“HEAVEN ON EARTH” DESIGN CONCEPT GARDEN OF EDEN
IT IS AN BIBLICAL EARTHLY PARADISE IN THE HEBREW BIBLE KNOWN AS THE OLD TESTAMENT BOOK OF GENESIS. IT IS ALSO CALLED IN GENESIS “ THE GARDEN OF
THE LORD “. THE TERM EDEN PROBABLY IS DERIVED FROM THE AKKADIAN WORD EDINU, BORROWED FROM THE SUMERIAN EDEN, MEANING PLAIN. IT CAN BE
VISUALIZE AS THE PLACE OF NATURE, SIMPLE YET MESMERIZING BEAUTY. THIS APPRECIATION INSPIRES THE ARCHITECTS TO CREATE A HABITAT THAT ASPIRE TO
FEEL LIKE HEAVEN ON EARTH.
THE SITE IS KNOWN FOR HAVING IMPERMEABLE SOIL AT THE LOW LYING AREA. IT IS MOST LIKELY
PRONE TO FLOODING AND WATER DRAIN ISSUES. KNOWING THAT IT IS LOCATED IN AN
INDEPENDENT COMPONENT CITY (ICC) WHERE THE SITE IS AT A BUSY CITY SURROUNDED BY
COMMERCIAL FACILITIES, LIGHT INDUSTRIAL ZONE, PROVINCIAL PARK/ PROVINCIAL CAPITOL AND
CITY PUBLIC MARKET.

INDEPENDENT CITY

Independent component cities (ICC): These kinds of communities have laws that

expressly forbid people from voting ballots for provincial authorities. All five of

them—Cotabato, Dagupan, Naga (Camarines Sur), Ormoc, and Santiago—are

regarded as separate from the province in which they are physically situated.

Although provinces and independent cities are arranged into administrative

regions under the national government, these districts are not independently

administered with their own elected governments.

There are 38 independent cities in the Philippines, all of which are classified as either

"Highly urbanized" or "Independent component" cities. A city classified as such:

● does not have its Sangguniang Panlungsod legislation subject to review by any

province's Sangguniang Panlalawigan;

● does not share tax revenue with any province; and

● directly supervised by the President of the Philippines through the city

government (given that the provincial government no longer exercises

supervision over city officials), as stated in Section 29 of the Local Government

Code.

FACTS:

Currently, there are only four independent cities in two classes that can still participate

in the election of provincial officials (governor, vice governor, and Sangguniang

Panlalawigan members):

● Cities declared highly urbanized between 1987 and 1992, whose charters (as

amended) explicitly permitted residents to both vote and run for elective positions

in the provincial government, and therefore allowed by Section 452-c of the Local

Government Code to maintain these rights: Lucena (Quezon), Mandaue (Cebu);

● Independent component cities whose charters (as amended) only explicitly

allow residents to run for provincial offices: Dagupan (Pangasinan) and Naga

(Camarines Sur)

Registered voters of the cities of Cotabato, Ormoc, Santiago, as well as all other highly

urbanized cities, including those to be converted or created in the future, cannot

participate in provincial elections. In addition to the eligibility of some independent cities

to vote in provincial elections, a few other situations become sources of confusion

regarding the complete autonomy of independent cities from provinces:

● Some independent cities still serve as the seat of government for the province in

which they are geographically located: Bacolod (Negros Occidental), Cagayan de

Oro (Misamis Oriental), Cebu City (Cebu), Iloilo City (Iloilo), Lucena (Quezon),

Puerto Princesa (Palawan) and Tacloban (Leyte). In such cases, the provincial

government, apart from already financing the maintenance of its properties such

as provincial government buildings and offices, may also provide the government

of the independent city with an annual budget (determined by the province at its

discretion) to aid in relieving incidental costs incurred by the city such as road

maintenance due to increased vehicular traffic in the vicinity of the provincial

government complex.

● Some independent cities are still grouped with their former provinces for the

purposes of representation in Congress. While 24 independent cities have their

own representative(s) in Congress, some remain part of the congressional

representation of the province to which they formerly belonged: Butuan, for

example, is still part of the 1st congressional district of Agusan del Norte. In

cases like this, independent cities that do not vote for provincial officials are

excluded from Sangguniang Panlalawigan (provincial council) districts, and the

allotment of SP members is adjusted accordingly by the Commission on

Elections (COMELEC) with proper consideration of population. For example,

districts. The seats of the Sangguniang Panlalawigan are not evenly distributed

(4–4) between the province's first and second congressional districts because its

1st district contains Butuan, an independent city which does not vote for

provincial officials. Rather, the seats are distributed 1–7 to account for the small

population of the province's 1st Sangguniang Panlalawigan district (consisting

only of Las Nieves) and the bulk of the province's population being in the second

district. On the other hand, the city of Lucena, which is eligible to vote for

provincial officials, still forms part of the province of Quezon's 2nd Sangguniang

Panlalawigan district, which is coterminous with the 2nd congressional district of

Quezon.

