Sir,
This is with reference to the issue of re-designation of the Non-executive employees of
SAIL. In this regard, the following has been decided:
1.0 _ Re-designation of Non-executive employees can be considered Cluster wise /Grade
wise within the broad conditions of Non Executive Promotion Policy (NEPP) presently
in operation in respective Plant(s)/Units without effecting any change in eligibility
criteria for promotion
2.0 The modification in designation will coincide with the change in the substantive grade
and Cluster. There will be no alteration in the designation when the change in grade
occurs on a personal basis or within an extended cluster.
3.0 Accordingly, change in designation normally will be applicable on promotion involving
change in cluster. However at the Plants/Units, where Clusters have been merged
encompassing more grades, the proposed grade wise designation may be
considered within the cluster, by the respective plant/units.
4.0 The suggested broad generic designation cluster-wise/grade-wise for Technical/Non-
technical area are as below:

a. The proposed revised common designations of Non-executive employees will be
implemented by the Plant/unit after following due procedure such that it does not affect
the current working arrangement i.e. duty and responsibilities will remain same for the
non-executive employees cluster wise and they shall continue to do the job they were
doing immediately preceding the day of implementation besides taking up new
responsibilities in future.
b. The designation at the time of recruitment in $1 will be Technical Associate (Trainee)!
Office Associate (Trainee) and in $3 grade will be Jr. Engineering Associate (Trainee)!
Administrative Associate (Trainee). The designation at the time of training period will be
same as per the recruitment and after regularization of the trainee in the grade, the
yo cluster wise generic designation may be provided.

The area of workingidiscipline may be suffixed to the designation as given
for the stream in which the non-executive employee is working in.
‘e, Change in designation will be confined to change in nomenclature of designations only.
There will be no change in seniority and line of promotion.
f, There would be no financial implications and it would be linked to existing pay
scalesiclusters.
g. For statutory posts like Mining Mate, Mining Foreman, Fire etc. Plants/Units may
continue with existing designations.
h. Director Vc! Functional Director(s) of the Plant/Unit will be empowered to accord
approval for re-designations at Plant /unit level, considering the local requirements, for
smooth implementation of broader generic designations Cluster wise. In case of
Corporate Office, Director (Personnel) will be Competent Authority for according
approval
i. Incase there is a need for modifications in the proposed designations at a later date for
smooth working of the Plant/Units, this will be done with the approval of Chairman, SAIL.
It is requested that the above generic designation as per the Clusterigrade under the
approved terms and conditions may be implemented at the Plantunit level following due
procedure,
