1. Brief History of Coffee in Upper Waria

This is a brief history of coffee how coffee was introduced into Upper Waria. According the
information collected from the elders of Upper Waria, the introduction of coffee was done by
early Lutheran Missionaries. In 1924, a missionary named Rev Carl Mailander introduce Arusha
coffee (Mission Coffee) into Upper Waria and was first planted at Yowu at Gerepo village in
ward 7. During the time of introduction, coffee was name Kapa because of its value to purchase
strong items like roofing iron. The missionaries then, advise the locals to plant more coffee trees.

Some students from Waria were selected to attend Quotec School in Finchaffen after the World
War 2. Among the students selected were Mr. Iop Tauti and Mr. Sokere Narewec .While
attending School at Finchaffen, Mr. Iop and Sokere learn how to establish coffee plantations. Mr.
Iop and Sokere came back to Waria and initiated coffee project know as Bung Kofi (in a
Plantation form). First major coffee nursery and Bung Kofi (Plantation) was established at Sumu
Village. They establish Bung Kofi garden (Plantation) to address community needs such as
School fee assistance for students going to higher institutions, pay councilors to attend council
meeting, confirmation, money request from Church etc...Their ideas of establishing bung coffee
did eventually paid off and attracted interested from other village who establish Bung Kofi
gardens at their respective villages.
People eventually begin establishing individual coffee gardens afterwards up until today.

2. Need for Coffee Extension & Training

Despite the long history and existence of coffee in Upper Waria, development of coffee is
stagnant and farmers continue to suffer these days. Most of the problems coffee farmers in Waria
face are related to poor delivery of coffee extension services to farmers by responsible authorities
to equip the farmers with updated technical knowledge to manage their coffee farmers. To date,
there hasn’t been any extension work into Upper Waria for the last 20-30 years. This has resulted
in poor management of coffee gardens by local coffee farmers in Upper Waria. The need for
rolling out of coffee rehabilitation program greatly required in Upper Waria to improve coffee
farmers’ productivity to increase coffee production and coffee Quality.

3. Project Description

SENAI AGRO is working with interested coffee farmers from ward 8 area to roll out coffee
rehabilitation project. This coffee rehabilitation project is a initiatives of SENAI AGRO with
interested coffee farmers of ward 8 areas who have pledge their support to work with SENAI
AGRO to improve the work of coffee in their local community to increase coffee production
volumes and improve coffee quality. The roll out of coffee rehabilitation will be in three phases.

Phase 1- Setting up a 10,000 capacity Coffee Seedling nursery that will produce high quality
seedlings. The nursery will be used as model nursery to train coffee growers in ward 8 and
nearby communities. Only seeds of certified variety of Arabica coffee will be obtained to

produce seedlings. Seedlings produced from the nursery will be distributed freely to local coffee
growers depending on farmers’ request.

Phase 2- Developing a 15-20 hectare customary land own by SENAI AGRO into coffee
plantations to create wealth and employment opportunities for unfortunate youths and Women in
ward 8 area. There are Youths and Women (widows, barren mothers and Single Mothers) who
do not own coffee gardens but they spent their time assisting their relatives to do their jobs who
don’t compensate them for the work they do. SENAI AGRO has identified them in the
community and will use them to work for themselves to sustain their livelihood.

Phase 3- The rolling of coffee rehabilitation program will cover all coffee farmers in ward 8 and
interested farmers from ward 7 and 9. The program will include conducting trainings providing
support to farmers. Training curriculum will developed for all aspect of coffee from Nursery to
Harvesting Processing to Finance and record keeping. Evaluation will be conducted as a follow
to identify areas of improvement to plan for next training.
This Coffee rehabilitation project will provide several benefits to the local coffee growers in
ward 8 , including job creation, improved coffee productivity, and increased income for coffee
farmers while contributing to the economic growth and development of new Wau/Waria District,
Morobe Province and country as a whole.

3.1 Summary Goals and Objectives

Coffee Rehabilitation project in Ward 8 area is aimed at revitalizing aging coffee trees and
developing new areas to plant coffee. The goal of this project is to address to social, economic
and environmental issues affecting rural coffee farmers in Ward 8 area. The Coffee rehabilitation
is inline PNG government vision 2050 on reducing poverty and improving standard of living for
all Papua New Guineans. Coffee sector in Papua New Guinea is an important contributor to
country’s economy and plays a significant role in development of rural areas.

