and do it despite
opposition from congressional members of his own party if necessary.”
■ Gonzalez also argues that “the government should not be compelling the
conservative half of the country to pay for the suppression of its own
views.”
■ Gonzalez outlines how a Republican president could defund public
media by refusing to sign any spending bill that earmarks “a penny for
the CPB.”

● THE MANHATTAN INSTITUTE


● The Manhattan Institute has also attacked public broadcasting and advocated
against government funding for the industry. Specifically, the conservative think
tank has argued that the existing public6 broadcasting7 model hurts8 local
journalism and no longer serves its original mission. A 2020 report from the
Manhattan Institute argues that the “public broadcasting establishment hurts
the future of local journalism.” The report supported then-President Donald
Trump’s proposal to drastically cut funding for public broadcasting.9 10

● CHRISTOPHER RUFO
○ RUFO’S ATTACKS ON MAHER
■ Christoper Rufo, of The Manhattan Institute, has relentlessly
campaigned against NPR CEO Katherine Maher, highlighting old social
media posts and media from Maher to portray her as the picture of
“left-wing ideological capture of institutions.” Rufo highlighted a
selection of Maher’s past statements to portray this image to his
audience.11 12
■ Rufo used Maher’s old social media posts to claim that she has a
troubling view of censorship and democracy. Rufo smeared Maher as a
“left-wing activist who openly endorses censoring, deplatforming, and
punching political opponents.”13 14 15 16
■ Rufo also highlighted the “possibility that Katherine Maher collaborated
with U.S. intelligence” and said her ideology is to bring “the Color
Revolution” and follow “regime-change models in Egypt, Tunisia, and
Libya.”17 18
○ RUFO’S HISTORY OF ANTI-CIVIL RIGHTS ACTIVISM
■ A senior fellow at The Manhattan Institute, Rufo has become right-wing
media’s most popular anti-civil rights activist, first emerging in 2020 to
push the baseless, viral claim that critical race theory (CRT) has infiltrated
sensitivity trainings in federal agencies, the military, and schools, and the
dangerous lie that LGBTQ people are trying to “groom” children as part of
a vast left-wing plot.
■ Rufo’s attacks on CRT
● Recently, Rufo has taken up attacking “diversity, equity, and
inclusion” (DEI) initiatives to target higher education and
campaign against people in positions of authority whom he
views as antithetical to conservative ideology.
● In 2024, Rufo helped spearhead a campaign against former
Harvard President Claudine Gay, using plagiarism allegations on

the heels of criticisms of Gay’s handling of antisemitism on campus
to force her resignation.19
● Previously, Rufo has admitted that the goal of his anti-CRT
campaign is to “have the public read something crazy in the
newspaper and immediately think ‘critical race theory.’”20

The right’s longstanding campaign to defund public broadcasting

Right-wing media have also attacked public broadcasting networks including NPR,
PBS/Sesame Street, the Corporation for Public Broadcasting, and Voice of America with
repeated claims that these institutions are a propaganda tool of the left and must be
defunded.

● NPR
○ Fox News has attacked NPR since at least 2002, calling it “National
Propaganda Radio.” In 2011, multiple Fox personalities cheered a GOP-led House
vote to defund NPR, including Brian Kilmeade and Sean Hannity. Fox & Friends
co-host Steve Doocy called NPR and PBS “lefty outfits,” and then-Fox News
chairman Roger Ailes called NPR executives “Nazis” with a “Nazi attitude.” On his
former Fox show, Bill O’Reilly repeatedly attacked NPR. In January 2002, he asked
if NPR should “be called the National Propaganda Radio Network.” In May 2002,
O’Reilly claimed that NPR “may be censoring right-wing voices, even though NPR
gets close to $3 million a year in tax money, and much of that coming from
right-wing voices.”21 22 23 24
● SESAME STREET AND MUPPETs
○ Fox News personalities have spun up outrage over and railed against Sesame
Street and Muppets over the years: “Left-wing communist diatribe.” In January

2022, then-Fox host Tucker Carlson ranted against an Asian-American Sesame
Street character. In 2020, Carlson attacked a Sesame Street special on the
mid-2020 George Floyd protests. In 2016, Eric Bolling called Sesame Street a
“left-wing communist diatribe.” In 2011, multiple Fox personalities claimed the
Muppets movie was trying to “brainwash our kids against capitalism.”25 26 27 28
○ In 2024, right-wing media claimed that the Biden administration is using Cookie
Monster as part of a woke political agenda to attack innocent corporations — or
that perhaps President Joe Biden is responding to inflation only because of a
public protest by Cookie Monster.29
● VOICE OF AMERICA
○ Trump launched a conservative-backed effort to overhaul Voice of America. In
2016, Politico reported that the-President-elect Trump was prepared to inherit
more power within the VOA due to a National Defense Authorization Act provision
that concentrated control of the agency into the power of a CEO appointed by the
president.30
○ In 2018, after proposing an alternative to mainstream media that would be
more favorable toward him, Trump replaced the president of the U.S. Agency
for Global Media, which runs VOA, with Michael Pack, an ally of Steve Bannon.
At the time, Bannon said that “VOA is a rotten fish from top to bottom. It’s now
totally controlled by the deep-state apparatus.”31 32
○ In January 2021, Pack resigned as CEO of USAGM ahead of the Biden
administration. Reporting at the time of his resignation highlighted worries that

the Bannon ally intended to “turn venerable U.S. media outlets into pro-Trump
propaganda machines.”33

Conservative media’s vision for the role of government in media

Conservative organizations and individuals have also attacked First Amendment protections
for journalists and floated plans to overhaul news platforms and transform news platforms
into right-wing propaganda.

