TERMS AND CONDITIONS FOR THE AWARD OF SCHOLARSHIP UNDER THE PROJECT TITLED PROVI SION OF HIGHER EDUCATION

OPPORTUNITIES FOR STUNDENT OF BALOCHISTAN & FATA I, Mr/Ms/Mrs.________________________________________________, CNIC # __________ _____________, Son/Daughter of Mr._________________________________________, do hereby unconditionally accept the offer of HEC scholarship awarded under the pro ject titled Provision of Higher Education Opportunities for Students of Balochist an & FATA under the following terms and conditions: Award of Scholarship: The final selection of candidates would be made on merit by the Project Steering Committee constituted on the project. The selected candidates would be required to execute a bond with the HEC. The terms and conditions of the bond are availa ble on the website and are also given below. Terms and Conditions Governing the Scholarship: The terms & conditions of the award of scholarship are given below. Acceptance o f scholarship under these terms and condition entail an acknowledgement of follo wing obligations: Obligations for an Awardee: i. An awardee will not change the course of study and the institution at which h e/she is admitted and is specified in the letter of award. ii. An awardee will not avail any other scholarship during the period of his/her study. iii. An awardees father / guardian on behalf of his/her award is required to exec ute a bond with the HEC, ensuring that his/her award will not take part in any p olitical activity. iv. An awardees father / guardian on behalf of his/her award , shall sign an agre ement with the authorize representative of Higher Education Commission (HEC), on judicial stamp paper, to the effect that in case the awardee fails to complete his/her study, he/she will refund to the HEC, the total amount spent on his/her studies by the HEC. WHEREAS Mr. / Ms. (name of scholar) has been selected by the Higher Educatio e award of undergraduate / graduate scholarship under the Scheme Provision of Hig her Education Opportunities for Students of Balochistan & FATA and the scholar ha s agreed to accept the same on the terms and conditions governing this scholarsh ip award.

Now this deed witnesses as under: i) This scholarship award shall initially be valid for one semester (4 months) a nd may be renewed up to a maximum total duration of 4-year (undergraduate progra m) / 2-years (postgraduate program), subject to satisfactory academic performanc e of the scholar. ii) The payment of allowances admissible under the scholarship program shall be made subject to the complete adherence to all rules and regulations governing th e scholarship program as well as satisfactory performance in the authorized stud ies. iii) The scholar shall not change the specified course of studies nor register h imself/herself for any other course or program without prior approval of the HEC . iv) The scholar shall not extend the specified period of studies without prior a pproval of the HEC. v) During undergraduate /postgraduate program the scholar shall not undertake em ployment whether paid or otherwise. vi) The scholar shall refrain from engaging himself/herself in any political, co mmercial or any other activity incompatible with his/her program of studies. vii) In case the scholar fails to qualify the course for which he/she was awarde d scholarship, the HEC reserves the right to recover entire expenditure from the Scholars/Guarantor. viii) The scholar shall not incur any debts during his/her studies and will clea r all outstanding bills before leaving the university/ institute. ix) The scholar shall regularly submit the quarterly / six monthly progress repo rts on his/her assigned Program, through the Chairman of the department/ Directo r of the institute/ Registrar of the university to the Higher Education Commissi on and a final comprehensive report, immediately on completion of the study prog ram. x) The scholar will be liable to disciplinary action as follows: a) If he/she fails to avail of the award without any cogent reason acceptable to HEC/Government of Pakistan, he/she will be debarred from further study under an y Scholarship Program run by HEC. If any financial loss is sustained as a result of his/her failing to avail the award, he/she will be held responsible thereof and liable to make good the same, apart from being liable to any penalty to be i mposed by the Commission in this behalf. b) If he/she violates any of the conditions specified under the Scholarships Pro gram, he/she will be liable to pay the penalty as prescribed therein. xi) The scholar is liable to disqualification from HEC sponsored studies or such other disciplinary action as HEC may consider appropriate, if: i) He / she violates any of the foregoing conditions, in his application form or final documents(discovered at a later stage) or ii) He / she is found to have made any misstatement therein. xii) The awardees who are already enrolled on a nomination under any other proje ct will give their option of acceptance of the offer under the project titled Pro vision of Higher Education Opportunities for Students of Balochistan and FATA. AND THE SCHOLAR FURTHER COVENANTS, that in case of breach of any of the above te rms and conditions as well as the rules / terms and conditions those governing s cholarship award and / or his / her failure to comply all the conditions of the host university/ institute the scholar shall be bound to pay the HEC a penalty a s prescribed by the HEC besides compensate the HEC by making a refund of the tot al amount of expenditure. The amount of penalty and the compensation as prescrib ed and assessed by the HEC shall be final and conclusive.