● General lack of distinction for independent cities, for practical purposes: Many

government agencies, as well as Philippine society in general, still continue to

classify many independent cities outside Metro Manila as part of provinces due to

historical and cultural ties, especially if these cities were once or currently

socio-economic and cultural capitals of the provinces to which they once

belonged. Furthermore, most maps of the Philippines showing provincial

boundaries almost never separate independent cities from the provinces in which

they are geographically located, for cartographic convenience. Despite being

first-level administrative divisions (i.e., on the same level as provinces, as stated

administrative divisions) for educational convenience and simplicity.

LIGHT INDUSTRIAL ZONE

These specially designated locations are called “industrial zones”,and their

primary function is to foster manufacturing. Usually situated on the fringes of cities,

these areas are designated for manufacturing, production, and other industrial use,

find warehouses, distribution centers, and other facilities of a similar nature in industrial

zones. People created the emergence of Industrial zones to separate industrial

expansion from residential and commercial areas, mitigating the adverse effects of the

former. Regional, state or federal authorities may have jurisdiction over industrial zones.

Private investors and governmental entities may hold land in these areas.

Unlike heavy industry, which caters primarily to corporations, the light industry

caters to individual consumers by producing a wide variety of modest goods. Light

industry can be housed in smaller buildings in industrial parks, while heavy industry

necessitates sprawling complexes.

Production methods and locations that don’t require costly machinery or production

tools are classified as “light industrial.” Light manufacturing facilities may have toys,

while heavy manufacturing facilities may make an essential component used by the toy

factory itself or create the energy used to run the factory. Light industrial zones are

typically more consumer-focused than heavy industrial zones since they produce goods

for final consumers rather than intermediates for use in other industries.

Light businesses’ raw resources, space, and power are significantly lower.

IMPERMEABLE - SOLUTION FOR SITE AND VICINITY

STORM-WATER MANAGEMENT / DIRECT DRAINAGE

Stormwater is absorbed into the soil, it is filtered and ultimately replenishes

aquifers or flows into streams and rivers. When heavy rainwater hits, ground saturated

by water creates excess moisture that runs across the surface and into storm sewers

and road ditches. This water often carries debris, chemicals, bacteria, eroded soil, and

other pollutants, and carries them into streams, rivers, lakes, or wetlands.

In urban and developed areas, impervious surfaces such as pavement and roofs

prevent precipitation from naturally soaking into the ground. Instead, water runs rapidly

into storm drains, sewer systems and drainage ditches and can cause flooding, erosion,

turbidity (or muddiness), storm and sanitary sewer system overflow, and infrastructure

damage. However, stormwater design and “green infrastructure” capture and reuse

stormwater to maintain or restore natural hydrologies.

RAIN-WATER HARVESTING SYSTEM

A rainwater harvesting system comprises components of various stages -

transporting rainwater through pipes or drains, filtration, and storage in tanks for reuse

or recharge.

The common components of a rainwater harvesting system involved in these

stages are illustrated here.

1. Catchments

The catchment of a water harvesting system is the surface which directly

receives the rainfall and provides water to the system. It can be a paved area like a

terrace or courtyard of a building, or an unpaved area like a lawn or open ground. A roof

made of reinforced cement concrete (RCC), galvanized iron or corrugated sheets can

also be used for water harvesting.

2. Coarse mesh

Coarse mesh at the roof to prevent the passage of debris.

3. Gutters

Channels all around the edge of a sloping roof to collect and transport rainwater

to the storage tank. Gutters can be semi-circular or rectangular and could be made

using:

● Locally available material such as plain galvanized iron sheet (20 to 22 gauge),

folded to required shapes.

● Semi-circular gutters of PVC material can be readily prepared by cutting those

pipes into two equal semi-circular channels.

● Bamboo or betel trunks cut vertically in half.

The size of the gutter should be according to the flow during the highest intensity

rain. It is advisable to make them 10 to 15 per cent oversize. Gutters need to be

supported so they do not sag or fall off when loaded with water. The way in which

gutters are fixed depends on the construction of the house; it is possible to fix iron or

timber brackets into the walls, but for houses having wider eaves, some method of

attachment to the rafters is necessary.

4. Conduits

Conduits are pipelines or drains that carry rainwater from the catchment or

rooftop area to the harvesting system. Conduits can be of any material like polyvinyl

chloride (PVC) or galvanized iron (GI), materials that are commonly available.

5. First-flushing

A first flush device is a valve that ensures that runoff from the first spell of rain is

flushed out and does not enter the system. This needs to be done since the first spell of

rain carries a relatively larger amount of pollutants from the air and catchment surface.

6. Filter

The filter is used to remove suspended pollutants from rainwater collected over

the roof. A filter unit is a chamber filled with filtering media such as fiber, coarse sand

and gravel layers to remove debris and dirt from water before it enters the storage tank

or recharge structure. Charcoal can be added for additional filtration.

When rainwater is harvested in a large rooftop area, the filtering system should

accommodate the excess flow. A system is designed with three concentric circular

chambers in which the outer chamber is filled with sand, the middle one with coarse

aggregate and the innermost layer with pebbles.

