conditions:
4 --- Licensee must ensure that a current listing of the name, title, mailing address, email address, and telephone
number of the responsible point of contact are on file at the FCC. Any changes must be filed electronically in the
International Communications Filing System (ICFS) using the "Pleadings and Comments" link on the ICFS stub
homepage within 10 days of the change.
8 --- Licensee must notify the Commission when all earth stations under this authorization are no longer operational or
when they have not been used to provide service during any continuous six-month period.

compliance with the provisions of Annex 1, Part C of Recommendation ITU-R M.1643, with respect to any radio

A) This RADIO STATION AUTHORIZATION is granted subject to the following special provisions and general
conditions:
90123 --- Operations authorized pursuant to this license are operations by U.S.-registered aircraft anywhere within the
coverage area/frequency bands identified in the application for the satellites listed as points of communication.
Operations authorized pursuant to this license also include operations by non-U.S.-registered aircraft within U.S. stub
territory, including territorial waters. Authorization for operations by U.S.-registered aircraft outside U.S.
territory, pursuant to this license, does not constitute a grant of access to the market in the United States under the
Commission's DISCO II policies.
90246 --- ESAAs authorized herein must employ a tracking algorithm that is resistant to capturing and tracking adjacent
satellite signals, and each station must be capable of inhibiting its own transmission in the event it detects
unintended satellite tracking. stub
90247 --- ESAAs authorized herein must be monitored and controlled by a ground-based network control and monitoring
center. Such stations must be able to receive "enable transmission" and "disable transmission" commands from
the network control center and must cease transmission immediately after receiving a "parameter change" stub
command until receiving an "enable transmission" command from the network control center. The network
control center must monitor operation of each ESAA to determine if it is malfunctioning, and each ESAA must
self-monitor and automatically cease transmission on detecting an operational fault that could cause harmful
interference to a fixed-satellite service network.

ground-level power flux density (PFD) in such territory in excess of the following values unless the foreign stub
administration has imposed other conditions for protecting its FS stations: -132 + 0.5 x THETA dB(W/(m^2
MHz)) for THETA <= 40° ; -112 dB(W/(m^2 MHz)) for 40° < THETA <= 90°. Where: THETA is the angle of
arrival of the radio-frequency wave in degrees above the horizontal, and the aforementioned limits relate to the
PFD and angles of arrival that would be obtained under free space propagation conditions.
90388 --- The licensee shall not operate in the band 14.0-14.2 GHz within 125 km of the NASA TDRSS facilities on Guam
(latitude 13°36'55" N, longitude 144°51'22" E), White Sands, New Mexico (latitude 32°20'59" N, longitude
106°36'31" W and latitude 32°32'40" N, longitude 106°36'48" W), and Blossom Point, Maryland (latitude 38° 25' stub
44" N.L., longitude 77° 05' 02" W.L.), unless and until the licensee enters into an agreement with NASA that
NTIA has approved. The licensee must conform its operations to the terms of any coordination agreement with
the NASA and must file a copy of the agreement with the Commission within 30 days of execution.
90398 --- Changes to previously authorized transmitting facilities, operations and devices regulated by the Commission that
may have significant environmental impact, and are not excluded by section 1.1306, require the preparation of an

