For this purpose, you shall calculate the vessel’s stability for each condition not covered in detail in this stability booklet and for intermediate conditions as necessary to ensure the maintenance of satisfactory stability. This stability evaluation shall be documented in the ship’s log. A stability test witnessed by ABS Americas on behalf of the U.S. Coast Guard, was conducted on the sister vessel “MARE ISLAND (ex-l TA LINDA)”, O.N. 1060909, at Seattle, WA on October 29, 1997. On the basis of this test, stability calculations have been performed. Trim and Stability Booklet A/T MILLENNIUM STAR ‘Aviust 2000 2.1__ OPERATING RECOMMENDATIONS This trim and stability book is based on the results of the inclining test for the sister vessel MARE ISLAND (ex-DELTA LINDA) conducted at MARCO Seattle Shipyard on October 27, 1997. A deadweight survey was performed on February 14, 2000 to determine actual lightship weight and LCG of the vessel. ‘The stability criteria used for determining suitable load conditions for this vessel is 46 CFR Part 174.145, intact stability criteria, Part 173.095(d), “dynamic” towing criteria, and Part 170.170, weather criteria, as required for load-lined tug boats, See Section 3 for an explanation of these criteria, 2.1.1 LOADINGS To maintain sufficient freeboard, propeller immersion, and to keep even trims over the full range of fuel consumption the following fuel and ballast loading instructions should be followed: Starting with full fuel tanks without ballast at about 0.4 ft. at trim (3’-5” aft on draft marks). Next, burn fuel out of the forward wing tanks. Then start consuming fuel from the forward deep tanks. As the fuel in forward deep tanks are emptied, gradually fill the forward deep ballast tanks. Then burn fuel from the aft wing tanks, maintain full ballast in doth forward deep and aft peak tanks, Finally, bum fuel from the double bottoms. A minimum of 9900 gallons of fuel should be maintained in the fuel oil double bottom tanks at all times, when the vessel is to engage in towing operations. Ventilation openings can be left open but are provided with closures should they become necessary. 2.1.3 GENERAL RECOMMENDATIONS Freeing Ports Freeing ports should be kept clear at all times. Unnecessary Weight Weight carried on the vessel should be Kept as low as possible, AVOID ACCUMULATION OF UNNECESSARY WEIGHTS SUCH AS EXCESSIVE. SPARE PARTS, TOOLS, AND STORES, WHICH CAN BE KEPT ASHORE. CONTINUOUS WEIGHT GAIN IS A SERIOUS PROBLEM ON MANY VESSELS RESULTING IN REDUCED FREEBOARD AND STABILITY. Update Stability Report ‘Request the Naval Architect to update this stability report and these recommendations when equipment is added or operations are changed. ‘The USCG recommends that a dead weight survey be performed if the sum of the ‘weights added and removed is more than 1% of the lightship weight of 434.31 L.T., and that a new inclining test be performed if the sum of the weights added and removed is more than 3% of the original lightship weight. We recommend that a dead weight survey be performed at least every five (5) years to determine whether the stability report needs revision or if a new inclining test is required, On the basis of the observations and conclusions above, and presuming that the "Operating Recommendations" are carefully observed, itis the opinion of the Naval Architect that the M/T MILLENNIUM STAR meets or exceeds the standards of stability for a vessel of this type. However, itis still imperative that good judgment and seamanship be exercised at all times, particularly in heavy seas. ‘Trim and stability Booktet, A/T MILLENNIUM STAR ‘Aust 2000 3.0__ INSTRUCTIONS FOR FORMS ‘The following instructions and forms are provided to enable the Captain to calculate the stability of the vessel in loading conditions different from those represented in this booklet, A worked example is included. Vessel data for use with the forms is found in Section 5.0. ‘Tank Weight Form ‘The tank weight form has a row for each tank on the vessel and a column for the sounding weight, VCG, vertical moment, LCG longitudinal moment, and free surface moment (FSM). For each tank, record its sounding, actual or estimated, With the sounding enter the sounding tables and pick out weight, VCG, LCG, and FSM for each tank, Multiply the weight and VCG for each tank to get the vertical moment and enter it into the form. Do the same for the longitudinal moment. When this is complete for each tank, add up the ‘weight and moment columns to get the totals for each one. ‘Transfer these totals to the stability form. 3.2___Weight Item Form ‘The weight item form includes rows for a few estimated items, the lightship as calculated by the incline test and several empty rows for the user to add his own