WHEREAS, Mr. Juan Jovian ingeniero, CESO V, has been serving under the Department of the Interior and Local Government (DILG) for 30 years; WHEREAS, as the Assistant Regional Director of DILG-NCR, Mr. Ingeniero led its ISO 9001:2015 Certification of the Quality Management System (QMS). He is also a key figure in the Local Governance Regional Resource Center NCR (LGRRC-NCR) which became a finalist in the Ugnay ng Mamamayan award under the Capacity Development Awards for the Catalysts of Excellence of LGA; : a >34th Regular Session Res. No. SP- 8222 $-2020 Page PR21CC-631 WHEREAS, through his guidance, the DILG Quezon City Field Office became a two-time awardee of Bugkos ng Bayan awardee of the Local Government Academy’s CapDev Ace Program, which aims to recognize the exceptional contribution of DILG personnel in their contribution to local governance; WHEREAS, he is also a prominent figure in the efforts of DILG-NCR in the road clearing initiatives and peace and order as part of the RPOC-NCR Secretariat. He steered the first Peace and Order International Summit in 2018 which brought together experts, advocates on peace and order from the different parts of the globe and local government unit functionaries to discuss practices, emerging trends and challenges on peace building and security; WHEREAS, as DILG-NCR primary local legislation specialist, he has used his expertise in providing guidance to the Quezon City Council for the formulation of its Executive Legislative Agenda (ELA), bridging the gap between the executive and legislative bodies in creating and implementing development plans; WHEREAS, he has also aided the efforts of the Quezon City Government to implement the Manila Bay Clean-Up Rehabilitation and Preservation (MBCRP) Program, which was recognized for its ranking performance in the whole of NCR; WHEREAS, for his invaluable assistance to the City Council, it was able to become a three-time Most Outstanding Sangguniang Paniungsod in the NCR and back-to-back national winner of the Local Legislative Award (LLA) given by the DILG for the Highly Urbanized Cities category in 2015 and 2018; WHEREAS, Mr. Ingeniero has recently been designated as the new OIC Regional Director of DILG Western Visayas; WHEREAS, for his contributions to the Quezon City Government's fruitful achievements, and for his outstanding service to the City, he truly deserves the recognition and appreciation of the Quezon City Government in his promotion. . <34% Regular Session Res. Josefina G. Belmonte, the City Vice Mayor, Honorable Gian G.