A) This RADIO STATION AUTHORIZATION is granted subject to the following special provisions and general
conditions:
90456 --- Reception of 12.2-12.7 GHz frequencies (space-to-Earth) in ITU Region 2 is allocated to Direct Broadcast
Service (ITU as Broadcasting-Satellite Service and feeder link) and also allocated to FSS (space-to-Earth) on a
primary basis limited to NGSO systems and subject to the conditions in 47 CFR § 2.106(b)(487)(i). These earth stub
stations are not operating as Direct Broadcast Service (DBS) stations and were not coordinated with DBS
operators; therefore, reception of NGSO space-to-Earth operations in the 12.2-12.7 GHz is on a non-interference,
non-protected basis to DBS over the U.S. and its territories.
90535 --- Communications between licensee aircraft earth stations and the relevant space station must be in compliance
with all existing and future space station coordination agreements reached between the space station
Administration and other Administrations. stub
90540 --- Operation pursuant to this authorization must be in compliance with the terms of coordination agreements
between the relevant space station operators and operators of other Ku-band geostationary space stations within
six angular degrees of those space stations. In the event that another GSO fixed-satellite service space station stub
commences operation in the 14.0-14.5 GHz band at a location within six degrees of any of these space stations,
ESAAs operating pursuant to this authorization must cease transmitting to that space station unless and until such
operation has been coordinated with the new space station's operator or the licensee demonstrates that such
operation will not cause harmful interference to the new co-frequency space station.
90560 --- Operations in the 10.7-11.7 GHz (space-to-Earth) frequency band are authorized up to the applicable power
flux-density limits in 47 CFR § 25.208(b), and up to the equivalent power flux-density requirements of Article 22
of the ITU Radio Regulations, as well as Resolution 76 (Rev. WRC-15) of the ITU Radio Regulations. stub
90561 --- In the 10.7-11.7 GHz band, operations must be coordinated with the radio astronomy observatories listed in 47
CFR § 2.106(a), (c)(131) (footnote US131), to achieve a mutually acceptable agreement regarding the protection
of the radio telescope facilities operating in the 10.6-10.7 GHz band For the purposes of coordination with these stub
listed facilities or the National Radio Quiet Zone, correspondence should be directed to the National Science
Foundation Spectrum Management Unit (Email: esm@nsf.gov).
90562 --- Operations in the 11.7-12.2 GHz (space-to-Earth) frequency band are authorized up to the power flux-density
limits in Article 21 of the ITU Radio Regulations, and up to the equivalent power flux-density requirements of
Article 22 of the ITU Radio Regulations, as well as Resolution 76 (Rev. WRC-15) of the ITU Radio Regulations. stub
90563 --- Operations in the 12.2-12.7 GHz (space-to-Earth) frequency band are authorized up to the power flux-density
limits in 47 CFR § 25.208(o) and Article 21 of the ITU Radio Regulations, and up to the equivalent power

A) This RADIO STATION AUTHORIZATION is granted subject to the following special provisions and general
conditions:
90633 --- Additional allocation: in Region 1, the band 11.7-12.5 GHz, in Region 2, the band 12.2-12.7 GHz and, in Region
3, the band 11.7-12.2 GHz, are also allocated to the fixed-satellite service (space-to-Earth) on a primary basis,
limited to non-geostationary systems and subject to application of the provisions of No. 9.12 for coordination stub
with other non-geostationary-satellite systems in the fixed-satellite service. Non-geostationary-satellite systems in
the fixed-satellite service shall not claim protection from geostationary-satellite networks in the
broadcasting-satellite service operating in accordance with the Radio Regulations, irrespective of the dates of
receipt by the Bureau of the complete coordination or notification information, as appropriate, for the
non-geostationary-satellite systems in the fixed-satellite service and of the complete coordination or notification
information, as appropriate, for the geostationary-satellite networks, and No. 5.43A does not apply.
Non-geostationary-satellite systems in the fixed-satellite service in the above bands shall be operated in such a
way that any unacceptable interference that may occur during their operation shall be rapidly eliminated. 47 CFR
§ 2.106(a), (b)(487)(i) (International Footnote 5.487A ).
90762 --- Operations in the 10.7-11.7 GHz band are authorized on an unprotected and non-harmful interference basis with
respect to current and future systems operating in the fixed service per 47 CFR § 25.115(f)(2). Accordingly,
licensee must not cause harmful interference to, and must not claim protection from interference caused to it by, stub
any other lawfully operating station.
90860 --- The ESIMs authorized herein must comply with the terms of the applicable space station authorization(s) as well
as the Commission's rules on frequency use, including 47 CFR § 25.202, 47 CFR § 25.228, and applicable
footnotes to the Table of Frequency Allocations, 47 CFR § 2.106(d), including Footnote NG527A to the Table of stub
Frequency Allocations, Commission Rule 47 CFR § 2.106(d)(527).
90861 --- Authorizations in the 12.2-12.7 GHz band are subject to modification to bring them into conformance with any
rules or policies adopted by the Commission in the future, including in WT Docket No. 20-443, Expanding
Flexible Use of the 12.2-12.7 GHz Band. This grant is made without prejudice to any future determination stub
regarding licensee's operation in these bands. Accordingly, any investments made toward operations under this
authorization in the bands authorized in this order by licensee assume the risk that operations may be subject to
additional conditions or requirements as a result of any future Commission actions. Pursuant to Expanding
Flexible Use of the 12.2-12.7 GHz Band et. al., WT Docket No. 20-443; GN Docket No. 22-352, Report and
Order and Further Notice of Propose Rulemaking and Notice of Proposed Rulemaking and Order, FCC 23-36
(2023), the Commission has determined that it is not in the public interest to add a mobile allocation or adopt
service rules for expanded terrestrial, high-powered, two-way mobile operations in the 12.2-12.7 GHz band. The
Commission also sought comment on the potential to expand terrestrial fixed use of the 12.2-12.7 GHz band.
90862 --- Operations in the 12.2-12.7 GHz band are on a non-interference basis (NIB) and non-interference protected
(NIP), i.e., unprotected, basis with respect to terrestrial fixed operations.

