JOB DESCRIPTION

JOB TITLE: INSTRUMENT TECHNICIAN


OCCUPATION: Skilled Craft Workers (07)
FLSA STATUS: Non-Exempt (Union)

A. OVERALL PURPOSE/SUMMARY

Under general supervision, perform highly skilled work in the installation,


maintenance and repair of electronic, pneumatic, hydraulic, electrical, mechanical
and other recording, telemetering and instrumentation devices and equipment; and
perform related work as required.

B. SCOPE OF DEPARTMENT

Plant Operation or Maintenance.

C. INTERFACES

Internal:
Interface with District personnel throughout the organization

External:
Interface with the consultants, contractor and vendors.

D. Essential Job Functions/Primary Accountabilities

Performs any combination of (but not limited to) the following duties according to
specific department guidelines:

1. Determine the existence of electrical hazards and problems. Safely isolate, ground
and prepare circuits and electrical apparatus to enable repairs.
2. Have knowledge of and use the required personal protective equipment.
3. Install electrical conduit, pull and terminate wiring.
4. Install, repair, and maintain assorted plant control and process monitoring
instrumentation. This includes; electronic, pneumatic, hydraulic, and
microprocessor based control and monitoring systems.
5. Ability to use test and calibration equipment to calibrate transmitters and control
loops. Ability to use computer and related computer software to program
controllers and analyze control loops. Good computer skills required.

6. Ability to use mathematics and algebra to scale and calibrate process


instrumentation.
7. Use knowledge of analog and digital circuitry to troubleshoot instrumentation to
the component level and effect repairs to microprocessor-based instruments,
computer hardware, wiring, and annunciator systems.
8. Read/interpret engineering drawings and manuals to install, calibrate, and
maintain plant instrumentation systems. Work from complex engineering and
manufacturers drawings or manuals to complete projects and assigned work.
9. Use hand and power tools related to the instrumentation trades.
10. Install and maintain drive systems such as variable frequency drives, eddy current,
and DC drives. Install and maintain programmable logic control systems (PLC).
Interpret and/or modify PLC control logic as necessary. Install and calibrate
pressure, temperature, flow, and level controls.
11. Design layout work on panels, set up complex control systems, interpret and alter
engineering drawings and wiring diagrams.
12. Effectively communicate problems and solutions to resolve electrical problems.
13. Supervise and participate in the on-the-job training of Utility Maintenance Person
as needed.
14. Observe installed systems to detect hazards and determine the need for
adjustments or modifications.
15. Use computerized maintenance system to retrieve and enter information.
16. Assist in establishing and maintaining scheduled maintenance programs for plant
equipment. Maintain records, update drawings, and develop safety procedures.
17. Observe safe work practices to ensure that work does not endanger others.
18. *Perform other related work as required.

JOB SPECIFICATIONS

E. EDUCATION/EXPERIENCE

Minimum Requirements
1. Graduation from high school, or general education diploma or trade school.
2. Successful completion of NEORSD's Instrument Technician training program or
equivalent combination of training and experience.
3. Five (5) years of experience in the installation, troubleshooting, repair, calibration
and maintenance of industrial electronic control systems. Relevance of experience
will be determined based on similar equipment, procedures, and job functions as
determined by the NEORSD. Additional related education maybe substituted for
work experience.
4. Successful completion of NEORSD's Instrumentation Technician training program
or equivalent combination of training and experience.

5. Considerable knowledge of electronic instrumentation, process control and


electrical systems. This includes flow, level, pressure, and temperature measuring
devices, control loops, digital and analog controllers, and related instrumentation.
6. Good knowledge of electrical codes and regulations.
7. Knowledge of electronics and instrumentation.
8. Ability to use engineering drawings, schematics, and service manuals to
troubleshoot, install, and repair equipment.
9. Ability to perform arithmetical and algebraic calculations.
10. Ability to maintain records and report on work accomplished.
11. Skill in the use of electrical equipment and tools.
12. Some knowledge of the methods, materials, and tools used in general maintenance
work.
13. Ability to understand and follow oral and written instructions.
14. Good verbal and written communications skills.
15. Ability to perform strenuous manual work under varying weather conditions.
16. Must be clean-shaven in order to utilize self-contained breathing apparatus
(S.C.B.A.) when necessary.
17. Ability to work unscheduled hours during emergency and/or unusual situations
(24 hour/ 7 days week).
18. Knowledge of computer hardware with programming basics highly desirable.
19. Considerable knowledge of the approved methods, practices, code requirements
and safety standards, including equipment, tools and materials of the trade.
20. Ability to work effectively with others.
21. Ability to communicate orally and in writing.

Desirable
1. Advance education in fields related to the job (electrical, electronic, pneumatic
systems, hydraulic controls).
2. Ability to successfully complete proficiency testing in mathematics, reading,
writing, maintenance skills and other related subjects.

F. LICENSE, CERTIFICATION AND/OR PERMIT


Minimum Requirements
1. Must have appropriate and valid Ohio driver’s license(s) to operate vehicles and
equipment.
2. Driving record that is acceptable to the District’s insurance carrier.

G. WORKING CONDITIONS

1. Job may include call-in work (24 hour/7 day week) during emergency or
unusual situations.
2. Exposure to usual noise associated with equipment and plant environment.

3. Exposure to potential electrical hazards.


4. Exposure to atmospheric conditions such as heat, cold, dust, fumes, vapors, or
mists.