This way the area of filtration is increased for sand, in relation to coarse

aggregate and pebbles. Rainwater reaches the center core and is collected in the sump

where it is treated with a few tablets of chlorine and is made ready for consumption.

that each vehicle fits into the designed marked area. Parking space can either be

Parking lots, open areas designated for vehicle parking, are crucial in

urban planning, accommodating vehicles in commercial, residential, and public

spaces. A well-designed layout maximizes the number of parking spaces while

ensuring easy maneuverability and pedestrian safety.

The 45° Parking Space can accommodate more vehicles compared to

parallel parking and 30° parking. This is made possible by the increase in the

4. ELEVATOR

Elevator, also called lift, is a car that moves in a vertical shaft to carry

passengers or freight between the levels of a multistory building. Most modern

elevators are propelled by electric motors, with the aid of a counterweight,

through a system of cables and sheaves (pulleys).

Elevators are a must for the movement of the guests and hotel staff inside

the hotel premises. They enhance the check-in experience of guests and make

moving inside the property convenient and fast.

5. FUNCTION HALL

Structures or parts of buildings built primarily to host various functions or

events like meetings, seminars, convocations, launching ceremonies, etc. Their

purpose is to hold all kinds of events other than private parties and celebrations

of personal occasions.

6. CAFE AND RESTAURANT

From a cultural standpoint, cafes largely serve as centers of social

interaction: a cafe provides patrons with a place to congregate, talk, read, write,

entertain one another, or pass the time, whether individually or in small groups. It

is a small or inexpensive restaurant or coffee bar, serving light meals and

refreshments.

C. BACK OF THE HOUSE

1. KITCHEN

The role of the Food Production or Kitchen department is to prepare food

for the guest. The guests who are staying in the hotel rooms and also for those

who are walk-in guests and come to the restaurants to enjoy meals. The Hotel

Food production and sub-departments of the hotel kitchen is headed by

Executive Chef.

2. STAFF ROOM/BREAK ROOM

This is where your team members go to recharge and replenish during the

workday. They serve as a great source for boosting your company's culture,

especially for the millennial generation.

3. LINEN ROOM

The center stage for the supporting role that the Housekeeping

Department plays in the hotel. Most linen rooms are centralized and act as a

storage point and distribution center for clean linen. Usually, a par stock is

maintained on each floor or at each unit to suffice immediate requirements.

4. STAFF OFFICE

Its responsibilities include performing clerical and administrative duties for

an office. Clerical duties support the day-to-day operations of an office, including

answering phones, sorting mail, scheduling meetings, and business trips,

welcoming visitors, and filing documents.

5. GENERAL MANAGER OFFICE

Oversee hotel operations, help guests feel comfortable and ensure that

they have all their needs met. They're responsible for all departments in the hotel

and help find, hire and retain staff. They often act as a representative or brand

ambassador for the hotel, functioning to promote the hotel to its target market,

such as families on vacation or business professionals traveling for work.

6. STORAGE ROOM

Store rooms are also used in the Rooms Division by the laundry team to

maintain linen inventory and housekeeping supplies. Store rooms help keep

these assets out of sight and out of mind of their guests to ensure a happy

room may be food, clothes, or any other type of product.

7. ELECTRICAL ROOM

Space dedicated to housing all the sensitive electrical equipment in a

facility for power distribution or communication purposes. They offer safe,

accessible storage for sensitive, possibly dangerous electrical equipment.

8. CONTROL ROOM

Production control, and serves as a central space where a large physical

facility or physically dispersed service can be monitored and controlled. Multiple

electronic displays and control panels are usually present, and there may also be

a large wall-sized display area visible from all locations within the space. Some

control rooms are themselves under continuous video surveillance and recording,

for security and personnel accountability purposes.

9. CCTV ROOM / SECURITY ROOM

A central space where a large physical facility or physically dispersed

service can be monitored and controlled by the controllers. Keeping eyes on all

areas of a site or place of work means no stone is left unturned in terms of

10. MECHANICAL ROOM

A building's mechanical room is the hub of its heating, ventilation and air

conditioning system. This can include central utility plants, boiler and chiller

rooms, mechanical and electrical rooms and fuel rooms.

11. FIRE CONTROL ROOM

A room provided in large buildings, complex buildings, or buildings that

incorporate phased evacuation. The room is intended to support firefighting

operations. A fire control room should be provided in all buildings designed for

phased evacuation, and in large buildings or complex buildings. Located inside

the building, the Fire Control Room is the nerve center for the building. Inside the

control room are the building's fire protection systems, fire pump, secondary

water supply, air-handling systems, stairwell door controls, communications and

elevator controls. Also located inside is another key cabinet. The cabinet

contains keys to all areas of the building to which firefighters will need access in

the event of an emergency.

It is an important part of the food and beverage department in a hotel. It

provides alcoholic and non-alcoholic beverages to the customers. It is

established independently with a separate license, or included with the hotel by

obtaining legal permission from the civil authority.

STEEL SHEET (CORTEN)

Corten steel has become a popular

material choice in modern architecture. It

offers some benefits, including improved

structural stability and a unique aesthetic

appeal. Corten Steel was designed to

eliminate the need for painting and if left
