Account holder is required to nominate a person with Japanese language capability in case of direct interface required. 2. Provided that; @ information on the financial institution at which they will open bank accounts should be submitted in advance to obtain approval from the Organiser. @ any procedures provided for in the Guideline will not apply, including the Organiser's support in opening and maintaining bank accounts. 3. Procedures for Opening Accounts continued 3-2 Steps to be followed. 1. Submission of notification on the o' of Commissioner General of Section + The notification on the office of the Commissioner General of Section provided for in GL12-2-1 Guidelines for Procedures Concerning Direct Tax should be submitted to the Organiser. 2. Prior Procedures - Relevant documents indicated in the guideline should be submitted to the Designated Bank via the Organiser. - Then, if no negative issues to proceed found by the Designated Bank, the Official Participants may move forward to an application at the monthly informational meeting on opening bank accounts. Submission to : One Stop Shop of the Organiser. . Procedures for Opening Account - continued 3. Application for Opening Bank Account ~ The application shall be made at the informational meeting on opening bank accounts held once a month by the Organiser and the Designated Bank. - Required documents indicated in the guideline should be prepared. + The representative of the account holder (the office of the Commissioner General of Section) or a person delegated by the representative is required to actually visit the informational meeting on opening bank accounts (or bank counter) to provide signatures on the documents. + The informational meeting on opening bank accounts will be held once a month at designated locations, such as the Designated Bank or the Organiser’s office. The date, time and location will be separately notified. 3-3 Steps after Application ‘iter around two weeks of receipt of application, bank book and cash cards will be sent to the designated address and then the account becomes operational. . Some Notes for Opening Account 4-1 Necessary Documents for Applications Excerpt list of required documents for applications is provided in followings slides(Item 8). For the comprehensive list, please refer to the section “3-3 Necessary Documents when Opening Bank Accounts” of the guideline. 4-2 Foreign PEPs If the “beneficial owner of the office of Commissioner General of Section(in case of corporations)” falls under foreign Politically Exposed Person (PEP), transactions will be restricted, and additional procedures, such as multiple identity confirmation documents, may be required, Foreign PEP refers to the head of a foreign state or a person in a significant public position of a foreign government. In Japan, regulations on foreign PEPs are provided for in the Act on Prevention of Transfer of Criminal Proceeds based on recommendations of the Financial Action Task Force (FATF). 5. Required Procedures and Precautions for Transactions 5-1 Transactions 2Domestic Transfers + May be processed via ATMs, online, post mail and at the counter of the Designated Bank(Osaka Public Institutional Department). + In case of post mail or at the bank counter, the “Bank Transfer Request Form,” should be submitted together with documentary evidence (i.e. invoice and document indicating details of the charges) to the Designated Bank via post mail or in person. + As a general rule, the procedures should be via post mail The required documents should be mailed in time to arrive by five business days prior to the date of bank transfer. + Bank transfers may be processed at ATMs or online within the designated limits in Japanese yen. 5. Required Procedures and Precautions for transactions - continued 2International Transfers (International Remittance) - Visit RESONA Bank's website and make prior online application via Overseas Prior Application Services by five business days prior to the desired date of remittance. Verification documents are required according to the transaction. + The Designated Bank will confirm the contents of the applications and notify within two business days on the possibility of the remittance. If no issues, necessary documents should be submitted to the Designated Bank by visit or via post mail In case of post mail, the documents should be mailed to arrive at the Designated Bank by two business days prior to the desired date of remittance. For visits to the bank counter, reservations in advance is required. + Relevant bank service fees for remittances will be borne by the recipients. + Please refer to the guideline for more information on available foreign currency. . Required Procedures and Precautions for transactions continued Receipt of International Transfers(remittance from overseas parties) ~ After the receipt of the remittance at the Designated Bank, the Designated Bank will confirm with the Official Participant via the Organiser that the remittance is related to the Expo and then deposit the remittance. Verification documents according to transaction will be required. + Remittances that are received in foreign currencies will be exchanged to Japanese yen before deposited to the accounts. + Please refer to the guideline for more information on foreign currency available to receive at the account. @Cash deposit and withdrawal + Deposits and withdrawals in Japanese yen can be made only at ATMs. Direct debit (automatic transfer) + Direct debit can be processed for payment to the five public utility charges (telephone, electricity, gas, water and NHK) and to the Organiser. - For other transactions, please consult with the Organiser separately. 6. Procedures to close bank accounts after the Expo Period 6-1 Procedures to close bank accounts ~ Bank accounts should be closed promptly after the Expo Period ends and the Official Participant’s activities related to the Expo complete. + If the accounts are not closed after six months from the end of the Expo Period, the Designated Bank may remit the balance to the Official Participant and then close the bank account - In case that the Official Participant has not received refunds of consumption taxes at six months from the end of the Expo Period, the bank account may remain operational only to receive refunds of consumption taxes subject to notification to the Organiser. The documents confirming the amount of the consumption tax refunds should be submitted. Official Participants should close bank accounts promptly after receiving consumption tax refunds. 7. Other Remarks @ Asa general rule, inquiries to the Designated Bank should be made through the Organiser. Direct Inquiries to and transactions with the Designated Bank are to be made only in the Japanese language. Note that Official Participants should notify to the Organiser and Designated Bank in advance about persons in charge of transactions who can communicate in the Japanese language. @ Bank accounts opened at the Designated Bank should only be used for transactions related to the Expo. If bank accounts are found to be used for purposes other than the Expo, the bank accounts may be locked as needed. 8. List of Required Documents for Application ( necessary documents; C1: documents that may be necessary depending on transactions) (1) Documents required for prior procedures (a) Bank-designated forms 1 Declaration form concerning confirmation of transactions C Declaration form concerning the control relationship with the beneficial owner (for corporations) C Declaration and notification form on corporate number (if there are any corporate numbers) (b) Documents confirming participation in the Expo 1 Copy of Participation Contract concluded with the Organiser I Copy of notification on the office of the Commissioner General of Section (©) Public documents confirming the existence of the account holder (for corporations) 1 Public documents of the home country indicating the name, location, date of establishment, name of representative and description of business of the corporation(to be translated into English if the documents are in languages other than English and French) (@ Documents confirming identity of the representative of the account holder I Passport and public documents of the home country indicating the name, address and date of birth confirming identity (ID, driving license and others issued by the government). 8.
