#e: Protection of the Blue Lagoon
ou are aware that we have been discussing the protection oI the Blue Lagoon
Ior some time now, and we thank you Ior your support in this important
endeavour. We are pleased to announce that the Honourable Minister oI outh
Sport and Culture Olivia Grange has signed a Preservation Notice pursuant to
Section 19 oI the Jamaica National Heritage Trust Act. Enclosed, please Iind a
copy.

The Notice now allows the Jamaica National Heritage Trust to carry out Iurther
research to ensure that Iuture development options reIlect plans to sustain the
integrity oI the lagoon. We note that during our discussions to date, that we have
made it very clear that our eIIorts are designed to be inclusive and to preserve the
lagoon Ior all Jamaicans and Iuture generations. To this end we have also
prepared a DraIt Preservation Scheme Ior the proposed protected area and we
enclose a copy Ior your comments. The relevant sections oI the JNHT Act are
reproduced as Appendix 1.

The Preservation Scheme provides us all with an opportunity to decide on the
management modalities Ior the Blue Lagoon. We are aware that there are other
issues to be discussed, Ior example the provision oI amenities Ior members oI the
public, but we are aware that we need to take the protection oI this wonderIul
piece oI heritage one step at a time. We are working closely with the National
Environment and Planning Agency and other key government entities with
respect to the protection oI the lagoon. OI course, the success oI this endeavour
depends on the Portlanders as custodians.