90919 --- To the extent that any end-user terminals is capable of operating, e.g., receiving, in the 12.2-12.7 GHz band, such
terminals must also be capable of such operation in 10.7-12.2 GHz band. Terminals capable of operating in
10.7-12.2 GHz band are not required to be capable of operating in the 12.2-12.7 GHz band. stub
90920 --- DISH's petition to deny is DISMISSED. DISH asserts various claims with respect to potential interference to its
operations in the 12.2-12.7 GHz band from SpaceX's Gen1 and Gen2 space station operations. See DISH
Network Corp., Petition to Deny, File No., SES-LIC-20230228-00232 (May 5, 2023). These claims are more stub
appropriately addressed in the space station application process (e.g. File No. SAT-MOD-20230215-00036),
rather than in the earth station licensing process. In addition, many of these claims were also raised when SpaceX
applied for its first generation user terminal blanket license. At that time, the Chief of the International
Bureau(now Space Bureau) found that the proposed ESIM downlink operations on an unprotected, non-harmful
interference basis in the 12.2-12.7 GHz band would not materially impact the environment in that band. See
Space Exploration Holdings, LLC, Application for Blanket Authorization of High-Performance Ku-band Earth
Stations in Motion, Order and Authorization, DA 22-695 (June 30, 2022). There is no evidence that the
operation of these next-generation terminals in the same band would alter that conclusion.
90921 --- Operations in the 14.0-14.5 GHz (Earth-to-space) band are authorized up to the equivalent power-flux density
limits of Article 22 of the ITU Radio Regulations.

90922 --- Operations: (a) in the band 14.0-14.2 GHz, within 125 kilometers (for ESVs and VMESs) or within radio
line-of-sight (for ESAAs) of the National Aeronautics and Space Administration (NASA) Tracking and Data
Relay Satellite System (TDRSS) earth stations are subject to prior coordination with the National stub
Telecommunications and Information Administration (NTIA) in order to minimize harmful interference; and (b)
in the band 14.47-14.5 GHz, in the vicinity (for ESVs and VMESs) or within radio line-of-sight (for ESAAs) of
the National Science Foundation radio astronomy stations are subject to coordination with NTIA in order to
minimize harmful interference.
90923 --- In the 14.47-14.5 GHz band, operations are subject to footnote US342 to the U.S. Table of Frequency
Allocations, 47 CFR § 2.106, fn. US342, and all practicable steps must be taken to protect the radio astronomy

90924 --- ESAA transmissions in the 14.0-14.5 GHz band from international airspace within line-of-sight of the territory of
a foreign administration, where fixed service networks have primary allocation in this band, will be limited to a
maximum power flux-density produced at the surface of the Earth by emissions from a single aircraft to not stub

