2. About the Abu Dhabi Quality and Conformity Council
Abu Dhabi Quality and Conformity Council (QCC) is an Abu Dhabi
government entity established in accordance with Local Law No. (3) of
2009 to raise the quality of Abu Dhabi’s exports and products traded
locally. QCC consists of a council of regulators and industry with a
mandate to ensure provision of quality infrastructure in line with global
standards.
o QCC’s functions are divided into six key areas:
• Developing standards and specifications
• Capacity building of metrology systems
• Strengthening testing infrastructure
• Launching conformity schemes
• Protecting consumer interests
• Ensuring fair trade

o QCC’s key stakeholders include regulatory authorities, consumers,


retailers and wholesalers, industry, conformity assessment bodies
(CABs) and importers.
QCC supports regulators and government organizations through offering
quality and conformity facilities, expertise and resources that allow them
to implement products safety and compliance requirements and
regulations. Additionally, QCC works towards promoting a culture of
quality and protecting the interests of consumers. In doing this, QCC
seeks to promote the Emirate’s competitiveness to become one of the
world's most attractive regions for investments and human capital, and
to support the competitiveness of national industries in world markets.

4. Foreword
The AD QCC “Standard Guidelines for Operating Procedures in Waste Management Aspect of
Planning Applications associated with Municipal Solid Waste Storage and Collection Infrastructure
Requirements in New Developments and Existing Infrastructure if applicable, within the Emirate of
Abu Dhabi including the Technical Guidelines for various Land-uses” are intended to upgrade and
replace accordingly the current implemented Technical Guidelines and Practices in this regards to
be able to build an integrated waste management sector in the Emirate of Abu Dhabi. Those
technical documents will guide the Municipal Waste Producers of different types such as General,
Organic & Recyclable Waste, Green Waste and other Waste types to provide the adequate
Infrastructure requirements for proper handling of Waste. Also, the implementation of those
Guidelines will enhance the integration among Governmental Authorizes and Stakeholders in the
private sector to sustain the waste supply chain from its generation till the disposal facilities. A total
of 10 Technical Guidelines have been developed as per the Waste Producers’ types and land-use
along with Standard Operated Procedures for Waste Management Planning Applications.

5. Working Group
The Professional Working Group was organized by Abu Dhabi Quality and Conformity Council
and established in April 2021, which was requested by Abu Dhabi West Management Center -
Tadweer, to prepare Abu Dhabi Guideline Standard Operating Procedure for Waste Management
Aspect of Planning Applications in cooperation with the related stakeholders including
representatives from government and private sectors in order to establish operating procedures
and technical guidelines for the relevant Authorities, Project Developers, Planners, Engineers etc.,
a step-by-step guidance on how to prepare the waste management aspect of a planning
application for new development in the Emirate of Abu Dhabi at the Inception, Planning & Design
stages of the Project.

6. Purpose
This Technical Guideline document has been developed to advise architects, developers and
other relevant bodies of the minimum physical and operational specification requirements for
waste storage receptacles and collection vehicles in the Emirate of Abu Dhabi. These minimum
specifications must be adhered to when designing waste storage areas and waste collection vehicle
access into new development.

7. Scope
This Standards Guideline document has been developed to advise architects, developers and
other relevant bodies of the minimum physical and operational specification requirements for
waste storage receptacles and collection vehicles in the Emirate of Abu Dhabi. These minimum
specifications must be adhered to when designing waste storage areas and waste collection vehicle
access into new development.

8.2 Waste Collection Vehicle


The minimum operational waste collection vehicle specification requirements for the main
collection and transportation designs, are detailed below. Waste collection vehicle specification
drawings can be found in Appendix B.

In addition to the above minimum operational vehicle specifications, it is important to provide


minimum head clearance heights in the immediate location where various waste collection
vehicles would collect storage receptacles in a building. The minimum head clearance
specifications required are detailed below.

9. Terms and Definitions
For the purposes of this guideline, the following terms, and definitions (follow the alphabetical
order) shall be used unless the context indicates otherwise:

10. Waste Collection Vehicle Access Requirements


The following design requirements must be considered when designing areas that will be accessed
by waste collection vehicles:
• Access roads, routes and collection points must be able to withstand 40 tonnes gross vehicle
weight.
• Waste collection vehicle access road and routes must provide a minimum width of 5.0m.
• Design should prevent waste collection vehicles reversing through developments. If
reversing is required, a maximum of 12m should not be exceeded.
• Waste collection vehicles should enter and exit a development, consolidated storage area
etc. in a forward gear.
• A minimum 12,320mm turning radius should be considered when design waste collection
vehicle routes and turning areas.
• A minimum 4.5m travelling height should be provided for waste collection vehicles and skip
collection vehicles travelling through a building with overhead structures.
• A minimum head clearance height of 5.0m above portable compactors collected by a skip
collection vehicle.
• A minimum head clearance height of 5.2m above static compactors collected by a Ro-Ro
vehicle.
• Head clearance heights immediately above compactors should be measured from ground
slab to MEP fixtures and fittings i.e. sprinklers.
• Suitable laybys for collection vehicles should be provided at Underground Compactor system
infrastructure. As a minimum, the laybys should be able to accommodate the following
vehicle dimensions: (L) 12,085mm x (W) 2,600mm.
• Waste collection vehicle laybys should be clearly indicated to other road users by way of
road markings. The road markings should make it clear that no parking is allowed in the
waste collection vehicle laybys.
• Vehicle tracking, or a swept path analysis must be conducted to demonstrate the feasibility
of waste collection vehicle access.