The Medium Term Development Strategic Plan (MTDS) provide a specific objectives relating to
coffee Industry in Papua New Guinea. This includes increasing coffee production, improving
coffee quality and promoting value-addition activities. Thus, this coffee rehabilitation project is
inline government MTDS to achieve this important government objectives in developing coffee
sector in Ward 8 area. The project will boost the competitiveness in domestic and international
markets, increase returns to coffee farmers and create employment opportunities for unfortunate
members of the ward 8 communities.

3.2 Funding Summary

The funding required to roll out coffee rehabilitation project are broken into 3 categories and
they are;
 Nursery Establishment- K4,153.00
 Material & Equipment’s (Nursery & Field Development) – K4, 509.00
 New Coffee Field Development & management- K42,253.00
 Rehabilitation of Aging Coffee trees (Training & Extension Work)- K10,000.00

Total budget required for the coffee Rehabilitation project is K 60,915.00

3.3 Project Duration

The project will go into full swing when funding is made available for the coffee rehabilitation
project. Initial stage of the project has been under taken SENAI AGRO in identifying farmers,
Field Visits and identify and selecting sites for the coffee Nursery and sites for New field
Development with the interest local coffee farmers. The duration for the completion of this
project is;
 Coffee Nursery- 1 month for coffee Nursery Shed construction and 6-7 months to raise
seedlings and distribute to local coffee farmers
 Development of new coffee Gardens (Field) will take 9-12 months. Harvesting is
expected from the 4th year after transplanting.
 Rehabilitating and Renovating of aging coffee trees will be an ongoing program per the
coffee rehabilitation program plan for ward 8.

4. The purpose of the Project

The purpose of this project Submission is to justify the need for coffee rehabilitation program in
ward 8 area to increase coffee production and improve the quality of coffee farmers produce.
Funding requested for this project is for construction of a model coffee nursery for training
purposes, developing new coffee gardens (fields) and rolling out of coffee rehabilitation and
renovation program through informal Education training to equip coffee farmers with theory and
practical knowledge of updated coffee farming practices. The skills and knowledge acquired
through this project will enable individual coffee farmers and ordinary members of the ward 8
communities to venture into business which will help minimize social and economic problem in
the community.

4.1 The Goal of the Project

The Primary goal of this project is to improve and increase coffee production in ward 8
community and nearby communities as well. In doing so, will create employment opportunities
for youths and women in the local community and contributes to economic and social
development of the district.

4.2 Objective of the Project

The specific objectives of this projects are categorized into social, Economic and environmental
objectives as provided below;

4.2.1 Social Objectives


 To improve livelihood of coffee farmers by increasing their income and providing them
with better access to social services such as healthcare and education.
 To promote gender equity by increasing the participation of women in the local coffee
industry and ensuring that they have equal access to resources and benefits
 To promote Social inclusion by supporting the participation of stallholder coffee farmers
in ward 8 in the coffee value chain.
4.2.2 Economic Objectives
 To increase the production and export of high-quality coffee, thereby increasing the
revenue generated from coffee exports.

 To promote value-adding activities from the coffee nursery all the way to wet and dry
processing and storage to increase the value of coffee and create employment
opportunities.
4.2.3 Environmental Objectives
 To promote sustainable coffee production practices that minimizes the environmental
impact of coffee farming.
 To promote reforestation by promoting shade-grown coffee and agroforestry practices
 To promote the conservation of biodiversity and ecosystem services those are important
for the sustainability of coffee production.

5. Need for Coffee Rehabilitation

Lack of Agriculture extension work over the past years has resulted in need for coffee
rehabilitation for local coffee growers who continue to apply outdated management practices that
are no longer applicable in coffee farming. Most of the coffee gardens visited by SENAI AGRO
in ward 8 areas are aging and will affect coffee production volumes and coffee Quality. Thus, it
will have negative impact at the local and international markets.
Rolling out coffee rehabilitation program in ward 8 and nearby communities will improve
farmers’ productivity to increase and improve coffee produced from ward 8 area. Coffee farmers
will be equipped with updated coffee farming knowledge from Coffee nursery to Coffee
harvesting & processing including basic book keeping through trainings.

5.1 Coffee Nursery Design (Layout)

Below is a design of 10,000 capacity coffee nursery. Specific measurements are provided as
well. Size of the poly bag to use is (85mm X 200mm).