A) This RADIO STATION AUTHORIZATION is granted subject to the following special provisions and general
conditions:
90926 --- All existing transmitting facilities, operations and devices regulated by the Commission must be in compliance
with the Commission's radiofrequency (RF) exposure guidelines, pursuant to Section 1.1307(b)(1) through (b)(3)
of the Commission's rules, or if not in compliance, file an Environmental Assessment (EA) as specified in section stub
1.1311. See 47 CFR § 1.1307 (b)(5). Licensee must take all necessary measures to ensure that the earth stations
do not create potential exposure of humans to radiofrequency radiation in excess of the FCC exposure limits
defined in 47 CFR §§ 1.1307(b) and 1.1310 wherever such exposures might occur. Measures must be taken to
ensure compliance with limits for both occupational controlled exposure and for general population/uncontrolled
exposure, as defined in these rule sections. Requirements for restrictions can be determined by predictions based
on calculations, modeling or by field measurements.
90927 --- Grant of the instant application is subject to the terms and condition of all associated current or future space
station authorization(s) or grant(s) of market access. Operations pursuant to the instant authorization must be
consistent with the associated space station(s) authorizations(s) or grant(s) of market access, as well as the stub

in Motion (ESIMs), as regulated under 47 CFR part 25, are an application of the fixed-satellite service (FSS) and
the following provisions shall apply: (a) In the bands 10.7-11.7 GHz, 19.3-19.4 GHz, and 19.6-19.7 GHz
(space-to-Earth), ESIMs may be authorized for the reception of FSS emissions from geostationary and
non-geostationary satellites, subject to the conditions that these earth stations may not claim protection from
transmissions of non-Federal stations in the fixed service and that non-geostationary-satellite systems not cause
unacceptable interference to, or claim protection from, geostationary-satellite networks. (b) In the bands
11.7-12.2 GHz (space-to-Earth), 14.0-14.5 GHz (Earth-to-space), 18.3-18.8 GHz (space-to-Earth), 19.7-20.2
GHz (space-to-Earth), 28.35-28.6 GHz (Earth-to-space), and 29.25-30.0 GHz (Earth-to-space), ESIMs may be
authorized to communicate with geostationary satellites on a primary basis.

B) This RADIO STATION AUTHORIZATION is granted subject to the additional conditions specified below:
This authorization is issued on the grantee's representation that the statements contained in the application are
true and that the undertakings described will be carried out in good faith.

This authorization shall not be construed in any manner as a finding by the Commission on the question of
marking or lighting of the antenna system should future conditions require. The grantee expressly agrees to
install such marking or lighting as the Commission may require under the provisions of Section 303(q) of the
Communications Act. 47 U.S.C. § 303(q).

Neither this authorization nor the right granted by this authorization shall be assigned or otherwise transferred to
any person, firm, company or corporation without the written consent of the Commission. This authorization is
subject to the right of use or control by the government of the United States conferred by Section 706 of the
Communications Act. 47 U.S.C. § 706. Operation of this station is governed by Part 25 of the Commission's
Rules. 47 C.F.R. Part 25.

This authorization shall not vest in the licensee any right to operate this station nor any right in the use of the
designated frequencies beyond the term of this license, nor in any other manner than authorized herein.

This authorization is issued on the grantee's representation that the station is in compliance with environmental
requirements set forth in Section 1.1307 of the Commission's Rules. 47 C.F.R. § 1.1307.

This authorization is issued on the grantee's representation that the station is in compliance with the Federal
Aviation Administration (FAA) requirements as set forth in Section 17.4 of the Commission's Rules. 47 C.F.R.§
17.4.

The following condition applies when this authorization permits construction of or modifies the construction
permit of a radio station.

This authorization shall be automatically forfeited if the station is not ready for operation by the required date of
completion of construction unless an application for modification of authorization to request additional time to
complete construction is filed by that date, together with a showing that failure to complete construction by the
required date was due to factors not under control of the grantee.

Licensees are required to pay annual regulatory fees related to this authorization. The requirement to
collect annual regulatory fees from regulatees is contained in Public Law 103-66, "The Omnibus Budget
Reconciliation Act of 1993." These regulatory fees, which are likely to change each fiscal year, are used
to offset costs associated with the Commission's enforcement, public service, international and policy and
rulemaking activities. The Commission issues a Report and Order each year, setting the new regulatory
fee rates. Receive only earth stations are exempt from payment of regulatory fees.
