Dear Sir,
RE: GENERAL REPORT ABOUT NUP ACTIVITIES AND OPERATIONS IN WESTERN UGANDA.
I humbly submit this report into your office for the purposes of educating you about the stand of NUP in
western region of Uganda. First I congratulate you upon the so far covered part of the the campaign
trail.
I am glad to report that so sa far, NUP is the most loved party in the region and that our presidential
candidate has the capacity of winning the region with over 50% as the polls stand right now.
The Mobilization team at the region and teams in different districts are trying their best in order to
maintain and grow the support for the party. However the organization and mobilization for support is
faced with the following challenges in the western region;
1. Lack of regional planning committee.
The Regional team lacks a planning committee to organize the implementation strategies for vote
hunting activities. Everyone on the team including the Vice President in Charge of the Western Region
does not know when, how and by whom certain activities are to be done. This is affecting the general
performance of the team as everyone is waiting for the other to initiate any activity all the time.
2. Absolute negligence of responsibilities by the leaders.
Apart from the lack of planning committee, most leaders at the regional level lack responsibility and
ownership of party activities. They sit back and neglect the calls from their junior leaders for the need of
planning of activities.
3. Infiltration of state agents into the party leadership at the regional level who pose as stonge party
supporters.
With the confession of one Dr. Jim Rwasina our flag bearer for Isingiro North Constituency, I am aware
that some people amongst us have been posed to be part of us so we can trust them with positions,
some of which Dr. Jim revealed to us that they were planted by the state to take over positions in the
party so they can disorganise the processes. This was so evedent during the nominations of local
government councilors and giving them flags, some of our colleagues we were with in the struggle were
sidelined with fake excuses. It's of recent that we have been able to realize that. These agents were
successful in disorganising us during that period.
4. Failure to involve and put to use the District committees.
The district committees are bypassed in the planning and implementation of the very few activities that
take place in their districts. This is so evident with the low turnup of supporters in western Ugandans
districts during the campaign trail covered so far, these committees would have mobilized more
supporters if they were angaged and involved in the activity but the vice president would even send
someone who even doesn't understand the language of the area to do the mobilization and
organization. These team would call to the regional office for the program only to receive a response
that everything is being taken care of. There is no division of labor at all.
5. Reliability of candidates to solicit votes for the presidential candidate.
The fact on ground is that these candidates are actually busy soliciting for their own votes. There are no
teams assigned to hunt votes for the president. The votes want change but if not reached out, their vote
may get disorganise.
6. Unavailability of campaign materials.
There are no campaign materials in the region. Posters that reach the regional office are not even
enough for a parish. People are always volunteering to distribute such materials to the deep villages but
they are not available.
7. Individualization of the regional office in Mbarara.
Whenever the vice president is not at the office, it is always closed. This makes the office personal other
than being a party office. People in need of information about the party cannot be able to access it
whenever the vice president is out of the town.
WAY FORWARD
In my opinion, the following have to be revised/responded to immediately to improve the performance
of the western region team;
A. A regional planning and accountability committee should be established as soon as possible. This will
help in performance according to plan, and leaders would be able to account for time and resources
against activities.
B. Division of labour. Different activities should be implemented at different levels ie. Some activities are
to be implemented at Regional, district, and local levels. This will beat unnecessary beaucracy, state
agents, and will angage leaders at all levels. Team work can be easily achieved this way.
C. Establishment of vote hunting teams at lower level, eg, parish or village levels is urgently required.
Reliability on candidates of which some are state agents may not work to the party's favour.
D. Availing most important campaign materials especially to the village where information about our
party candidates is low.
E. Full operationalization of the regional and district offices. These offices should be open all days during
working hours to provide voters with the necessary information.
There are much to report about but the most important notes have been sumarised on the above listed
ponts. I believe if the above is addressed, NUP party will be able to steal the day 14th Jan. 2021.