6. Beneficiaries

6.1 Direct Beneficiaries


The direct beneficiaries of this project will be the community in the ward 8 area in particular the
coffee growers and the ordinary members of the community. Coffee growers and members of
Ward 7 and 9 communities will also directly benefit from this project.

6.2 Indirect Beneficiaries

The indirect beneficiaries of this project will Waria Local Level Government, Wau/Waria
District through increase revenue from sales of coffee. The project will also contribute to
economic and social developments of the districts. Surrounding communities like Ono and Biaru
will also benefit indirectly from this project.

7. Project Sustainability

The target unemployed youths’ population involved will realize the benefit of the project and
take ownership as it will impact their living standard in terms of improved wealth human
wellbeing.

Provincial Districts, LLGs workers under the current government will take ownership of the
project as it will bring a source of revenue to the District, LLGs and small scale business (SME)
projects. They will be empowered to take ownership of their plan and programs and attend to
advise using the existing structure will delegate manpower on site to provide management and
reporting to the authorities higher authorities.

8. Cross - Cutting Issues

8.1. Environmental Impact


The project will have no negative impact on the environment but will contribute to better
management of environment that contributes to environmental sustainability

8.2 Impact on gender issues


The project will have no negative impact on gender; religion, ethnic groups, youths, children and
women. Instead, it provides a venue to address gender and youth issues, children’s and women’s
activities on daily marketing in terms of improved cash income in the community. It will also

provide equal participation decision making in family in terms of labour input and income. More
women will adapt the culture of savings and uplift their financial capacity and avoid risky
behaviors.

8.3 Impact on the spread of HIV/AIDS


HIV-AIDS poses a catastrophic threat to PNG’s development prospects. As indicated, it is important
and this project has recognized HIV/AIDS as a major development challenge for the nation and as a
social, cultural and economic issue, as much as it is a public health issue.
The HIV/AIDS awareness and advocacy has been made an activity through the implementation
of the project to ensure that all other development efforts and SME training achievements on
Small Scale Businesses do not become futile.
In the long term, and in fulfilling the national governments strategy to reduce HIV/AIDS cases,
this project will address this issue as part of its program to carry out awareness and prevention of
HIV/AIDS to staff, farmers and visitors through the activities that will be organized at
production, processing and marketing in collaboration with the Province and District HIV/AIDS
Coordination Team.

9. Project Management.

The project will be managed by SENAI AGRO and its committee in close consultation with the
Waria LLG Agriculture officers and will provide monthly report to responsible authorities.
Youths and Women will be engaged at the initial stage of the project that is from the
construction of the nursery shed up to Seed sowing and development of coffee fields (gardens).
Two (2) permanent workers will be recruited to propagate seedlings up to distribution of
seedlings while estimated 15-20 workers will be recruited to manage new coffee fields that will
be established by SENAI AGRO.

9.1 Monitoring and Evaluation

This project will be monitored and evaluated through regular field visits and data collection. Key
indicators of success will include coffee yields, quality and income from local coffee growers.
Comprehensive SOP will be put in place to capture coffee data for the area. All necessary record
sheets will be prepared, printed and used to capture all necessary information.
Every expense in the project is going to be carefully recorded and also monitoring the cash flow
of the project to make sure that the project stick to the budgeted fund and should not have any
deficiencies caused by lack of finance. Also, there will be a corporate observation, monitoring
approaches and responses by the ward 8 communities so as the surrounding communities for
their feedback to the project.

10. Institutional Capacity and Implementation Plan
A Project Management Team comprising of Community Representatives will be appointed to
oversee the project. It is anticipated that once funding is made available, implementation
construction will be done in the following manner:
a) Detailed project planning will be carried out.
b) Construction of a 10,000 capacity nursery shed
c) Development of estimated 15-20 hectare land own by SENAI AGRO
d) Rolling out of coffee rehabilitation program.

10.1 Implementation Schedule

The table shown below highlights and outlines the main activities and/or events during the
lifespan of the project. It is anticipated that the project would take 120 – days (approx. 4 months)
to accomplish. The six (6) basic activities that will be carried out in the span of project are
specified in the table. Furthermore; detailed planned activities including all needed resources,
materials and equipment’s are tabulated and outlined in table 2:

11.1.1 Income

Below are the details of income expected from planting 30,000 new coffee trees. The calculation

kilograms, It will be 22,500 kilograms of parchment coffee.

If sold at K5.00 per kilogram base rate then;

K5.00 X 22,500 kilograms

Then, for 22,500 kilograms;