items. The lightship weight should not be modified and should always be included. The user is free to use, modify or add to any of the other items. When adding items to the list, estimate the VCG and 1,CG by locating the item on the general arrangements and the inboard profile. For the VCG measure up from the base line. For the LCG, measure aft from Frame 0. Be sure to use the correct drawing scale! Multiply the weight and VCG for each weight item to get the vertical moment and enter it into the form. Do the same for the longitudinal moment. When this is complete for each iter, add up the weight and moment columns to get the totals for each one. ‘Transfer these totals to the stability form, 3.3. Stability Form First, enter at line three (3) the totals from the tank weight form and the weight item form, Add up each column and enter the total weight on line four (4). Calculate the LCG by dividing the total longitudinal moment by the total weight and enter in Line 5. Calculate the VCG by dividing the total vertical moment from Line 3 by the total weight and enter this in line six (6). Calculate the free surface correction by dividing the total free surface moment, FSM, by the total weight and enter into Line 7. “eim snd Stat Bookdet (MT MILLENNIUM STAR ‘Auugst 2000 Now add line six (6) and seven (7) to get the virtual VCG and enter in line eight (8). Using the WT and LCG, lines four (4) and five (5), enter the curves of max VCG in Section V. Find the curve on either side of the actual LCG and either use the lower one or interpolate between them to read the maximum VCG for the weight (displacement) from Line four (4).. Enter the max VCG in Line nine (9). Compare Line nine (9) with Line eight (8). Ifthe maximum VCG is bigger then the virtual VCG then the vessel is "SAFE". Ifthe vessel comes out "UNSAFE", try a different way of loading the vessel, shift high weights low, add ballast, etc. See the Operating Instructions in Section II. a4 Stability Criteria ‘The federal regulations for a load-lined tug boat require that it meet the intact stability criteria in 46 CFR Part 174.145, the weather criterion in 46 CFR Part 170,170, and either one of the two alternate towing criteria in 46 CFR Part 173.095 for each condition. The intact stability criteria require that the vessel mect the requirements of the following: a) The area under each righting arm curve must be at least 16.9 foot-degrees up to the smallest of the following angles: i) the angle of maximum righting arm, ii) the downflooding angle, iii) 40 degrees. b) The area under each righting arm curve must be at least 5.6 foot-degrees between the angles of 30 degrees and 40 degrees, or between 30 degrees and the downflooding angle if this angle is less than 40 degrees. ©) The maximum righting arm shall occur at a heel greater than 25 degrees. 4) The righting arm curve must be positive to at least 60 degrees. ‘The weather criterion requires that the GM be equal to or greater than the product of the pressure (,0050 tons/{t”), the projected area, and the distance from the centroid of the underwater area to the center of pressure of the above-water area divided by the displacement and by the tangent of 14° or the angle of heel at which 1/2 of the freeboard at the lowest point is immersed, whichever is less. PAh GM= Atan 6 Trim and Stability Booklet A/T MILLENNIUM STAR ‘Aust 2000 The first towing criterion ("static criterion") 46 CFR 173.095 (b) as modified by the Marine Safety Manual for Z-Drives, figure 6-3.5, requires that the GM be equal to or greater than the product of the total shaft horsepower, the horizontal distance between the centers of the two propellers, the vertical distance from the centerline of either propeller to the bitt, and the beam divided by the product of 160, the longitudinal distance from the propellers to the bitt, the displacement, and the minimum freeboard. SHP + Ly-h-B oM 160-Ly Af ‘The second alternate towing criterion ("dynamic criterion) 46 CFR 173.095 (d) as modified by the marine safety manual for Z-Drives, figure 6-3.5, requires that a) —_aheeling arm be plotted against the vessel's righting arm curve; b) the point of equilibrium be reached before the downflooding angle; and ©) the residual area from the angle of equilibrium to the least value among the following be greater than two 2.0 foot-degrees. i) the heel angle at which the righting arm curve reaches its maximum, ii) the downflood angle, and the angle of 40 degrees ‘The heeling arm shall be the product of the total shaft HP, the transverse propeller separation, the vertical distance from the propellers to the bitt, and the cosine of the heel angle, divided by eighty (80), the longitudinal distance from the propellers to the bitt, and the displacement.
