Q1(June 2023)An employee of revenue department was killed on 24.5.

2021 at the time of performing


official duty, as he was deputed to assist with National Highway Authority of India to take over
possession of land acquired for Amritsar-Jamnagar Express. This clash happened at the site of Express-
way with “Kissan Unions’ and employee was killed at the spot. What amount of ex-gratia is to be paid
to the family of the deceased.
Ans. As per rule 8.32(2) of volume II of Punjab CSR rules, if the death of a government employee
occurs on or after the 1 st day of December 2011 , during the performance of duty, the family of such
employee shall be entitled to the ex-gratia of Five lakh rupees.

Q2 (June 2023)An employee (who was recruited against compassionate ground) has submitted that he
had not paid DA on family pension during the year 2008 to 2010 and submitted that office erroneously
forget to draw DA. Hence may be paid DA for that period. Examine the request of employee and put
up proposal.
Ans. As per finance department instruction letter no 3/20/1020 - 3FPPC/1203, dated 4 th October,
2010, DA should be paid on family pension to employee who was recruited on compassionate ground,
but in the instructions it is clearly mentioned that no arrear will be paid in this regard. So DA for that
period will not be paid.

Q3 (June 2023) What is "propulsion charges". Under which circumstances these can be sanctioned and
drawn.
Ans. The term “propulsion charges” used in this 2.46 rule of (chapter 2 volume III of Punjab CSR
rules) includes only the driving charges, i.e., the cost of petrol and mobil oil etc., but does not include
the charges on account of the wear and tear of the vehicle or the pay of the driver.

1. As per rule 2.46 of chapter 2, Volume III of Punjab CSR rules when a journey by road is
performed in a private motor vehicle which is not the property of the Government employee,
travelling allowance will be regulated by rule 2.100.

(a) –When two or more Government employees travel in a motor vehicle belonging to one of
them the travelling allowances of the owner of the vehicle will be regulated by the ordinary
rules and the travelling allowance of the other Government employee travelling with owner
will be regulated by rule 2.100 even though he may have incurred some expenses for the
use or propulsion of the vehicle in question.
(b) The term “private motor vehicle” do not include car borrowed from friends or relatives and
public motor vehicles plying for hire (carrying a passenger to their destination for cash
without prior booking)
(c) –When a Government employee travels in a Motor Vehicle borrowed from a friend or a
relative, who is a private individual, between stations connected by rail, he shall be entitled
to mileage allowance as under: –

If he pays full propulsion Actual cost of propulsion charges < one railway fair of the
charges himself class of accommodation to which he entitled.
If he pays ½ propulsion Actual cost of propulsion charges < ½ railway fair of the
charges himself Actual class of accommodation to which he entitled.
He may be entitled for full daily allowance for departure and arrival
Q4. A Pensioner was died in the Year 2016 and his widow daughter applied Family Pension in the
year 2021. She became widow after the death of the father. Examine with Reference to rules.

Ans. As per rule 6.17(c) amended as per instruction No.3/1/2021 – 3FPPC/281 dated 29.10.2021, of
Punjab Civil Service Rules Vol –II divorced/widow daughter shall be eligible for family pension only if she
is entirely dependent on the deceased employee.

Q5 What is the difference between "Active Service "and “Active Foreign (b) Service"
Ans. As per rule 2.3, of Punjab Civil Service Volume 1 Part 1 :
1. Active service for the purpose of pension, includes besides time spent on duty in India:–
(i) Leave of all kinds except extraordinary leave other than that extraordinary leave counted
towards increment under rule 4.9(b).
(ii) Omitted.
(iii) The period of absence from India of a Government employee deputed or detained out of India
on duty.
Note.–Disability leave under rule 8.124 is included in “Active Service.‟

2. As per rule 3(i), of Punjab Civil Service Volume 1 Part 1 The term “active foreign service” is
intended to include the period of joining time which may be allowed to a Government employee
both on the occasion of his proceeding to and reverting from foreign service and accordingly
contributions are leviable in respect of such periods.

Question 6. A Govt. Employee was convicted in a criminal case and court awarded sentence of three
years rigorous imprisonment and on the basis of this, department dismissed his services. He submitted
his representation to department that his order of dismissal be reviewed ,because he was not charge
sheeted before passing order of dismissal, hence as per natural justice opportunity was not given.
