Job Description
The Senior Instrument Engineer will be a member of the El Segundo Refinery team,
providing instrument designs support. The individual is responsible for investigation,
analysis, and development of resolutions for opportunities involving equipment or facilities.
The individual will also provide direct technical support for daily operations, turnaround
events, and small projects.
Responsibilities for this position may include but are not limited to:
• Provide guidance on Capital Projects to ensure that engineering contractors meet
established standards for instrument design and installation
• Review & approve designs work performed by engineering contractors and less experienced
engineers and/or designers
• Act as a Project Engineer on jobs which involve guiding the efforts of 2-4 less experienced
engineers and/or designers
• Answer technical inquiries, make technical recommendations, improve design tools, &
develop design procedures and provide training
• Lead & manage overall design & construction of small instrument-related projects
including management of project team to best utilize resources
• Prepare instrumentation work scopes, cost estimates, schedules, material specs, sketches,
construction work packages, and other required documentation
• Troubleshoot instrumentation problems & issues, develop alternatives, and propose &
implement solutions for long-term reliability
• Carry out studies to improve plant safety, reliability, and economics; engage with others in
economic comparison of alternatives and prioritization of jobs
• Provide input to annual Business Plan; utilize Business Plan to develop and execute
strategies in area of responsibility.
• Manage information and create/update documentation related to instrumentation systems &
equipment
• Use estimating tools & cost control measures to budget & monitor approved funds
• Provide instrument designs support for routine daily operation of process units
• Monitor projects & workloads to meet deadlines & schedules
• Specify, purchase, install commission & troubleshoot field instrumentation
• Read, understand & develop drawings including P&IDs, schematics and connection
diagrams
• Design instrument loops including selection & sizing of flowmeters, control valves and
other field instrumentation
• Develop design standards, procedures and training materials
• Evaluate & select suppliers for specific instrumentation applications
• Participate in incident investigations; use systematic approach to determine root causes and
develop corrective actions for elimination of plant worst actors
• Ensure all work is performed in accordance with applicable Environmental, Health, Safety,
& Building codes as required by Federal, State, Local, & Refinery regulations
Desired Skills & Experience
Required Qualifications:
• A minimum of eight (8) years of directly related industrial field instrument systems
engineering & designs experience
• Strong knowledge of field instrumentation including sensors, transmitters, control valves,
motor control, and field wiring methods
• Ability to read, understand & develop drawings including P&IDs, schematics, connection
diagrams, and installation details
• Strong knowledge of instrument-related industry standards and their application
• Experience with the development and implementation of construction work packages

Preferred Qualifications:
• Bachelor of Science degree in an Engineering-related discipline is strongly preferred;
however, actual industrial instrument design experience may be considered in lieu of a degree
• Knowledge and understanding of refinery processes & equipment and the interaction
between refinery units;
• Knowledge of Refinery process safety information and management of change work
processes
• Knowledge of Refinery Turnaround Planning and Capital Project Work
• Proficiency with Refinery Process Control Systems and Communication Protocols
• Proficiency with SmartPlant Instrumentation (SPI) Specification and Wiring Modules
• Control Systems Professional Engineer’s License