● Conservative attacks on First Amendment protections for journalists


○ During his 2016 campaign, Trump argued for a change in libel laws to sue new
organizations over “negative” stories. Speaking at a campaign rally, Trump
pledged to “open up our libel laws so when [newspapers] write purposely
negative stories … we can sue them and make lots of money.”34
○ In 2023, Florida Gov. Ron DeSantis similarly supported changing laws to allow
public figures to sue media outlets over “false information.” DeSantis called
mainstream news outlets “the leading purveyors of disinformation in our entire
society right now.” Jacob Mchangama, CEO of The Future of Free Speech, and
Nadine Strossen, former President of the ACLU, noted that DeSantis’ comments
were only the latest in a “larger Republican revolt against the 1964 Supreme Court
New York Times v. Sullivan decision, which sets a very high bar for when public
figures and officials can successfully sue for defamation.”35 36
○ While advocating against freedom of speech for the press, conservatives are
simultaneously arguing that their own freedom of speech is under attack. As
journalist Adam Serwer noted for The Atlantic, conservatives’ vision for the public
flow of information boils down to: “You have a right to free speech as long as you
are saying what conservatives want you to say.” By employing baseless First
Amendment arguments to target private companies, such as social media, where
the law doesn’t apply, conservatives have tried to pressure institutions, media
outlets, and social media platforms to bend to the conservative point of view in the

name of “freedom of speech.” Media Matters’ data has repeatedly shown that
allegations of social media bias against conservatives are baseless.37 38
● Conservative acquisition of media outlets and platforms
○ Conservatives have taken to acquiring their own social media platforms and
media outlets in an effort to create an information media system that feeds
right-wing propaganda to a larger audience. A.J. Bauer reported on this trend in
Politico, noting Elon Musk’s acquisition of Twitter, Donald Trump’s creation of Truth
Social, and the emergence of other conservative alternative platforms like Gab
and Jason Miller’s Gettr (which is reportedly on the verge of shutting down).39 As
A.J. Bauer wrote for Politico, this “is merely the latest front in a 70-year effort by
conservative activists to cultivate an alternative media system to rival mainstream
media hegemony. There is no comparable left-wing counterpart.”40
● Similarly, wealthy conservatives have been buying local media outlets to inject
right-wing talking points into the local media ecosystem. Sinclair Broadcasting
Group Chairman David Smith purchased The Baltimore Sun, raising concerns
about the direction of the paper, as Smith has shown that he is more than willing
to use his local news resources to put a thumb on the scale for Republican causes.
At Sinclair, he required outlets to air “must run” segments that injected a right-wing
narrative into local news reports.41 42 43 44
● For 20 years, Media Matters has been countering the right’s false accusations
of a liberal media bias and has found that on issue after issue, the bias does not
exist. Media Matters studies have shown that national broadcast and cable
networks barely covered gaffes and incoherent statements made by Trump and
top newspapers have mentioned Joe Biden’s age more than twice as much as
Trump’s. Major news outlets also gave much less coverage to Trump’s “vermin”
attack as they did Clinton’s “deplorables” remark. Media coverage of climate
issues has consistently fallen short, and mainstream outlets have struggled with

contextually covering abortion and reproductive rights issues and have platformed
disinformation from anti-abortion advocates. Mainstream outlets have also
followed conservative media’s lead in setting a right-wing tone and coverage
approach on key issues such as immigration, crime and have conceded economic
coverage to the right at times, such as with the recent conservative-led fixation on
“stagflation.”45 46 47 48 49 50 51 52 53
● NPR’s own staffers have pushed back on Uri Berliner’s claims of a liberal bias at
NPR and among leadership. In a blog titled “How my NPR colleague failed at
‘viewpoint diversity,’” Steve Inskeep observed that Berliner “gave a perfect
example of the kind of journalism he says he’s against.” Inskeep noted that
Berliner’s piece was “filled with errors and omissions,” such as falsely claiming that
the editorial team was unanimously made up of registered Democrats. Inskeep
also noted several of Berliner’s “sweeping statements” that offered no evidence or
lacked context, such as claiming that there is no debate over stories at NPR, just a
“frictionless” process like an “assembly line.” Inskeep noted that NPR
correspondent Eyder Peralta similarly wrote on Facebook, “There are a few bits of
